PUBLIC HEARING TO AMEND PARKING CITATION FINES/BAIL AMOUNTS
Comments:
The purpose of this item is to have the City Council
1) Review the proposed increase in parking fines and conduct a public hearing
on the proposed amendments to the parking citation fines and bail amounts.
2) Adopt a resolution repealing and restating the Lynwood Civil Penalty
Schedule (Exhibit A of Resolution No. 94-12).
3) Adopt an ordinance amending Section 7-28 of the Lynwood Municipal Code
relative to the setting of fines/civil penalties for parking meter violations.
Recommendation:
Staff recommends that the City Council
1) Conduct a public hearing on the proposed amendments to the parking
citation fines and bail amounts and adopt the resolution entitled "A
RESOLUTION OF THE CITY COUNCIL OF THE CI'iY OF LYNWOOD
REPEALING AND RESTATING THE LYNWOOD CIVIL PENALTY
SCHEDULE (EXHIBIT A OF RESOLUTION NO. 94-12) FOR THE
PURPOSE OF INCREASING THE PENALTY AMOUNTS FOR CERTAIN

Comments:
Staff has reviewed all Capital Improvement Projects and has identified four (4)
Contrect Change Orders, which were issued during the period from February 1,
2004 through April 30, 2004.
Recommendation:
Staff recommends that the City Council receive and file staff's quarteriy contract
change order report for the period of February 1, 2004 through April 30, 2004.
8. NEWSLETTER IN-HOUSE PUBLICATION
Comments:
The purpose of this item is to provide the Lynwood City Council with information
for discussion regarding costs associated with the production of an in-house
newsletter.
Recommendation:
Staff recommends that the Lynwood City Council upon review and discussion of
the information allow the newsletter to remain as status quo.
9. NUESTRAS FIESTAS PATRIAS - 2004
Comments:
Nuestras Fiestas Patrias is a celebration in commemoration of the independence
of Mexico and other Latin American nations. This is one of the slate of
celebrations conducted on an annual basis designed to celebrate the many
cultures of the citizens that make up the City of Lynwood.
Staff has provided a report outlining some of the history of the program along
with potential options for consideretion for the upcoming year's event.
Recommendation:
Staff recommends that the City Council review this staff report and then:
1. Consider the various potential program areas and activities along with the
options for each and provide staff with direction as to how to proceed.
2. Nominate three (3) community members to participate in the Nuestras
Fiestas Patrias Program Committee.
10. CIP STREET CONSTRUCTION & DESIGN LUA FUND IMPROVEMENTS
Comments:
City Council allocated LUA Funds for street improvement projects. Staff has
prepared a list of streets for City Council's review and comments.
Recommendation:
Staff recommends that City Council review the street improvement list, provide
comments, if any, and direct staff accordingly.

PURPOSE:
The purpose of this item is to have the City Council:
1) Review the proposed increase in parking fines and conduct a public
hearing on the proposed amendments to the parking citation fines and bail
amounts.
2) Adopt a resolution repealing and restating the Lynwood Civil Penalty
Schedule (Exhibit A of Resolution No. 94-12).
3) Adopt an ordinance amending Section 7-28 of the Lynwood Municipal
Code relative to the setting of fines/civil penalties for parking meter
violations.
BACKGROUND:
A public hearing was initially scheduled regarding the increase in parking fines on
July 20, 2004. However, staff was directed to continue the public hearing to the
July 27, 2004 Special Meeting date.
Parking Enforcement conducted a review of the parking penalty amounts
currently in effect in surrounding cities. The review of penalties showed that the
City of Lynwood parking penalty amounts are lower than most surrounding cities.
The results of the review were previously presented to the City Council. Based
on the survey, the City of Lynwood parking fines/bail amounts are one of the
lowest among the surrounding cities.
In order to increase fines/bail amounts, a public hearing must be conducted to
allow comments/testimony from the public.
