MEETING MINUTES
MAY 18, 2020

CALL TO ORDER, ROLL CALL,PLEDGE
Mayor Collins called the meeting to order at 7:00 p.m. Roll call was taken, all Trustees were
present. Mayor Collins led the Pledge of Allegiance.
PRESIDENTIAL COMMENTS
Mayor Collins:
• Proclaimed May 2020 as National Historic Preservation Month.
• Commented on the recent flooding on Sunday and thanked staff, PEMA, and the Fire
District.
TRUSTEES COMMENTS
Trustee Kalkanis thanked staff and everyone involved for quickly addressing the issue of semi-
trucks driving through a subdivision.
Trustee Larson:
• Thanked everyone involved with the flooding and cleanup efforts.
• Expressed concern regarding the Governor's order,potential for losing funding, and
being placed in the Northeast Region.
Trustee Wojowski expressed concern regarding the Governor's order and comment today about a
punishment tool, and being in the Northeast Region.
Trustee Benton:
• Thanked everyone for the flooding clean-up efforts.
• Encouraged everyone to continue to support local businesses.
• Commented about Moe Joe's employee fundraiser event and thanked Sovereign for
closing for the day to help out another business.

Trustee Bonuchi:
• Commented on the clean-up efforts after the flooding.
• Commented on needing influence for help with Governor's order.
• Commented on a letter written to the Governor by Joliet's Mayor O'Dekirk.
• Felt that 30 days is too long in between phases for reopening and stated that people are
frustrated and we need to find some middle ground.
PUBLIC COMMENTS (3-5 minutes)
Clerk Gibas noted that one public comment was submitted by Mary Brown expressing concern
with the actions of the Governor and asked the local governments to stand up for what is right.

Trustee Bonuchi moved to approve the Agenda. Second by Trustee Wojowski. Vote by roll call.

2) CONSENT AGENDA
Trustee Larson moved to approve the Consent Agenda to include:
a) Approval of the Minutes of the Board Meeting held on May 4, 2020.
b) Bills Paid and Bills Payable Reports for May 18, 2020.
c) Cash& Investment, Revenue, and Expenditure Reports for April, 2020.
d) Ordinance No. 3460, Codifying the Financial Policies of the Village of Plainfield,
Illinois.
Second by Trustee Benton. Vote by roll call. Calkins,yes; Kalkanis,yes; Larson,yes; Wojowski,
yes; Benton,yes; Bonuchi, yes. 6 yes, 0 no. Motion carried.
3) BALLARD FARMS DEVELOPMENT (CASE NUMBER 1846-072519.AA/SU/PP)
Trustee Larson moved to continue the Public Hearing for a proposed annexation agreement for a
development known as Ballard Farms at the northeast corner of 127th Street and Heggs Road to
the June 15, 2020 meeting of the Board of Trustees. Second by Trustee Bonuchi. Vote by roll call.

4) PET SUITES DEVELOPMENT—PRAIRIE CREEK LOT 3 (CASE NUMBER
1878-031420.SU.SPR.FP)
Trustee Larson moved to adopt the findings of fact of the Plan Commission as the findings of fact
of the Board of Trustees and, furthermore, to direct the Village Attorney to prepare the necessary
ordinances for approval of the special use permit for animal kennel operations on the parcel at Lot
3 of the Prairie Creek Development, petitioner Pet Suites —Plainfield, IL and in accordance with
the reviewed plans. Second by Trustee Wojowski. Vote by roll call. Calkins, yes; Kalkanis, yes;
Larson, yes; Wojowski, yes; Benton,yes; Bonuchi,yes. 6 yes, 0 no. Motion carried.

