I Wednesday night begins with a workshop at 6:00 p.m. to discuss the Maryvale project. Fraser's "review" team will be present: Stan Cazier, Rod McGowan, Ron McLaughlin, and Jim Swanson will be here to answer questions about the Maryvale PDD application. Some of the technical issues identified in the first review remain outstanding and most of the policy issues appear to have been resolved. So, what policy issues are left? Water and some open space technical policy questions. Enclosed is the DRAFT of the revised annexation agreement and a copy of Ron McLaughlin's review of the water plan. Fraser's review team will be meeting with I Maryvale's development team next week on Tuesday (wearing green, of course) to further clarify the draft annexation agreement. Moving on. .. Jerry Classen from the Colorado Division of Wildlife will be here to talk with you about their program that is trying to track certain diseases in deer and how Fraser canassi~.. The Planning Commission conditionally approved a new business last Wednesday -- Black Diamond Kitchen and Bath. The new store and residence will be located between Chuck & I Elsie Clayton's and the Baptist Church. The owners, Eileen and Jim Barna have requested a variance from Fraser's Municipal Code that would allow them to purchase one water ''tap'' as opposed to two. Town Attorney E-od McGowan has suggested that, if the variance is approved, that we have a signed and recorded agreement with the Barnas that if the property is ever used as two living units, that a second water "tap" be required. Other than Rod's thoughts, staffhas no recommendation. I Jim Tucker and I looked at the Clayton subdivision site and discussed the proposed trade of the Town completing the road and extending the water system for parcels 1 and 2 of the subdivision. I am estimating the remaining improvements at $24,500. If you chose to make this agreement, the Town would have invested $60,500 for improvements to Clayton Ct., in exchange for two lots. If the Williams' house was not removed, these lots would be served by a cul-de-sac of approximately 700 feet, a distance hat meets our soon-to-be-proposed subdivision regulation amendments. If you decide that this trade works for the Town, I would suggest that we need to I limit all development on Clayton Ct. to residential. All of this will be re-presented Wednesday, with pictures. The Planning Commission decided that they definitely want a second access provided at the new Safeway site. Staff concurs with this decision and I'd like to talk with y'all about what role, if any, Fraser should play in the construction of this second access. See you Wednesady!!! P.~. CO 80021 - (303) 467-3849 March 13, 1998 Dear President Anderson and the F.raser Sanitation District Board Members, Fraser's Town Planning Commission bas given conditional approval on the plans for our business, Black Diamond Kitchen and Bath (pennit #48) and the structure we are building on Doc Suzy Avenue. One of the items still to be :resolved is whether or not we will be required to have two water and sewer taps instead of just one set of taps. The second set of taps \\ill cost over $5,000. This is a significant expense for us, as we are just starting oW' business, and we would like you to consider the issues in this letter when you make a decision. We will have two working kitchens in our building and, accotding to town code, two water and sewer taps are nece5Saty Our plans include a retail showroom on the first floor and an apartment on the second floor, which will be our primary residence. We will therefore need a kitchen in the upstairs apartment. However, in order to obtain a residential loan, our bank requires us to have a kitchen downstairs to make our structure look like a standard house. The residential loan makes it possible for us to afford this project because it offers significant advantages over a commercial loan with respect to the minimum down payment required and interest rates available. The required first tloor kitchen will be integtated into our showroom and serve only as a display. We are hoping for a variance on the town code, due to our very unique situation as a kitchen dealer and our bank's loan requirements. In addition, our first floor would require a bathroom remodel to make it into a usable second apartment as it does not have a shower or bathtub. The bathroom remodel would have to be approved by the town and tbe town could, at that point, require the extra water and sewer taps. Thank you for considering these items when discussing our case.