ANALYSIS:
Pursuant to the California Vehicle Code section 40203.5, the City of Lynwood is
authorized to establish as civil penalties the fine amounts for parking violations; ,~`;~,::r;,~~,,

within its jurisdictions. Section 40203.5 of the California Vehicle Code authorizes
the City to standardize its parking penalties to the greatest extent possible. The
most recent review of penalties showed that the City should increase its penaity
amounts to achieve standardization. Such increase is also recommended to
reflect the increase costs of enforcement and a higher penalty amount will more
likely deter parking violations.
Attached for your review is Exhibit A of Resolution No. 94-12 (The Lynwood Civil
Penalty Schedule), adopted in January 1994. Also, attached is Exhibit 1(The
Proposed Lynwood Civil Penalty Schedule), which reflects amendments to the
parking penalties.
An ordinance has also been attached for your review and approval, which allow
the fines for parking meter violations to be incorporated in the Proposed Lynwood
Civil Penalty Schedule. The parking meter zones and fines for parking violations
in such zones were initially established by ordinance. If these fines are
incorporated into the Lynwood Civil Penalty Schedule, it will facilitate future
adjustments. Future adjustments to the fines can be made by resolution instead
of an ordinance. In addition, a resolution has been prepared for your approval to
adopt the proposed amendments for penalty amounts for certain parking
violations.
RECOMMENDATION:
Staff respectfully recommends that the City Council:
a) Conduct a public hearing on the proposed amendments to the parking
citation fines and bail amounts and adopt the resolution entitled "A

ORDINANCE NO.
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF LYNWOOD
AMENDING SECTION 7-28 OF THE LYNWOOD MUNICIPAL CODE
RELATING TO THE SETTING OF FINES/CIVIL PENALTIES FOR PARKING
METER VIOLATIONS
WHEREAS, California Vehicle Code section 40203.5 authorizes a City to
establish as civil penalties the fine amounts for parking violation citations issued within
its jurisdiction; and
WHEREAS, the City of Lynwood, under the authariry granted to it by section I5,
Article 16 of the Califomia Constitution and Vehicle Code section 32508, has created
pazking meter zones and established fines for parking violations which occur in such
zones; and
WHEREAS, the Ciry Council hereby finds and determines that the currently-
established fines and penalties for parking meter violations should be amended to reflect
the increased costs of enforcement and to deter violations of the parking meter laws; and
WHEREAS, the City Council further finds that incorporating the fines for
pazking meter violations into the Lynwood Parking Civil Penalty Schedule would be of
benefit to the community; and
WHEREAS, the City Council desires to facilitate the manner in which future
adjustments to the penalties associated with parking meter violations are made.
NOW THEREFORE, TAE CITY COUNCIL OF THE CITY OF
LYNWOOD DOES HEREBY ORDAIN AS FOLLOWS:
Section 1. Subsection 7-28.7 of the Lynwood Municipal Code shall be amended in its
entirety to read as follows:
"7-28.7 Violations: It shall be unlawful and a violation of the provisions of this
section for any person:
a. To stop, stand, or park any vehicle in any parking space within a parking meter
zone, beyond the parking time limits set for such parking space or if the meter shall indicate
such illegal pazking, then, and in either event, such vehicle shall be considered as pazking
overtime which is beyond the period of legal pazking time and such parking shall be deemed
a violation of this section.
b. To cause, allow, permit or suffer any vehicle operated by such person to be parked
overtime, or beyond the period of legal parking time established for any parking meter or
parking meter zone as herein described.
c. To deposit additional coins, tokens or debit cards in a pazking meter for the purpose
of displa}~ing time remaining on said meter beyond that which the vehicle in the parking
meter space is lawfully allowed.
d. To pazk any vehicle across any line or mazking of a pazking meter space or in such
position that the vehicle shall not be entirely within the azea designated by such lines or
mazkings.
The fines for the violations specified in paragraphs a through d of this subsection
shall be as set forth below, and upon the effective date of this ordinance, such fines shall
be incorporated into the Lynwood Civil Penalty Schedule. Thereafter, such parking
meter violation fines shall be subject to change from time to time by resolution of the
City Council amending the Lynwood Civil Penalty Schedule.

