HomeMy Public PortalAboutResolution 15-03 Airport Advisory Committee CharterRESOLUTION 15-03 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MCCALL, IDAHO, ADOPTING A REVISED MCCALL AIRPORT ADVISORY COMMITTEE CHARTER; PROVIDING FOR RELATED MATTERS; AND PROVIDING AN EFFECTIVE DATE. WHEREAS, on February 27, 2014, the Airport Manager presented the McCall City Council a recommendation to streamline the airport land lease transaction process; and WHEREAS, the current language in the Airport Advisory Committee's Charter is outdated and requires that all lease requests first be reviewed by the Airport Advisory Committee; and WHEREAS, the current process is cumbersome and presents a significant impact to the timeline for sale of a hangar in that processing of a lease transaction could take upward of a month; and WHEREAS, this process could be lengthened further if a quorum is not achieved at a regularly scheduled Airport Advisory Committee meeting; and WHEREAS, the majority of lease transactions for the sale of existing non-commercial hangars presented to the Airport Advisory Committee contain standard lease language that has been vetted through the City Attorney; and WHEREAS, these recommendation requests normally do not result in any form of discussion given the administrative nature of the transactions and the standardized format of our hangar leases; and WHEREAS, the revised charter solidifies the Airport Advisory Committee's participation in strategic airport planning processes and to make clear the requirements for recusal in the event of a conflict in interest; and WHEREAS, the McCall City Council approved the revised Airport Advisory Committee's Charter at their regularly schedule Council meeting on February 26, 2015; NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND COUNCIL OF THE CITY OF MCCALL, VALLEY COUNTY, IDAHO THAT: Section 1: The revised Airport Advisory Committee's Charter attached hereto is hereby adopted. CITY OF MCCALL Valley County, Idaho Resolution 15-03 February 26, 2015 Page 2 of 2 McCall Airport Advisory Committee Purpose: The Airport Advisory Committee is established pursuant to Idaho Code Section 50- 210, to advise and make recommendations to the McCall City Council on matters pertaining to the safety, operation and maintenance of the McCall Municipal Airport. Duties: The Airport Advisory Committee shall: 1. Advise and assist the Airport Manager in identifying safety problems, and encourage compliance with FAA regulations, and other local airport policies. 2. The committee will strive to improve community relations between airport activities and the surrounding community. 3. Periodically review the Airport Master Plan, Airport Layout Plan, Airport Capital Plan, and make proposals for the development of facilities and improvements to the airport. 4. Prior to City Council consideration, review and make recommendations for all new leases or lease assignments pertaining to: a. Development of unimproved ground b. Commercial operations c. Property adjacent to Deinhard Lane d. Property adjacent to Highway 55 e. 106-series ("Legacy") hangars 5. Periodically review the "Minimum Standards" and ensure all FBO's, tenants, and potential leases are in compliance with the current standards. 6. Periodically review all airport fees and lease rates. Make recommendations for changes to the City Council. Staff: The Airport Manager shall serve as staff to this committee. The Airport Manager shall prepare the committee minutes and submit them to the City Clerk in a timely manner. The Airport Manager shall assume responsibility for notification of Airport Advisory Committee meetings. The Airport Manager shall assist the Airport Advisory Committee in researching and providing information and correspondence necessary to develop the best possible recommendations for City Council review. Meeting Times and Locations: The committee shall meet not less than once a month. The meetings will normally be held in a regular fashion on a specified day, time and location. When it would better serve the public, the meeting day, time and location may be changed to improve community involvement. Meeting Conduct and Quorum: All meetings shall be open to the public and the meetings shall not be held in any location, which the public access is denied. A quorum shall be three members. Recommendations shall be in the form of motions, a second, and a vote recorded in the minutes. Members may have business relationships with the City of McCall, however on any matter where a conflict of interest exists, these members shall withdraw from debate and abstain from voting on the matter. Page 1 of 2 Airport Advisory Committee By -Laws - Revised February 26, 2015 Chairperson Duties: The Chairperson, or any other committee members, shall convene the meetings and may act as spokesperson for the committee on matters before the City Council. The Chairperson shall coordinate with the Airport Manager to ensure the views of the committee are represented before the City Council. When the Airport Manager disagrees with the committee recommendation then the Chairperson, or other designated committee member, may present the committee opinion before the City Council. Selection and Terms of Office: 1. The Mayor shall make appointments to the committee with the approval of the City Council. Removal of a member shall be done in the same manner. 2. The Airport Advisory Committee shall consist of five members as follows: a. Four members at -large will serve three-year terms. At -large members may be re- appointed. Persons appointed to fill an unexpired term shall be appointed for the balance of that term. b. The USFS shall designate one member with full voting privileges and no term limit. c. The owners of airport related businesses with leases or sub -leases on the McCall Municipal Airport will be included in the distribution of information to the committee members and will be encouraged to attend and participate in all of the public committee meetings. d.
