E.WORKSHOP E.1.RESTORE ILLINOIS PHASE 3 IMPLEMENTATION Village staff will provide an overview on the recent updates to the Restore Illinois Phase 3 Plan and its impact on the Village of Plainfield. Staff is seeking Board input and feedback on next steps and strategies to enhance the effectiveness of the Phase 3 Plan. Phase 3 Guidelines Downtown Lockport Street Closure - Dining Staff Report REMINDERS - •June 1 Village Board Meeting – 7:00 p.m. •June 2 Plan Commission – 7:00 p.m. •June 8 Next Committee of the Whole Workshop – 7:00 p.m. 1 SPECIAL Committee of the Whole Workshop of the President and the Board of Trustees Page - 2 2 RESTORE ILLINOIS : PHASE 3 BUSINESS REOPENING SUGGESTIONS MAY 21, 2020 Governor Pritzker has indicated Illinois is on track to enter into Phase 3 of the Restore Illinois reopening plan that will allow certain businesses to reopen. The Village has prepared the following documents to provide some suggestions for those businesses that will need to prepare for this reopening in Phase 3. There will be further restrictions and specific guidelines provided by the State of Illinois that you as a business, or consumer, would need to follow, but the Village wanted to provide some level of suggestive guidance so we can all begin to prepare to reopen our business community. As we move closer to Phase 4, the Village will provide preparation recommendations for those businesses that will look to reopen under that phase. Thank you for being part of our community.3 restaurants barber shops & hair salons fitness &health clubs all phase 3 businesses • Prepare a plan that provides your business with guidance on how to effectively prevent further spread of the virus (cleaning of common areas, social distancing measures, etc.) • Training and communication with employees prior to reopening. • How to check and manage the compliance of the reopening guidelines. • Prepare distancing guidelines for employees and consumers. (No cash, no touch payments, pay station separations) • Restaurants will be allowed to have outdoor seating with social distancing requirements and maintaining sanitizing and cleaning procedures of the whole seating area. • Employees and servers will be required to wear masks. • Have seating be done by hostess to avoid patrons from sitting down immediately once another group leaves to allow for the cleaning process. • Appointment only with no walk-in service. • No cash payments and encouraged to complete no touch card payments. • Pre-appointment health check (CDC COVID-19 symptoms checklist) • Temperature check station before entering the workspace. • If possible, a protective shield at the register/payment station should be implemented. • Six feet of separation between salon chairs (potentially every other). • Limitations on waiting area and how best to accommodate patrons – if someone must wait and doesn’t have children with them ask them to wait in their car. • Ask patrons to bring one child at a time while the parent or guardian waits outside if possible. • Face coverings required for patrons and employees, and disposable gloves for employees to be changed for each customer. • Patron capes: either disposable or changed to a clean, washed cape for each new customer. • Employee smocks changed to a clean smock for each new customer. • Disinfecting station area and chair after each customer. • If possible, discourage the use of a blow dryer after cuts or styling to eliminate air circulation from the social distancing area. • Advise patrons to leave as many personal belongings in their car or at home such as purses or bags. • (For a detailed list of measures, please see Georgia’s Barbershops and Cosmetology Salon Reopening Guidelines for what may be expected from your business in Phase 3) • Outdoor classes may be held or one-on-one training sessions. • If possible, a protective shield at the register/payment station should be implemented. • Temperature check station for employees before entering the workspace. • No cash payments and encouraged to complete no touch card payments. • Outdoor classes should maintain social distancing measures of 10 feet between each patron. • Ask patrons to bring their own mats for certain activities if possible. • Provide sanitizer for patrons and clean all equipment thoroughly after use. • For training sessions, it is recommended to maintain social distancing and when it is not possible, a face covering should be worn. 4 fitness & health clubs (cont).• Avoid certain exercises in training sessions that require spotting or physical assistance by the trainer. • Distinguish 6-foot social distancing areas such as marked areas on the floor or where to stand. • Temperature check station for employees before entering the workspace. • If possible, a protective shield at the register/payment station should be implemented. • No cash and encouraged to complete no touch card payments. • Minimize occupancy to 50%. • No product sampling. • Continue utilizing and marketing online pickup and curbside for those customers not comfortable with public settings. (Set up pick up area separate from other shopping areas.) • Signage on entrance asking patrons to not enter if they have had any COVID-19 symptoms. • Signage asking patrons to not pickup product unless intending to purchase. • Planned, brief closing midday to allow for deep clean/sanitizing of all common areas used by pa- trons and employees. • Face coverings required for employees and patrons when inside the store. Signage placed on entrance to request face coverings from