If any vehicle is found stopped, standing or parked in any manner violating the
provisions of this section and the identity of the operator cannot be determined, the owner
orperson or corporation in whose name said vehicle is registered or the
named lessee in a lease or rental agreement of said yehicle shall be held prima facie
responsible for said violation."
Section 2. If any section, subsection, subdivision, paragraph, sentence, clause or
phrase of this ordinance or any part thereof is for any reason held to be invalid or
unconstitutional, such decision shall not affect the validity of the remaining portions of
this ordinance. The City Council hereby declazes that it would have passed each section,
subsection, subdivision, paragraph, sentence, clause or phrase of this ordinance
irrespective of the £act that any one or more section, subsection, subdivision, paragraph,
sentence, clause or phrase be declazed invalid or unconstitutional.
Section 3. This ordinance shall take effect thirty (30) days afrer its final passage by
the City Council.
Section 4. The City Clerk of the CiTy of Lynwood is hereby directed to certify to the
passage and adoption of this Ordinance and to cause it to be published or posted as
required by law.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
LYNWOOD REPEALING AND RESTATING THE LYNWOOD
CIVIL PENALTY SCHEDULE (EXHIBIT A OF RESOLUTION
NO. 94-12) FOR THE PURPOSE OF INCREASING THE PENALTY
AMOUNTS FOR CERTAIN PARKING VIOLATIONS
WHEREAS, section 40203.5 of the California Vehicle Code authorizes cities to
establish as civil penalties the amount of fines for parking violation citations issued under
its jurisdiction; and
WHEREAS, on or about January 18, 1994, the City of Lynwood originally
established its pazking fines and Civil Penalty Schedule by adopting Resolution No. 94-
12; and
WHEREAS, Resolution No. 94-12 provides for annual review of the fines listed
in the Civil Penalty Schedule; and
WHEREAS, section 40203.5 of the California Vehicle Code authorizes issuing
agencies within the same counTy to standazdize their parking penalties to the greatest
extent possible; and
WHEREAS, the Ciry of Lynwood recently conducted a review of the parking
penalty amounts currently in effect in several neighboring cities within the County of Los
Angeles; and
WHEREAS, the results of that review of penalties showed that an increase in the
penaity amounts for certain parking violations in the City of Lynwood was required in
order to achieve standardization; and
WHEREAS, the Ciry has published a notice of public hearing on the proposed
increase to the parking penalties, and held the required public hearing.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OE LYNWOOD
DOES RESOLVE AND DETERMINE AS FOLLOWS:
Section 1. Exhibit A of Resolution 94-12 (The Lynwood Civil Penalty Schedule),
which established the civil penalties for parking violations in the City of Lynwood shall
be repealed in its entirety and The City of Lynwood Parking Civil Penalty Schedule,
attached hereto as Exhibit 1 is hereby adopted in its place.
Section 2. This resolution shall take effect immediately upon its adoption.

(February l, 2004 through April 30, 2004)
PURPOSE:
To recommend that the City Council receive and file staffs quarterly contract change
order report for the period of February 1, 2004 through April 30, 2004.
BACKGROUND:
On February l8, 1992, the City Council adopted Ordinance No. 1373 adding Section 6-
3.15 to the City of Lynwood Municipal Code pertaining to contract change orders The
Code Section was subsequenUy revised by the City Council on March I5, 1994
(Ordinance No. 1392) to increase the number of reports per year to four.
Article F of said section specifies that the City Manager shall, not less than every three
months, report to the City Council through a special report on modifications and change
orders which were issued for capital improvement projects implemented within that
period.
On March 16, 2004 the City Council approved stafYs report on all change orders
approved for the period from November 1, 2003 through January 31, 2004.
