COUNCIL RECESS TO: LYNWOOD REDEVELOPMENT AGENCY PUBLIC ORAL COMMUNICATIONS (Regarding Agenda Items Only) DISCUSSION ITEM PROPOSED MEDIANS ISLANDS FOR ABBOTT ROAD (ATLANTIC AVENUE TO MLK BOULEVARD) Comments: Median islands are being proposed on Abbott Road (Atlantic to MLK) as part of the street improvements to enhance traffic safety. Due to the fact of certain traffic patterns changing a public hearing is recommended for public input. Recommendation: Staff recommends that the City Council set a public hearing to receive public input on the proposed installation of median islands on Abbott Road and direct staff to schedule the hearing for November 16, 2004 City Council Meeting. LONG BEACH BLVD. PROPOSED MASTER PLAN CONCEPT Comments: The purpose of this item is to present the City Council a preliminary concept for the future street improvements of Long Beach Blvd. Recommendation: Staff recommends that the City Council receive staff's presentation and provide staff with comments and direction. Wang, Interim-City Manager~x,) Yadi Farhadi, P.E., Director of Envirom~i~ntal(/) "-Services/City Engineer SUBJECT: Proposed Medians Islands for Abbott Road (Atlantic Avenue to MLK Boulevard) PURPOSE: To present to the City Council the proposed design for median islands on Abbott Road and ask City Council for further direction BACKGROUND: Abbott Road is one of the City's main collectors and provides an alternate parallel route to Imperial Hwy. The southbound 1-710 off-ramp leads directly to Abbott Road. Abbott Road is a very wide collector with four lanes of travel and no left-turn pockets. Two elementary schools (Lugo and Roosevelt) are located on Abbott Road and one new school is under construction. The Abbot Road Design Project ~vas approved as part of the FY 2002-2003 budget process. At the December 2, 2003 City Council meeting Council awarded DMR-TEAM a contract for the design of Abbott Road (Atlantic to MLK). ANALYSIS: To enhance pedestrian and motorist safety and receive credits for the Congestion Management Program staff proposed installation of median islands. These medians would channelize traffic, restrict illegal turning movements, address pedestrian safety around schools and provide left turn pockets. Median islands are continuous and with side streets on Abbott Road so close to each other, this will cause some movement restrictions at the intersections and parking restrictions close to the intersections. Staffwill present City Council with the median island conceptual plans for Abbott Road. These medians may restrict turning movements, therefore a Public Hearing is recommended. After review of the presentation Council may elect to proceed with no median installation. RECOMMENDATION: Staff recommends that the City Council set a public hearing to receive public input on the proposed installation of median islands on Abbott Road and direct staff to schedule the hearing for December 7, 2004 City Council meeting. Wang, Interim-City Manager ~ Yadi Farhadi, P.E., Director of Environmental~ Services/City Engineer ~7~/ SUBJECT: Long Beach Blvd. Proposed Master Plan Concept PURPOSE: To present the City Council with a preliminary Down Town concept for Long Beach Blvd. and ask City Council for further direction BACKGROUND: Long Beach Blvd. is the City's main commercial zone. The street has four lanes of travel, parking on both sides and on-off ramps to interstate 1-105. Between the south city limit and MLK Blvd. there are medians. North of MLK Blvd. there are no median islands, which will be addressed as part of the current Long Beach Blvd. design project. A grant of $2.2 million was promised to the City for improvements along Long Beach Blvd. however, these funds have yet to be approved and allocated. Between Imperial Highway and MLK Blvd. the City is considering several new major commercial developments on both sides of the Long Beach Blvd. One of these proposed development was completed on the westside just north of Pluma Ave. ANALYSIS: Long Beach Blvd. is the City's main business district, busiest arterial and a main gateway to the City of Lynwood. A beautification and enhancement plan could give this main gateway a downtown ambience. To accomplish this concept a comprehensive DownTown Master Plan is proposed. Staff will present City Council with a preliminary impression of this downtown concept.
