HomeMy Public PortalAboutResolution 64-408RESOLUTION NO. 64 -408 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TEMPLE CITY AUTHORIZING EXECUTION OF AGREE- MENT BETWEEN DEPARTMENT OF PUBLIC WORKS, THE STATE OF CALIFORNIA, COUNTY OF LOS ANGELES, ORANGE, SAN BERNARDINO, RIVERSIDE, VENTURA, SOUTHERN CALIFORNIA RAPID TRANSIT DISTRICT AND RATIFYING CITIES. WHEREAS, Congress has added Section 134 to Chapter 1 of Title 23 United States Code, declaring it to be in the national interest to en- courage and promote the development of transportation systems embrac- ing various modes of transport, in a manner that will serve the states and local communities efficiently and effectively, and which are based on a continuing comprehensive transportation planning process carried on cooperatively by states and local communities, and WHEREAS, comprehensive planning for urban development is needed on a continuing basis and is consistent with national policy as express ed in Section 701 of the Housing Act of 1954, as amended, and WHEREAS, the comprehensive character of the planning process requires inventories and analyses of the following basic elements: (1) Economic factors affecting development; (2) Population; (3) Land Use; (4) Transportation facilities; (5) Travel patterns; (6) Terminal facilities; (7) Traffic control features; (8) Zoning ordinances, subdivision regulations, building codes, etc.; (9) Financial resources; (10) Social and community -value factors, such as preservation of open space, parks and recrea- tional facilities; preservation of historical sites and buildings; environmental amenities; and aesthetics; and WHEREAS, Federal -aid highway funds may be available for finan- cing transportation elements of the planning studies, and WHEREAS, Federal Housing and Home Finance Agency and local agency matching funds or services may be available for financing econ- omic, demographic, and land use elements of the planning studies, and 559 WHEREAS, an agreement has been drawn up wherein and whereby Los Angeles, Orange, San Bernardino, Riverside and Ventura Counties, along with the Southern California Rapid Transit District, the California Highway Transportation Agency, the State Department of Public Works in cities within the aforesaid counties and formed an Area Coordinating Committee, a Regional Council of Planning, and a Regional Council of Engineering to study the many and varied problems incident to the trem- endous growth of the population in the area, and WHEREAS, there has been presented to the City of Temple City an agreement concerning the formation of an Area Coordinating Committee, a Regional Council of Planning and a Regional Council of Engineering, and WHEREAS, the City of Temple City determines that it is in the best interest of the City to enter into said agreement, NOW THEREFORE, BE IT RESOLVED that the agreement dated August 24; 1964, between the Counties of Los Angeles, Orange, San Bernardino, Riverside, Ventura, the California Highway Transportation Agency, Southern California Rapid Transit District, and such cities as shall ratify the agreement in accordance with its terms which provide organi- zation when working arrangements for continuing coordinated comprehen- sive transportation planning process in Los Angeles Regional Trans- portation Study Area be herewith ratified effective the date of execu- tion of the agreement by the Department of Public Works; and the City Clerk of the City of Temple City is authorized to deposit a certified copy of this Resolution with the Department of Public Works, State of California, as provided for in said agreement. The Mayor and City Clerk are hereby authorized and directed to execute said agreement, dated August 24, 1964. The City Manager is authorized to do all acts and things which are necessary and proper in the premises in respect to the above refer- enced agreement.