ANALYSIS:
Staff has reviewed all Capital Lnprovement Projects and has identified four (4) Contract
Change Orders that were issued during the period from February 1, 2004 to April 30,
2004. Two contract change orders were issued for the State Street Water Main
Improvement Project (see attached copy of change order #1 and #2) and two contract
change orders were issued for the Long Beach Blvd. Improveroent Project (see attached
copy of change order #2 and # 3).
RECOMMENDATION:
Staff recommends that the City Council receive and file staffs quarterly contract change
order report for the period of February l, 2004 through April 30, 2004.

PURPOSE:
To provide the Lynwood City Council with information for discussion
regarding costs associated with the production of an in-house newsletter.
BACKGROUND:
The Lynwood City Council has concerns about the costs for producing the
City's monthly newsletter, Lynwood `n Perspective, expressing that staff
explore the feasibility of developing an in-house publication.
In response, Media Services conducted a brief survey to determine if area
cities publish a city-wide newsletter; if so, is the newsletter developed in-
house; and if the costs associated with developing a newsletter include
mailing.

2. Survey Results of Area Cities-
The cities of South Gate, Huntington Park, Santa Fe Springs,
Downey, Bell Gardens, Bellflower, Compton, and Paramount
were surveyed relative to the production of a city newsletter
(see attachment). The survey determined the following:
• The cities of South Gate and Huntington Park do not
have a city newsletter.
^ The cities of Santa Fe Springs, Bell Gardens, Downey,
Bellflower, Paramount, and Compton have newsletter
publications. With the exception of Compton, the
writing and editing for each publication is done in-
house. Compton utilizes a consultant to write and edit
its publication. For Lynwood `n Perspective the writing,
editing and project coordination is done in-house.
• Of all of the cities surveyed, the City of Bellflower is the
only one that produces an in-house newsletter in which
the writing, editing, design/layout is handled in-house.
The printing is outsourced. The cost of printing is
below market rate because the City of Bellflower
provides a high volume of printing to a local printer
and uses a very low end recycled paper.
3. To develop an in-house newsletter these areas should be
addressed:
Graphic desian/lavout-
a) Currently, the City has no professional
graphic designer in-house. There are initial
costs associated with bringing the newsletter
in-house.
b) The City could choose to create a new
position for a professional graphic designer
to develop the in-house publication. The cost
is undetermined, but staff research concludes
that the City of Cerritos provides an hourly
rate for its graphic designer of $18.40 -
$22.60 per hour.
c) If the City does not choose to employ a
graphic designer, then it would be critical to
train staff to proficiently use graphic design
software. Staff has researched the cost of
training for graphic design software, prices
range from $800- $2,000 per course.
d) A computer exclusively for the design/layout
of the newsletter along with graphic design
software would be necessary to prepare an in-
house newsletter. If the printing is out
sourced it would be necessary to interface
with Mac computers utilizing software which
is the industry standard. Currently the City
does not use Mac computers. The cost
estimated is $2,000 for software and $5,000
for the purchase of a Mac computer.
e) To assist in the transition of bringing the
newsletter in-house, the City could ascertain
files at a one-time only cost from the current
graphic designer. These graphic files would
be utilized to reassemble elements of the
newsletter for the City's designated software.
There is a one time only cost to ascertain
these files, approximately $1,400.
Printinp-
Staff conducted research concerning the cost of printing the
newsletter in-house (although the initial request did not
clarify if in-hause printing is what is desired). The printing of
a publication is generally the most costly component of the
process. The City currently out sources the newsletter
printing to a professional printer. Based on a contractual
agreement the cost is $2,280 per month. Each year, the City
undertakes an informal bid process in which request for
proposals are sent out with newsletter specifications to
obtain the lowest bid for the printing job.
In-house printing would require that the City lease a printer
that can handle the size, volume and print quality for the
production of approximately 1 5,000 newsletters per month.
The following provides cost projections for in-house printing
of the newsletter.

CONCLUSION
Development of an in-house newsletter implies that the writing, editing,
Spanish translation, layout and design, and printing would be handled by
City staff. This scenario would require a shift in staff responsibilities.
