SUBJ: Highway 55/CR 116 Intersection Funding Options
Background
On December 18, 2012, the Medina City Council approved a resolution for the preliminary
concept layout for the reconstruction of the Highway 55/CR 116 intersection. The City of
Medina has been working with Hennepin County, TKDA, and MNDOT to put together possible
funding options for the Highway 55/CR 116 intersection.
In 2015, Hennepin County restriped the Highway 55/CR 116 intersection to allow for a dual left
turn lane from south bound CR 116 to east bound Highway 55. This temporary option included
upgrades to the existing stoplights. The full intersection reconstruction is required in 2017 even
with the 2015 interim improvements.
The 2017 project calls for the reconstruction of the Highway 55/CR 116 intersection. The
project includes additional lanes of traffic, safety upgrades, and access improvements for the
businesses on the west side of County Road 116.
Council Member Cousineau and Staff have been working with Senator Osmek and Rep. Hertaus
to receive State funding for the $250,000 Quiet Zone. Sen. Osmek continues to push for funding
and does not expect to know the outcome until the end of the 2016 Session. No other funding
source has been identified by Staff for these improvements.
City Engineer Tom Kellogg will be present at the Work Session to bring Council up to date on
what portions of the project are eligible for MSA funds. Staff has also put together a preliminary
budget showing the different funds that can be used for the road project for Medina.
Budget
Below is a breakdown of the preliminary estimated project costs based on the 95% plans:

Construction — Engineering (8% of construction costs of $902,032) - $72,162.56

Quiet Zone: $250,000 (No funding identified)
Revenue sources for the project will be the city road fund, water & sewer funds and state aid
construction funds. Based on current projections $71,050 will be reimbursed from state aid,
$316,863 will be funded from roads. The watermain portion will be split out - an estimated
$76,139 will come from water hook-up fees for the upsizing of the watermain and the remainder
of $228,417 from the water fund. The sewer lining of $75,000 will be funded from sewer as a
maintenance item since it is not being replaced.

SUBJECT: C.R. 116/T.H. 55 Intersection Improvements MSA Funding Analysis
Background:
The City has been working with Hennepin County and MnDOT on plan preparation for
improvements to the intersection of C.R. 116 and T.H. 55. Hennepin County is the lead agency
and TKDA is the consultant preparing the plans and specifications. At this time the plans are at
the 95% complete stage. The schedule is to construct the improvements in 2017.
Funding for this project will come from multiple sources including City, Hennepin County,
MnDOT and Federal funds. The City intends to use MSA funding where possible to supplement
their share of the project costs. Based on cost estimates provided to date the highlighted column
in the attached is our estimate of the project costs that would be MSA eligible.

Here's a response to the quiet zone question:
We have carried a $250,000 placeholder since the beginning of the project for any improvements required to create a
quiet zone. The actual cost won't be known until the City applies for the quiet zone. We now understand from CP that
the gates and signals they will install with the project will meet the quiet zone requirements. The requirements for a
quiet zone may be as minimal as additional signing, but could involve gates and signals for the trail crossing. With this in
mind, we think that the placeholder for the quiet zone cost could be reduced to $125,000. (Tim B. included this revision
in the Excel spreadsheet he emailed to Tom this morning).
Finally, we do not know of any efficiencies with the rail crossing improvements that would reduce the future cost for a
quiet zone.

Subject: Follow-up Questions Regarding the Highway 55/CR 116 Project
Tim and Tim,
The City of Medina asked Hennepin County if they could reallocate portions of the project costs to allow portions to be
MSA eligible. According to the updated budget just over $70,000 is MSA eligible for the project. Is Hennepin County
willing to discuss this further to allow for more of the project cost to be MSA eligible for the City of Medina?
Also, an e-mail from Steve Scherer was sent a few weeks ago asking if there were any efficiencies with the rail crossing
improvements for the project that would reduce the $250,000 price tag for a quiet zone at this intersection. Do you
have a response to this question?
