Leesburg Town Council Gives the Green Light to Downtown
Improvements
Phase I improvements to include widened sidewalks, pedestrian connectivity
Leesburg, VA (September 15, 2010) – At the Town Council Meeting on Tuesday, September 14,
2010, the Leesburg Town Council voted to move forward with proposed infrastructure
improvements in the Historic Downtown.
The Town Council designated $5 million for the Downtown Improvements Project, and it was
added to the Town’s Capital Improvements Program in 2009. This action followed efforts by the
Downtown Improvement Association (DIA) to identify and prioritize streetscape enhancements
and other public improvements in the downtown in its Strategic Implementation Strategy.
Since February 2010, the Town’s consultant, AECOM, and Town staff have held four
stakeholders meetings to solicit input from downtown property owners, businesses and
residents about the scope, timing and design of specific elements of the project. In recent
weeks, Town staff has met one-on-one with over 40 business and property owners to garner
further input on the improvements.
Phase I of the project will include the widening of the sidewalks along King Street, including the
addition of street trees, new street lights, amenities such as planters and benches, and a raised
mid-block crosswalk for pedestrians. Other improvements include the East End triangle, where
Market and King Streets meet at Mom’s Apple Pie, improvements along Loudoun Street,
including the Harrison Street intersection, and an improved pedestrian walkway from the
Town’s parking garage to King Street. This first phase will cost approximately $3.5 million. Phase
II projects will be discussed with the next Capital Improvement Program during upcoming FY
2012 budget discussions.