Staff would be required to obtain the expertise and assume the
responsibilities of a graphic designer, as well as oversee a printing press
for mass production. It should be noted that the level of quality in the
City's newsletter would be compromised if staff is assigned to design,
layout and print the newsletter. The distinct learning curve between the
expertise of a professional graphic designer and that of staff would
require a great deal of training in an attempt to bridge the gap. Also, a
massive amount of time would be needed to print 1 5,000 newsletters per
month. The printing of a single issue would require approximately five
days.
Based on the research, to produce an in-house newsletter the cost of in-
house printing far exceeds the cost of the City's current printing contract.
As well, staff must develop additional expertise in graphic design/layout
that requires additional training.
Based on the current contract for both printing and graphic design
services there are nine more issues to publish, in which the last issue of
will be published in March 2005.
The City of Lynwood implemented its newsletter, Lynwood `n Perspective
in 1993 to provide information to the Lynwood community about
services, projects and programs, and to increase the overall awareness of
city government. It has garnered three prestigious awards and reached
international acclaim as an outstanding city/community publication with
its 2002 first place recognition by 3CMA (City, County Communications
and Marketing Association). As well, it is a model that several other cities
have attempted to emulate.
RECOMMENDATION:
Staff recommends that the Lynwood City Council after review and
discussion of the information, allow the production of Lynwood `n
Perspective to remain as status quo.

Subject: Nuestras Fiestas Patrias - 2004
PURPOSE
• To provide members of the City Council with an analysis relative to the
Nuestras Fiestas Patrias Program.
• To provide a report compiled by staff also gives Members of the Lynwood
City Council several options for providing and scheduling the 2004
program at substantially reduced costs to the City.
. To receive input and direction from the City Council relative to how to
proceed programmatically for the upcoming Nuestra Fiestas Patrias
Program.
. To give the opportunity for each Council Member to nominate three (3)
persons from the community at large to participate on an organizing
committee for Fiestas Patrias 2004.
BACKGROUND
Nuestras Fiestas Patrias is a celebration in commemoration of the independence
of Mexico and other Latin American nations. This is one of the slate of
celebrations conducted on an annual basis designed to celebrate the many
cultures of the citizens that make up the City of Lynwood.
DISCUSSION
On Tuesday June 22, 2004 a pre-planning meeting was held in the conference
room located in City Hall North. The participants in the meeting included; (2)
members of the Lynwood City Council, Director of Recreation & Community
Services, Deputy Director of Recreation and Community Services, a Recreation
Superintendent II, and a Recreation Coordinator. This meeting was scheduled in
order to allow staff to present options for scheduling the 2004 Nuestras Fiestas
Patrias Program. Council Member Ramon Rodriguez, Chairman of this year's
event, is requesting that each Council Member have the opportunity to invite (3)
persons to sit in as part of the organizing committee. Staff, in consideration for
decreasing the city budgetary contribution, has developed a plan of action
recommending increasing the roles of outside sponsors and providing revenue
enhancing activities.

ANALYSIS - OVERVIEW
Staff has analyzed the various programs that have been included as a part of the
Nuestras Fiestas Patrias Program in the past and has prepared the following
options based upon what has taken place in previous years as well as the current
fiscal position of the City of Lynwood.
The City Council wili need to provide direction as to program content, program
length, program location as well as program lead sponsor (which will be primarily
driven by the location of the event).
There is currently a budget of $35,000.00 designated as a part of the adopted
2003-2005 Biennial Budget for the 2004 event. It must be noted, however, that
this activity was inciuded as a part of the (10%) reduction identified by city staff
during a recent budget workshop with the City Council.
