A RESOLUTION INCREASING THE MUNICIPAL FACILITY IMPACT FEE
AND THE TRAFFIC IMPACT FEE TO $1,500 PER DWELLING UNIT AND
THE ANNEXAMTION IMPACT FEE TO $2,000 PER DWELLING UNIT
WHEREAS, the Village of Plainfield has a standard form of annexation agreement that
includes the payment of a traffic impact fee per dwelling unit; and
WHEREAS, there are a number of residential developments approved by annexation
agreement that include the requirement of payment of a traffic impact fee per dwelling
unit; and
WHEREAS, in recognition of the economic downturn, in 2010 the Village adopted
Resolution No. 1610, adopting the Village of Plainfield Business Plan; and
WHEREAS, the Business Plan, among other provisions, stipulated that collection of the
traffic impact fee per dwelling unit imposed by existing annexation agreements be
waived until further action of the Board of Trustees; and
WHEREAS, the Village President and Board of Trustees determined in May of 2018 that
economic conditions had improved since 2010 to the extent that the Village re-
introduced, via Resolution No. 1756, a traffic impact fee per dwelling unit as identified in
existing annexation agreements and as a policy for future annexations at a fee of$1,000
per dwelling unit, for residential development that is subject to payment of such traffic
impact fee; and
WHEREAS, the Village President and Board of Trustees determined in August of 2019
that economic conditions had improved to the extent that the Village re-introduced, via
Resolution No. 1772, the municipal facility fee and annexation fee per dwelling unit as
identified in existing annexation agreements and as a policy for future annexations at a
fee of$1,000 per dwelling unit, for residential development that is subject to payment of
such fees; and
WHEREAS, the Village President and Board of Trustees believe that economic
conditions can further support the increase in municipal facility fee and annexation fee
pursuant to approved annexation agreements that include such fees and as a standard
condition of future annexations.
NOW, THEREFORE, BE IT RESOLVED, that the Village of Plainfield does hereby
resolve to begin collecting a traffic impact fee and a municipal facility fee of$1,500 per
dwelling unit and an annexation impact fee of$2,000 per dwelling unit, payable at time
of building permit issuance, for each new dwelling unit for which the dwelling unit is
subject to payment of such annexation fees of$1,500 or greater pursuant to its annexation
agreement.
BE IT FURTHER RESOLVED that the payment of the applicable $1,500 per dwelling
unit traffic impact fee and municipal facility and $2,000 per dwelling unit annexation
impact fee shall be required as of June 1, 2020 and shall continue until further action by
the Board of Trustees.
