Fraser, Colorado Town Board
Regular Meeting
Roll call: Johnston, Soles, Rantz, Swatzell, Klancke, Wirsing.
Staff present: Reid and McGowan
Approval of Minutes:
Swatzell moved and Wirsing seconded minutes from the 2/16/00 regular meeting. Motion
passed.
Swatzell moved and Wirsing seconded minutes from the 3/1/00 regular meeting. Motion passed.
Open forum and Public Hearings:
There were no open forum comments and no public hearings were scheduled.
Action Items:
Ordinance 270. After lengthy discussion, ordinance 270 was moved by Klancke, seconded by
Swatzell with a brief amendment. Motion passed 6-0 on a voice vote. The Board further
directed staff to prepare a resolution establishing fees for Ordinance 270 within 30 days of
publication and to define affordable housing and eligibility requirements.
. Staff Choice:
Reid updated the Board on the status of Grand County Water & Sanitation District's wastewater
treatment plant construction. The Board directed staff to send a letter to GCWSD requiring a
letter of credit that would cover clean-up costs in the event that sludge from the existing lagoons
does not enter the Fraser River alluvium groundwater and ensure reclamation of the other
lagoons to be abandoned. The Board further directed Reid to work with GCWSD to establish a
monitoring program regarding the groundwater issue.
Correspondence from the CEO of Safeway was shared with the Board.
Reid presented a letter from the Grand County Housing Authority requesting a waiver of all
planning and park fees associated with the Fox Run project. Wirsing moved and Swatzell
seconded to comply with these requests. Motion passed.
At 8:25 Swatzell moved and Klancke seconded adjournment. The motion passed unanimously.

RESOLUTION
A RESOLUTION ADOPTING A FORMULA TO BE USED IN CALCULATING
AFFORDABLE HOUSING IMPACT FEES.
WHEREAS, the Fraser Board of Trustees has adopted Ordinance Number 270, which requires
new development to pay an impact fee to offset the housing needs created by new development;
and
WHEREAS, the InterOlltional Conference of Building Officials provides Building Valuation Data
for new residential construction; and
WHEREAS, Chapter 12 of the Town of Fraser, Colorado Municipal Code requires a minimum
500 square foot home to be considered a habitable living area; and
WHEREAS, studies have shown that each habitable residential unit of construction creates a need
for .2 employees for on-going servicing of said residential unit; and
WHEREAS, studies have shown that new commercial development creates on-going needs for
3.25 employees per one-thousand square feet of new commercial development; and
. WHEREAS, the Fraser Board of Trustees finds that commercial development provides additional
tax revenue to the Town of Fraser and that the corresponding impact fee created by commercial
development shall be reduced due to the additional revenues provided by commercial
development; and
WHEREAS, Section 10-8-1 of the Fraser Municipal Code states that the housing impact fee shall
be set by a resolution adopted by the Fraser Board of Trustees;
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF TRUSTEES OF THE TOWN
OF FRASER, COLORADO, AS FOLLOWS:
1. The fee for new residential development shall be determined as follows:
New Residential Building Valuation Data * ICBO local area multiplier * 500 (square
feet of habitable space) * .2 (employee need generated) = housing impact fee.
2. The fee for new commercial development shall be determined as follows:
3.25 * square feet of commercial development (in thousands) * New Residential
Building Valuation Data * 500 (square feet) * Town of Fraser Commercial
. Development Multiplier = housing impact fee.