5) PLAINFIELD HOTEL MIXED USE DEVELOPMENT (CASE NUMBER 1875-
022520.SU.SPR)
Trustee Bonuchi moved to adopt the findings of fact of the Plan Commission as the findings of
fact of the Board of Trustees and, furthermore, to direct the Village Attorney to prepare an
ordinance granting approval of the special use for a planned development for the development
referred hereto as the Plainfield Hotel Mixed Use Development located at 15024 S. Des Plaines
Street, subject to the stipulations noted in the staff report. Second by Trustee Larson. Vote by roll
call. Calkins, no; Kalkanis,yes; Larson, yes; Wojowski,yes; Benton,yes; Bonuchi,yes. 5 yes, 1
no. Motion carried.
ADMINISTRATOR'S REPORT

MANAGEMENT SERVICES REPORT
Trustee Bonuchi moved to approve Resolution No. 1781, Authorizing the purchase of electricity
for street lighting purposes and authorizing the Village Administrator or Management Services
Director to approve a contract with the lowest cost electricity provider for a period of up to 36
months. Second by Trustee Benton. Vote by roll call. Calkins, yes; Kalkanis, yes; Larson, yes;
Wojowski, yes; Benton,yes; Bonuchi,yes. 6 yes, 0 no. Motion carried.

PLANNING DEPARTMENT REPORT

BUILDING DEPARTMENT REPORT
Mr. Lonnie Spires presented the Building and Code Enforcement Report for April, 2020.
PUBLIC WORKS REPORT
Trustee Bonuchi moved to authorize the Village President to award the 2020 Landscape
Maintenance (Various Locations) Contract to Ramiro Guzman Landscaping, Inc., the low
qualified contractor, in an amount not to exceed $72,750.00. Second by Trustee Larson. Vote by
roll call. Calkins, yes; Kalkanis, yes; Larson, yes; Wojowski, yes; Benton, yes; Bonuchi, yes. 6
yes, 0 no. Motion carried.
Trustee Bonuchi moved to authorize the Village President to sign the Intergovernmental
Agreement related to the 2020 Township Resurfacing Program,between the Na-Au-Say Township
Road District and the Village of Plainfield. Second by Trustee Wojowski. Vote by roll call.

Trustee Bonuchi moved to adopt Resolution No. 1782, a Resolution for improvement by
Municipality under the Illinois Highway Code, for the 2020 MFT Street Improvement Program.

Seeking Board consideration of a motion to authorize the Village President to award the 2020 MFT
Street Improvement Program to D Construction, Inc., the lowest responsible bidder, in an amount
not exceed $1,767,267.81 plus a 5% contingency. Second by Trustee Kalkanis. Vote by roll call.

Trustee Benton moved to adopt Resolution No. 1783, a Resolution regarding Fair Housing of the
Village of Plainfield, Will and Kendall Counties, Illinois. Second by Trustee Kalkanis. Vote by
roll call. Calkins, yes; Kalkanis, yes; Larson, yes; Wojowski, yes; Benton, yes; Bonuchi, yes. 6
yes, 0 no. Motion carried.
POLICE CHIEF'S REPORT
Trustee Bonuchi moved to authorize the Village President to execute aa Agreement with
Speedway, LLC regarding enforcement of time-restricted stopping, standing and parking on
private property. Second by Trustee Kalkanis. Vote by roll call. Calkins, yes; Kalkanis, yes;
Larson,yes; Wojowski, yes; Benton, yes; Bonuchi, yes. 6 yes, 0 no. Motion carried.
Trustee Bonuchi moved to approve the changes to the Solicitor Permit Program and Administrative
Fee Schedule Changes as identified. Second by Trustee Benton.
Trustee Kalkanis pointed out that previous discussion regarding solicitor permits included an end
time of 7:00 p.m. for door to door solicitors and a 60-day duration for permits. Trustee Benton
encouraged staff to send out notifications when soliciting permits start to be reissued. Chief
Konopek stated that he will make sure to include the time limit and duration in the solicitor's
permit program.

Trustee Bonuchi moved to adjourn. Second by Trustee Wojowski. Voice Vote. All in favor, 0
opposed. Motion carried.
