VILLAGE OF PLAINFIELD
MEETING MINUTES
APRIL 6, 2020
AT: VILLAGE HALL
BOARD PRESENT: M.COLLINS, B.WOJOWSKI (ELECTRONIC), H.BENTON
(ELECTRONIC), M.BONUCHI (ELECTRONIC), K.CALKINS (ELECTRONIC),

CALL TO ORDER, ROLL CALL,PLEDGE
Mayor Collins called the meeting to order at 7:00 p.m. Roll call was taken,Trustee Kalkanis called
in at approximately 7:15 p.m.,all other Trustees were present at the time of roll call. Mayor Collins
led the Pledge of Allegiance.
PRESIDENTIAL COMMENTS
Mayor Collins:
• Thanked the Village Staff for their efforts with the COVID-19 Pandemic.
• Proclaimed April 2020 as Prevention of Child Abuse Month.
• Proclaimed April 2020 as Safe Digging Month.
TRUSTEES COMMENTS
Trustee Benton:
• Thanked all essential workers, Village Staff, and the elected officials for their efforts
during the COVID-19 pandemic.
• Congratulated Dan and Lori Funk on the birth of their twin boys.
• Urged everyone to stay home and social distance.
Trustee Bonuchi:
• Stated that pandemic is a huge effort and sacrifice for everyone.
• Encouraged everyone to stay home and social distance.
• Thanked everyone for supporting the local businesses.
• Encouraged everyone to check in on elderly people and people that live alone.
Trustee Larson:
• Thanked Diageo and the first responders.
• Encouraged everyone to support local businesses and thanked the Plainfield Area
Chamber of Commerce for the new website highlighting restaurant take-out menus.
• Commented on Stay Strong Plainfield, St. Mary's mobile pantry, and the Helping Hand
Program.
• Encouraged everyone to be socially present while maintaining a physical distance.

Clerk Gibas stated that there were no public comments.
BUSINESS MEETING
1) APPROVAL OF AGENDA
Trustee Bonuchi moved to approve the Agenda. Second by Trustee Larson. Vote by roll call.
Wojowski, yes; Benton, yes; Bonuchi, yes; Calkins, yes; Kalkanis, yes; Larson, yes. 6 yes, 0 no.
Motion carried.
2) CONSENT AGENDA
Trustee Bonuchi moved to approve the Consent Agenda to include:
a) Minutes of the Board Meeting held on March 16, 2020 and Special Meeting held
on March 26, 2020.
b) Bills Paid and Bills Payable Reports for April 6, 2020.
Second by Trustee Larson. Vote by roll call. Wojowski,yes; Benton,yes; Bonuchi, yes;
Calkins, yes; Kalkanis, yes; Larson, yes. 6 yes, 0 no. Motion carried.
3) EASTERN AVENUE OFFICE BUILDING (CASE NUMBER 1863-
112619.SU.SPR)
Trustee Bonuchi moved to adopt Ordinance No. 3455, granting approval of the special use for a
major change to a planned development for the property located at 14916 S. Eastern Avenue,part
of the Warehouse District Planned Development, subject to the stipulations noted in the staff
report. Second by Trustee Wojowski. Vote by roll call. Wojowski, yes; Benton, yes; Bonuchi,
yes; Calkins, no; Kalkanis, yes; Larson,yes. 5 yes, 1 no. Motion carried.
4) BALLARD FARMS DEVELOPMENT (CASE NUMBER 1846-072519.AA/SU/PP)
Trustee Bonuchi moved to open the Public Hearing for a proposed annexation agreement for a
development known as Ballard Farms at the northeast corner of 127th Street and Heggs Road and
continue it to the April 20, 2020 meeting of the Board of Trustees. Second by Trustee Larson.
Vote by roll call. Wojowski,yes; Benton, yes; Bonuchi,yes; Calkins, yes; Kalkanis,yes; Larson,
yes. 6 yes, 0 no. Motion carried.
ADMINISTRATOR'S REPORT

MANAGEMENT SERVICES REPORT
Trustee Bonuchi moved to adopt Ordinance No. 3456, authorizing the issuance of 2020 General
Obligation Refunding Bonds of the Village of Plainfield, Illinois, not to exceed $2,900,000.
Second by Trustee Larson. Vote by roll call. Wojowski,yes; Benton,yes; Bonuchi,yes; Calkins,
yes; Kalkanis, yes; Larson, yes. 6 yes, 0 no. Motion carried.

PUBLIC WORKS REPORT
Trustee Bonuchi moved to adopt Resolution No. 1779, donating approximately a total of 0.770
acres,of which 0.449 acres was previously dedicated,to the Kendall County Highway Department,
generally located south of the Plainfield/Ridge Road Intersection and east of the existing Ridge
Road Right-of-Way, and authorizing the Mayor to execute the necessary documents. Second by
Trustee Kalkanis. Vote by roll call. Wojowski, yes; Benton, yes; Bonuchi, yes; Calkins, yes;
Kalkanis, yes; Larson, yes. 6 yes, 0 no. Motion carried.
POLICE CHIEF'S REPORT

ATTORNEY'S REPORT
No Report.

Trustee Bonuchi moved to adjourn. Second by Trustee Kalkanis. Voice Vote. All in favor, 0
opposed. Motion carried.
