HomeMy Public PortalAbout1951-07-09 MeetingJULY 9, 1951 • The Council of Bal Harbour Building at 8:00 o'clock•P..M., of Equalization for the Village January 1, 1951 to December 30, Village met at the Administration July 9, 19512 to act as a Board Tax Roll covering the period -Of 1951. There were present: Messrs. Beatty, Simone, Stokely and Dr. Leonard. Absent: Mr. Harry Brown Also present were Mr. W. H. Webb, Village Manager and Mary Wetterer, Village Clerk. The council was informed that a'notice had been•poeted.at the Administration Building from June 292.1951 to July 91'1951 inform- ing property owners that the tentative tax assessment roll'aduld- be seen in the tax assessor's offiee.and no complaints or'protesta had.been received. Mr. Simon said that he would like to point outjust as -a Memorandum that it was his understanding that apiece Orland had recently been.offered,'for salein.the district.known as ke-RBusiness Section.` for $1,000.00 pea:foot, but later he understood it was offered and bought for $250.00 per foot. - He said he thotght\they. should keep thia:3n mind for future asseesments. • 'Mr. Webb told the council that the 1951 tax roll amounted to $8,196,720.00, being real property of 87,812,520.00 and personal ; property.of $581,700.00, less Homestead Exemptions of $195,000.00➢- and Widow'selsemptions,of:$2,500.00. As there were no taXpayers present to protest -their asseeseents on motion of Mr.•Beatty; secondwrby.Dr. Leonard,.the meeting was adjourned until the end of the regular meeting. Thereupon the council reconvened and proceeded=fmther with a regular business meeting. The minutes of the previous meeting of June 1S, 1951 Were read and upon motion.of Dr. Leonard, seconded by Mr. Beatty, the minutes were approved as read. Mr. Siaops wee asked if he had anything to report on the resolution to:.be prepared for retiring councilmen and he said he would have everything ready for the next meeting. Mr: Beatty asked what had been done about the street closing turn-arounda and Mr. Webb said that as yet,he Willt received official permission from Miami Beach Heights. Mr, Stokely aaid he thought it would be nice to have all the property owners receive copies of the traffic survey report and it was the ungnimous decision of the council -that a stencil of this report be made and sent out from the Village office. Mr. Webb reported that the signs in front of the Emerald isle JULY 9. 1951 , - Hotel had not been removed ,because Mr. Henry had yritteli*-litter asking if ha eduld-be heard at-thwiait counclI:meeting.Afr.: Webb read to the council Mr. Hearytsjetter andon motion:Of:W. Mr. Webb was asked if he had the figures for putting in'the sidewalk on Collins Avenue and :he said,that the figures were not ready. Mr. Simons asked of the Village had received the assignments of the water mains anoLdr. Webb said no. Mr. Webb presented to the members two sketches and, figures - fOr installing Sprinklers in the park in Block 7. Mr. Simons said he thought prices would go down and Mr. Webb should wait • until later to have this work done., It was moved by Dr. Leonard, seconded by Mr. Beatty, that the Brooks Sprinkler ComPanrite. : awarded this -contract ;or their figure of $2,300.00, ths money to -be transferred from serplus. Upon vote Messrs. Beatty, Stokely and Dr. Leonard voted for and Mr. Simons against and the motion 4, was carried. , • Dr. Leonard brought up the subject of a Christmas Fund for 'the Village employees,and,wondered if something:douldn'tim worked out so that, all the Villagers who. wished to giro -the empIeyees something could contribute it to a general fund and then:haviAt divided equally. It was decided that this would be tabled and brought up again -around October. Upon motion of Dr. Leonard, seennded.by Mr. Beatty ii':,UsiOgpanimously voted to tableAhis request. Mr. Webb presented to thidouncil the budget for the fiscal year 1951-1952. After discussion on the various:departments Mr. Simons asked if Mr. Webb was, still receiving a salary dromMiami Beach Heights. Mr. Simons.said that he thought it would be better if the village assumed the ftillresponsibility of the . managerts salary if financially able to do so. Mr. Webb explained that he believed there would be aperoxiiately $10,000.00 in: surplus after the sidewalk work had been done. After discUssion- it was moved by Mr. Simons, seconded by Dr. Leonard, and unanimous/y carried that the village manager was to inform Miami Beach Heights, Inc. that inasmuch as the village finances were in god condition it was the couneills wish that the village would assume the full • amount of the manager's salary as of October 1, 1951. It was moved by Dr. Leonard, seconded by Kr...Beatty, that the regular business, meeting be adjourned temporarily.and the - Board of Equalization meeting be reopended, and unanimously voted. yr. Stokely then announced that inasmuch as two hours and twenty minutes had elapsed since the Board was called to order.and no•tax payers had appeared to protest their assessments a motion was in order to accept the tentative tax assessment.roll. Upon motion'of Mr. Beatty, seconded by Dr. Leonard, the tax assessment roll for. 1951 in the amount of $8,196,720.00 was unanimously accepted. On motion of Mr, Simons, seconded by Mr. .Beatty, and•'duly voted the Board of Equalization was adjourned. The council then continued with the regular.business meeting.• Mr. Stokely said be had the resolutions for adopting the budet and setting the millage rate. Upon motion of Dr. Leonard, seconded by Mr. Simons, Resolution No. 16, entitled: aA RESOLUTION OF THE COUNCIL OF BAL HARBOUR VILLAGE, FLORIDA, ADOPTING A . BUDGET FOR THE SAID VILLAGE FOR THE PERIOD OF OCTOBER 1, 1951 TO SEPTEM- BER 30, 1952, IN THE AMOUNT OF $132,141.096. was unanimously passed. Resolution No. 17, entitled: . IL RESOLUTION OF THE, COUNCIL OF'BAL HARBOUR VILLAGE, FLORIDA, MAKING'A"^TAX LEVY,FOli THE TAX YEAR 1951, AN FIXING YHE"MILLAGE ON REAL AND PERSONAL PROPERTY IN SAID VILLAGE AT TEN (10) MILIS.n, was presented to the council and upon motion of Mr: Simons, seconded by Mr. Beatty, and unanimously voted was adopted. Upon motion of Mr. Simons, seconded by Dr. Leonard, the meeting adjourned.