POTENTIAL PROGRAM AREAS/ACTIVITIES
During recent years the Nuestras Fiestas Patrias Program has included the
following activities:
• Parade
• Festival
• EI Grito Ceremony
. Ms. Nuestra Fiestas Patrias Pageant
ANALYSIS - PROGRAMS AND OPTIONS
PARADE
The parade has been a component of the event designed to create interest and
excitement into the event as weli as an effort to reach out to areas of the
community not regularly reached by other activities. It is also an activity that
provides opportunity for direct community participation in the event via either
being an entrant in the parade, decorating locations along the parade route or
viewing the parade. During the past two (2) years the City has hosted a parade
that began in two (2) different locations and ended at Plaza Mexico.
• In 2002 the parade began at the intersection of EI Segundo Bivd., and
State Street. It proceeded northbound on State Street and concluded at
the intersection of State Street and Imperial Highway near Plaza Mexico.
This parade was approximately one (1) mile in length and was staged and
conducted in a time frame of about three (3) hours. The cost to conduct
the parade was approximately $17,150.00. (Law Enforcement Cost -
($12,000)
• In 2003 the parade began at the intersection of Otis Street and Abbott
Road. The parade traveled west on Abbott Road, crossed Long Beach
Boulevard to State Street proceeding southbound and ended at the
intersection of State Street and Los Flores near Lincoln Elementary
School. The parade route was approximately three (3) miles in length and
took approximately ninety (90) minutes to travel. The parade was staged
and conducted in a five (5) hour time frame. The approximate cost for
this parade was $26,000.00. (Law Enforcement Cost - Sheriff $13,400.00
Private Security Services $900.00)
There are various fixed costs to conduct a parade such as the cost to set up the
stage as well as costs associated with auto rentals, drivers and related staffing
and logistical costs. Other costs, particularly involving law enforcement increase
or decrease based upon the length of the parade, the time involved as well as
the routing of the parade.
OPTIONS - PARADE
1. In relation to the conduction of a parade in the same fashion for 2004 as,
has been done in recent years, staff has estimated the total parade
staging and conduction time based upon a four (4) hour time frame is
estimated to cost $10,200.00. (This cost estimate is based upon a City
staff estimate of law enforcement personnel and does not yet include a
Sheriff estimate, which they wili provide upon the determination of a
parade route. So the cost for the parade may increase.)
2. A second option would be to conduct a procession as a part of the EI Grito
Civic Ceremony in place of a parade. The EI Grito Civic Ceremony is
recommended to be scheduled for Wednesday, September 15, 2004 on
the front steps of City Hall. The procession would be conducted in and
around City Hall and Lynwood City Park. Costs associated with this
procession would be minimal as; autos would not need to be rented,
staging is included as a part of costs associated with the EI Grito Civic
Ceremony and staffing and law enforcement needs are minimal due to the
procession route.
3. Include no parade as a part of the Nuestras Fiestas Patrias Celebration.
FESTIVAL
A festival has been conducted to commemorate the Nuestra Fiestas Patrias for
quite a number of years. This event has been the centerpiece of the celebration.
• The festival has been conducted in such areas as; Lynwood City Park,
Martin Luther King Jr. Boulevard next to the Community/Transit Center,
Martin Luther King Jr. Boulevard between California Avenue and Imperial
Highway as well as Plaza Mexico. The festival has been conducted as a
one (1), two (2) or three (3) day event.
• The festival has included such activities as; local entertainment,
professional entertainment, a professional carnival, petting zoo and
related activities, food and vendor booths as weli as related activities.
• The festival has been coordinated by the City of Lynwood as well as via a
collaborative involving a committee of various community-based
organizations along with the City of Lynwood and the Lynwood Unified
School District as well as local businesses.
• The cost for the conduction of the event has been based upon the number
of program components, number of days as well as the location and has
ranged from approximately $25,000.00 to over $100,000.00.
• The 2002 as well as the 2003 Celebrations have been conducted as three
(3) day events including a parade, EI Grito Ceremony as well as festival at
Plaza Mexico.
