This is to confirm that at Public Hearing held by the Architectural
Review and Planning Board on June 22, 2000, your application for a
Level 2 Architectural /Site Plan Review, to permit the addition of
a master suite, kitchen and covered porch that will wrap around the
east wing of the existing one story structure, and a second covered
porch on the south side, a total addition of 1,158 square feet, to the
existing dwelling at 12 Banyan Road, was considered.
The application was approved as submitted, conditioned upon the following:
1) A Construction Traffic Management Plan shall be submitted prior
to application for a building permit and shall be followed during
construction. 2) Compliance with all National Flood Insurance Program
requirements applicable to the addition.
This approval shall expire on June 22, 2001 if a Building Permit
Application, including the aforementioned improvements, has not been
applied for.

Staff Recommendation:
B. A motion to approve a Level II Architectural/Site Plan Review, based on a finding that the
proposed plans are consistent with applicable review standards, subject to the following
conditions:
1. A Construction Traffic Management Plan shall be submitted prior to application for
building permit and shall be followed during construction.
2. Comply with all National Flood Insurance Program requirements applicable to the
addition.
Basis for Recommendation:
The architect has designed an attractive addition that nicely compliments the existing small
scale and charm of the home. The proposed floor area is well below that permitted by the
Design Manual.
Minimum Flood Elevation
The existing home is below the 7' elevation required by the Flood Insurance Rate Map
(FIRM) for this area. As such, the home may not be improved in excess of 50% of the existing
home's value. The property owner has submitted documentation from appraisers indicating
the home's value to be $270,925 (structure). Documentation submitted by a licensed
contractor shows the value of the additions to be $ 48,600.
National Flood Insurance Program (NFIP) provisions allow additions that are less than 50%
of the existing structure's value to be constructed at the same elevation as the existing home.
Code Requirements that must be met prior to issuance of a Building Permit:
1. Health Department approval of the septic system will be required prior to issuance of a
building permit.

NOTICE OF APPLICATION FOR DEVELOPMENT APPROVAL
NOTICE IS HEREBY GIVEN that the Architectural Review and Planning Board
of the Town of Gulf Stream will hold a Public Hearing on June 22, 2000 at
8:30 A.M., in the Commission Chambers of the Town Hall, 100 Sea Road, Gulf
Stream, Florida, at which the following will be considered:
An application submitted by Shane Ames, as agent for Robert O'Brien
III, owner of the property located at 12 Banyan Road, Gulf Stream,
Florida, which is legally described as Lot 54,Gulf Stream Properties #2
Subdivision, for a LEVEL 2 ARCHITECTURAL /SITE PLAN REVIEW to permit the
addition of a master suite, kitchen and covered porch that will wrap
around the east wing of the existing one story structure, and a second
covered porch on the south side, a total addition of 1,158 sq. feet.
The Architectural Review and Planning Board shall make a final decision
regarding the subject application at the meeting noticed above. The meeting
may be adjourned from time to time and place to place as may be necessary to
hear all parties and evidence.
The complete application materials are on file in the Office of the Town
Clerk, located at 100 Sea Road, Gulf Stream, Florida 33483, and may be
reviewed during regular business hours, which generally include non - holiday
weekdays from 9:.00 A.M. to 4:00 P.M.
ALL PARTIES INTERESTED IN THESE MATTERS may appear before the
Architectural Review and Planning Board of the Town of Gulf Stream at the
time and place aforesaid and be heard.
SHOULD ANY INTERESTED PARTY SEEK TO APPEAL ANY DECISION MADE BY THE
