APPROVAL OF THE WARRANT REGISTER Comments: City of Lynwood warrant register dated December 21,2004 for FY 2004-2005. Recommendation: Staff recommends that the Lynwood Information Inc. Members approve the warrant register. 6. CALTRANS INTERNET SURVEY Comments: The purpose of this meeting is to inform the Board of Directors of Lynwood Information Incorporated of the California Department of Transportation's first intemet survey to obtain feedback on freeways and highways. Recommendation: Staff recommends that the Board of Directors of Lynwood Information Incorporated receive and file this report. 7. TREASURER'S QUARTERLY INVESTMENT REPORT Comments: The purpose of this item is to have the Lynwood Information Inc. review the Treasurer's Quarterly Investment Report as required by recently enacted State Statutes. Recommendation: The City Treasurer recommends that the Lynwood information Inc. receive and file the attached Quarterly Investment Report for the quarter ending September 30, 2004. REGULAR MEETING NOVEMBER 16, 2004 The Information, Inc. of the City of Lynwood met in a Regular Meeting in the Council Chambers, 11330 Bullis Road on the above date at 5:45 p.m. Chairman Byrd presiding. Directors Pedroza, Rodriguez, Santillan, Vasquez, and Byrd answered the roll call. Also present were Interim City Manager Wang, City Attorney Beltran, Secretary Hooper and Treasurer Pygatt. Secretary Hooper announced that the agenda had been posted in accordance with the Brown Act. There will be no separate discussion on these items prior to voting unless members of the Council or staff request specific items be removed from the Consent Calendar for separate action. It was moved by Director Santillan, seconded by Director Pedroza to approve the following minutes and adopt the following Resolution. Hooper, Secretary l ' AGENDA ITEM AGENDA ITEM DATE: TO: FROM: BY: SUBJECT: December 21, 2004 HONORABLE CHAIRMAN AND DIRECTORS OF LYNWOOD INFORMATION INCORPORATED Joseph Wang, Interim City Man-~.~~ Caltrans Internet Survey PURPOSE: To inform the Board of Directors of Lynwood Information Incorporated of the California Department of Transportation's first internet survey to obtain feedback on freeways and highways. DISCUSSION: The California Department of Transportation is currently conducting an Internet survey in English and Spanish to determine how the state's 15,234 mile highway system is currently being maintained. According to Caltrans, the intent of the survey is to obtain information to help Caltrans allocate its resources to meet the needs of Californians. In the past, Caltrans used telephone services to conduct its survey. The department found it was more cost effective to utilize the internet for the poll, due to budgetary reasons. The survey involves a 35 question poll based on Zip Code and highway most travel. It solicits the opinions of motorists in these three categories: 1. Evaluation of Maintenance Activities 2. Motorist Expectations and Priorities, i.e. fixing potholes, replacing signs, maintaining pavement markings, picking up trash, landscape upkeep, removing graffiti, removing ice or snow, and clearing accidents. 3. Highway Operations The survey will be available until January 5, 2005 on the State of California's website at www.dot.ca.qov/hq/maint/external_survey. DATE: TO: FROM: SUBJECT: December 21, 2004 THE HONORABLE CHAIRM~N AND DIRECTORS OF LYNWOOD INFORMATION INC. t/ Iris Pygatt, City Treasurer ~{:~ TREASURER'S QUARTERLY INVESTMENT REPORT PURPOSE: The purpose of this item is to have the Lynwood Information Inc. review the Treasurer's Quarterly Investment Report as required by recently enacted State Statutes. BACKGROUND: In response to the cdsis caused by the Orange County investment pool, the State Legislature in 1995 enacted S8564 and S8866. These laws were enacted as State Statutes to impose certain mandates regarding investment with public funds. The statutes have imposed the following mandates: ]. Annual adoption of an Investment Policy that incorporates changes mandated by the State. 2. Quarterly Investment Reports presented to the Legislative Body or Board Members. 3. Restriction on the use of certain investment instruments. The attached Treasurer's Report has been prepared to provide the following information: 1. Types of investments (including principal, market value rates, and matudty dates). 2. List of vadous bank accounts with banking institutions. 3. Statement informing each Agency (City, LRA, LPFA and LII) that is expected to have sufficient liquid funds to meet its pooled expenditure requirements for the next six (6) months. 4. Statement informing the Lynwood Information Inc. that the investment portfolio conforms with the adopted investment policy.
