ELECTRONIC), C.LARSON (ELECTRONIC), B.WOJOWSKI (ELECTRONIC), AND H.BENTON (ELECTRONIC). OTHERS PRESENT: B.MURPHY, VILLAGE ADMINISTRATOR(ELECTRONIC); J.HARVEY, ATTORNEY (ELECTRONIC); M.GIBAS, VILLAGE CLERK(ELECTRONIC); D.WOLD, ENGINEER(ELECTRONIC); A.PERSONS, PUBLIC WORKS DIRECTOR (ELECTRONIC); J.PROULX, PLANNING DIRECTOR(ELECTRONIC); L.SPIRES, BUILDING OFFICIAL (ELECTRONIC); T.PLECKHAM, MANAGEMENT SERVICES DIRECTOR(ELECTRONIC); R.KACZANKO, IT DIRECTOR(ELECTRONIC)AND J.KONOPEK, CHIEF OF POLICE (ELECTRONIC). CALL TO ORDER, ROLL CALL, PLEDGE Mayor Collins called the meeting to order at 7:00 p.m. Roll call was taken, Trustee Kalkanis called in at approximately 7:05 p.m., all other Trustees were present at the time of roll call. Mayor Collins led the Pledge of Allegiance. PRESIDENTIAL COMMENTS Mayor Collins: • Proclaimed May 15, 2020 as Peace Officers' Memorial Day, and the week in which May 15th falls as National Police Week. • Proclaimed May 17—23, 2020 as National Public Works Week. • Informed everyone that May 6 is National Nurses Day and thanked all of the nurses, medical providers, and first responders. TRUSTEES COMMENTS Trustee Bonuchi thanked Chief Konopek for his reports. Trustee Larson encouraged everyone to continue monitoring community Facebook pages. Trustee Wojowski: • Encouraged everyone to help support local businesses. • Requested a Committee of the Whole Workshop on reopening the community. Trustee Benton: • Thanked everyone to continue to practice social distancing and for wearing face masks. • Commented on a fundraiser hosted by Moe Joes on May 12, 2020. Trustee Kalkanis encouraged everyone to continue social distancing and to wear face masks. PUBLIC COMMENTS (3-5 minutes) Clerk Gibas noted that no public comments were received regarding this evening's agenda. Bonuchi, yes; Calkins, yes; Kalkanis, yes; Larson, yes; Wojowski, yes; Benton, yes. 6 yes, 0 no. Motion carried. 2) CONSENT AGENDA Trustee Bonuchi moved to approve the Consent Agenda to include: a) Approval of the Minutes of the Board Meeting held on April 20, 2020. b) Bills Paid and Bills Payable Reports for May 4, 2020. c) Renewal of the GIS software annual maintenance contract from ESRI at a cost of $15,911.09. Second by Trustee Larson. Vote by roll call. Bonuchi, yes; Calkins, yes; Kalkanis, yes; Larson, yes; Wojowski,yes; Benton, yes. 6 yes, 0 no. Motion carried. 3) DEVELOPMENT AND IMPACT FEE MODIFICATIONS Trustee Bonuchi moved to adopt Resolution No.1780, a Resolution Increasing the Traffic Impact Fee and Municipal Facility Impact Fee to$1,500 and Annexation Fee to$2,000 Per Dwelling Unit. Second by Trustee Wojowski. Mr. Jon Proulx reviewed the fees. Vote by roll call. Bonuchi,yes; Calkins, yes; Kalkanis, yes; Larson,yes; Wojowski,yes; Benton, yes. 6 yes, 0 no. Motion carried. Trustee Benton moved to approve the Amendment to Intergovernmental Agreement between the Village of Plainfield and the Plainfield Public Library District regarding library impact fees. Second by Trustee Kalkanis. Vote by roll call. Bonuchi, yes; Calkins, yes; Kalkanis, yes; Larson, yes; Wojowski, yes; Benton, yes. 6 yes, 0 no. Motion carried. ADMINISTRATOR'S REPORT No Report. MANAGEMENT SERVICES REPORT Trustee Benton moved to renew our Microsoft software licensing by entering into an Enterprise Agreement for Windows 10 through CDW-G for a period of three years at an annual cost of $6,799.65 and also to approve entering into an annual Cloud Service Provider agreement with Heartland Business Systems for Office365 licenses at the unit pricing provided. Second by Trustee Bonuchi. Vote by roll call. Bonuchi, yes; Calkins, yes; Kalkanis, yes; Larson, yes; Wojowski, yes; Benton, yes. 6 yes, 0 no. Motion carried. Trustee Bonuchi moved to renew a one-year Unitrends cloud storage contract and a three-year support contract for a cost of$40,520 from CDW-G. Second by Trustee Kalkanis. Vote by roll call.