OPTIONS - FESTIVAL
1. Conduct a Festival at Plaza Mexico as was the case during 2002 and
2003 with all costs associated with the event as weil as revenues
derived from said event to be the property of or the responsibility of
owners and businesses at Plaza Mexico. The City of Lynwood would
then take a secondary sponsorship position and provide in-kind
assistance with areas as the provision of the stage and advertising
within existing City of Lynwood newsletters, etc. and would participate
in opening and closing ceremonies during the festival. In addition, the
EI Grito Ceremony, which was previously conducted as a part of the
festival, would now be removed from the festival and would then
become a separate Civic Ceremony.
2. Conduct a one or two day festival on City of Lynwood property such as
Martin Luther King Jr. Boulevard or Lynwood City Park with all costs
associated with the event as well as revenues derived from said event
to be the property of or the responsibility of the City of Lynwood. The
estimated cost for a two (2) day event is $36,476.00 with potential
revenues being $10,000.00, making the estimated cost to be
$26,476.00. The estimated cost for a one (1) day event is $25,048.00
with potential revenues remaining approximately $10,000.00, making
the estimated cost for the event to be $15,048.00. In relation to this
option staff would also endeavor to locate a private contractor to
coordinate the event. If one can be located this may reduce the cost of
this option to the City.
3. Conduct no Festival at any location.
EL GRITO CEREMONY
This is a traditional ceremony marking the beginning of independence. In the
past it has been integrated as a part of the Festival and conducted at whatever
location is chosen by the City of Lynwood for the Festival. Traditionally,
however, the EI Grito Ceremony is a civic ceremony and is conducted in the
center of civic affairs for the City such as at City Hall.
OPTIONS - EL GRITO CEREMONY
1. Conduct the EI Grito Ceremony as a civic activity and locate it at
Lynwood City Hall on Wednesday September 15, 2004. The cost
associated with this event has been estimated by City staff to be
approximately $5,000.00.
2. To include the event as a part of the festivities at whatever location is
chosen by the City Council based upon the options presented by City
staff and be borne by the entity hosting said event.
3. Conduct no EI Grito Ceremony.
MS. NUESTRAS FIESTAS PATRIAS PROGRAM
This is an activity that has traditionally been conducted by a local community
based organization and has received a modicum of support from the City of
Lynwood. The contestants and subsequently, the winners then participated in
the citywide Nuestras Fiestas Patrias Program.
OPTIONS - MS. NUESTRAS FIESTAS PATRIAS PROGRAM
Provide the same level of support and assistance to this program as
was provided in 2003. This involved participation included staff
assistance, the printing of the commemorative program, logistical
assistance at the Lynwood Performing Arts Center as well as costs
associated with the green room for the Pageant. (Approximate Cost
$5,000.00)
2. Provide the same level of support that is being provided for the Ms.
Lynwood Senior Citizen Pageant that has included staff support as well
as $1,000.00 towards the printing of the commemorative program.
3. Provide no assistance towards this event outside of that which can be
provided via in-kind services.
CONCLUSION/RECOMMENDATION
Staff recommends that the City Council review this staff report and then:
Consider the various potential program areas and activities along with
the options for each and provide staff with direction as to how to
proceed.
2. Nominate three (3) community members to participate in the Nuestras
Fiestas Patrias Program Committee.

SUBJECT: CIP Street Construction & Design LUA Fund Improvements
PURPOSE:
To recommend that the City Counci] review the street improvement list and provide comments, if
any, and direct staff.
BACKGROUND:
On May 27, 2004 staff present Ciry Council the Capital Improvement Project Program for FY
2004-2005. No action was taken at Ihis meeting.
At the July 6, 2004, City Counci] mee[ing Counci] approved $43 million of LUA funds for street
improvements and directed staff to bring back a list of streets for construction.
ANALYSIS:
Staff has prepared a list of streets for City Council's review and comments. The list
includes both CDBG area and non-CDBG area streets (see attachment A and B). The
streets have been ranked from most deteriorated to least. The CDBG streets are either
under design or have already designed. This will help expedite construction of these
streets.
RECOMMENDATION:
Staff recommends that City Council review the list and approve the list with comments, if any,
and direct staff to proceed with design and construction.
