Truckee Donner Public Utility District Front Conference Room 11570 Donner Pass Road, Truckee, CA MINUTES CALL TO ORDER. Mayor McCormack called the meeting to order at 6:00 PM. ROLL CALL. Town Manager Wright called the roll with Council Members Carpenter, Cross, Drake, Eagan, and Mayor McCormack being present. Also present were Town Manager Steve Wright, Finance Director Jill Fox, Public Works Director Tom Covey, Town Engineer Jon Lander, and Street Superintendent Eric Sharer. PLEDGE OF ALLEGIANCE was waived. PUBLIC COMMENT. None. COUNCIL IMMEDIATE PRIORITIES 5.1 1996/97 Fiscal Year Budget Workshoo. The Town Council reviewed all revenue pages and agreed that the revenues should not reflect any anticipated rental income fxom currently vacant CDD office space. The Council also reviewed the General Government Services Budget and the Visitors Center Budget. Discussion included a desire to see the Visitors Center reach a point within two years where it would be capable of paying market rent for the space being leased at the Depot -- thus not causing the General Fund to subsidize Visitors Center operations. The Council spent the rest of the workshop reviewing the road maintenance and snow removal staffing issues comparing the various pros and cons of permanent versus temporary staffmg. Consensus was reached that regardless of the staffing option selected, Council desired to have an implemented measurement plan in place to be able to measure actual benefits of any change in staffing. Councilmembers requested additional staff analysis of this issue. Councilmember Cross indicated a desire to know since the costs of labor were increasing in snow removal, would the Town be receiving a comparable level of service increase for that expenditure. At this time, Street Superintendent Eric Sharer expressed his concern that the Council was taking too much time in making this decision and that they were being "anal retentive" in their desire for more information. When asked by Councilmember Cross if he (Cross) correctly heard Mr..Shafer's statement that he as a Councilmember was "anal rententive", Mr. Shafer responded that yes, that was what he was saying. Councilmember Cross briefly lef~ the room and Town Manager Wright suggested that the workshop be continued to a future date when further staff analysis could be provided. Councilmember Cross returned to the room and the Council continued to request additional analysis for consideration prior to budget adoption, and therefore agreed to adjourn this meeting to 4:30 PM, July 18, 1996 for consideration of snow/road staffmg and transit.