patrons. • (For a detailed list of measures, please see California’s Retail Reopening Guidance for what may be expected from your business in Phase 3) • Employees allowed to return to work. • Employees who have any COVID-19 symptoms should stay home from work. • All employees should maintain social distancing practices and wear face coverings when in com- mon areas. • Temperature check station for employees before entering the workspace. • Telework is still strongly encouraged when possible for both employees and meetings. • Hand sanitizer available to employees. • Be mindful of common areas, such as coffee makers, break rooms, water fountains/coolers, and ensure these areas are disinfected on a regular basis throughout the day, sanitizer is used when touching them or restricting use of certain areas until Phase 5. • Provide face coverings to all employees who are not able to maintain a minimum six-foot social distance at all times. • Employer may need to provide gloves and eyewear where applicable. • Temperature check station for employees before entering the workspace. • Stagger shifts to limit employee exposure. • If assembly, reduce line speeds to limit necessary employees. • Ensure that all spaces where employees may gather, including locker rooms and lunchrooms, allow for social distancing and are sanitized regularly. • Downsize operations to the extent necessary to allow for social distancing. • (Please visit the National Manufacturer’s Association list of different measures taken around the United States for more details on how to prepare your business for Phase 3.) retail shops non-essentialbusinesses non-essentialmanufacturing 5 MEMO DATE:MAY 21, 2020 TO:BRIAN MURPHY, VILLAGE ADMINISTRATOR MAYOR MICHAEL COLLINS VILLAGE BOARD OF TRUSTEES FROM:JAKE MELROSE, AICP, E.D. MANAGER RE:DOWNTOWN OUTDOOR DINING – LOCKPORT ST. CLOSURE Governor Pritzker announced on May 20, 2020 that restaurants will be allowed to utilize outdoor seating for those areas entering into Phase 3 on May 29th. Assuming the Chicago MSA area designated in the Restore Illinois plan enters Phase 3 on this date, Village staff is proposing to close parts of Lockport Street in Downtown Plainfield to be utilized for outdoor dining. Below are some specifications of this proposal and staff suggests that this plan be fluid and may be modified. All of the following is subject to the restaurant outdoor seating guidelines that will be established by the State of Illinois and the directive that our region may enter into Phase 3 of the Restore Illinois Plan. CLOSURE OF LOCKPORT ST. Lockport St. will be closed from Illinois St. to Des Plaines St. and from Des Plaines St. to Fox River St. Des Plaines St. and Illinois St. will remain open to allow for access to parking lots and curbside pickups for restaurants that will remain crucial to their operation. Closure of the street will begin approximately 6:30AM to avoid anyone parking in these areas. Table setup time will start approximately 10AM and service to end approximately 8:00PM for a “last call” with street closure ending approximately at 9PM. Lockport St. from Fox River to James remaining open to allow for more access to parking and curbside pickup for restaurants. Alcohol will be permitted for consumption for seated guests only. A digital message board will be placed along Route 59 advising Lockport Street is closed. TABLES & SETUP 6 ��Staff expects ~40 tables between Des Plaines and Illinois. ��Potentially 20-30 tables between Des Plaines and Fox River. ��Restaurants can utilize sidewalk next to their building frontage as typical but allow for minimum of 6 feet of passage for the remaining portion of the sidewalk. ��Table areas will be assigned to a restaurant and ��Each restaurant will use their own tables typically used for their outdoor seating and will be required to set up and bring in those tables each night. ��Tables to be marked with the assigned restaurant. ��The tables are the restaurants responsibility and liability. SERVICE ��Table seating will be required to be seated by a host of the assigned restaurant. ��A Frame signs currently designated  curbside parking will be used to illustrate  SEE RESTAURANT HOSTESS FOR OUTDOOR DINING SEATING . ��Only those seated can be served food/drink to be consumed on the street. ��Patrons that are waiting for a table will be asked to disburse. ��It is preferred that those waiting be notified by text so not to promote loitering. ��No community seating  only one party per table. ��Tables and seats must be cleaned thoroughly at the start and end of each day and between customers. ��All garbage will be the responsibility of the assigned restaurant as typical with outdoor seating. ��Patrons will NOT be allowed to walk freely around the area with alcohol or bring their own chairs. It is the responsibility of the business to educate their patrons and ensure they follow the guidelines provided by Mayor Collins. This is a collaborative effort between the Village of Plainfield and local businesses to make the best of a difficult situation. Again, staff would like to reiterate that this plan is fluid and is a trial basis. If the Village s local guidelines for this event or the State s guidelines for outdoor seating cannot be maintained by each individual business, the Village will not be able to continue this event. We are hopeful that through our continued partnership with our businesses and our cooperation of future patrons that this event will carry through the summer months to support our restaurant community. 7
