F.WORKSHOP F.1.LOWER DUPAGE RIVER WATERSHED COALITION 1 Committee of the Whole Workshop of the President and the Board of Trustees Page - 2 Jennifer Hammer, Land Conservation & Watershed Specialist for The Conservation Foundation, will provide an overview on the Lower DuPage River Watershed Coalition’s recent accomplishments and upcoming plans. F.2.STORMWATER MANAGEMENT Representatives from Baxter & Woodman Consulting Engineers will provide a presentation regarding how stormwater regulations have been developed, they will provide an overview of our current requirements, and they will discuss some of the recent changes regarding stormwater regulations. After the presentation is completed, Staff will answer questions related to this topic. CALL TO ORDER, ROLL CALL, PLEDGE Mayor Collins called the meeting to order at 7:00 p.m. Roll call was taken, all Trustees were present. Mayor Collins led the Pledge of Allegiance. PUBLIC COMMENTS (3-5 minutes) Clerk Gibas noted that a total of 22 public comments were received. Courtney Panozzo submitted a public comment expressing concern regarding trucks driving through a residential subdivision. Jean Atienza submitted a public comment expressing concern regarding trucks driving through a residential subdivision. Margaret Kusmider submitted a public comment expressing concern regarding trucks driving through a residential subdivision and requested a decease in the speed limit on 143rd Street. Courtney Ringa submitted a public comment expressing concern regarding trucks driving through a residential subdivision. Nicole Sikora submitted a public comment expressing concern regarding trucks driving through a residential subdivision. Jen McClellan submitted three (3) public comments expressing concern regarding trucks driving through a residential subdivision. Amy Menconi submitted a public comment expressing concern regarding trucks driving through a residential subdivision. Shannon Abbatacola submitted three (3) public comments regarding trucks driving through a residential subdivision and requesting to lower the speed limit on 143rd Street to 35 mph. Emily Wiencek submitted a public comment expressing concern regarding trucks driving through a residential subdivision. Andi Vanderhoek submitted two (2) public comments expressing concern regarding trucks driving through a residential subdivision. Jon and Angie Laurenti submitted a public comment expressing concern regarding trucks driving through a residential subdivision. Mike Ringa submitted a public comment expressing concern regarding trucks driving through a residential subdivision. Chad Cartner submitted a public comment expressing concern regarding trucks driving through a residential subdivision. Laurel Hillman submitted two (2) public comments expressing concern regarding trucks driving through a residential subdivision. Jackie Cartner submitted a public comment expressing concern regarding trucks driving through a residential subdivision. 3 Village of Plainfield Special Meeting Minutes – May 11, 2020 Page 2 Desiree Vernooij submitted a public comment expressing concern regarding trucks driving through a residential subdivision. Chief Konopek stated that the Police Department has posted temporary signs prohibiting truck traffic, are working with the GIS Mapping companies to remove the shortcut route through the subdivision, are working with Diego and Seefried, and have placed police at entrances to the subdivision. There was some further general discussion regarding the trucks driving through the subdivision. BUSINESS MEETING 1)APPROVAL OF AGENDA Trustee Larson moved to approve the Agenda. Second by Trustee Kalkanis. Vote by roll call Bonuchi, yes; Calkins, yes; Kalkanis, yes; Larson, yes; Wojowski, yes; Benton, yes; 6 yes, 0 no. Motion carried. 2) TRI-RIVER POLICE TRAINING LEASE AGREEMENT Trustee Bonuchi moved to authorize the Village President to execute a renewal of the lease agreement with Tri-River Police Training, Inc. to lease a portion of the Plainfield Law Enforcement Facility for a period of five (5) years with payment of lease to the Village for $2,000 per month. Second by Trustee Wojowski. Vote by roll call Bonuchi, yes; Calkins, yes; Kalkanis, yes; Larson, yes; Wojowski, yes; Benton, yes; 6 yes, 0 no. Motion carried. 3) TIME-LIMIT PARKING ORDINANCE Trustee Larson moved to adopt Ordinance No. 3459, an ordinance Repealing Chapter 5, Article VI, section 5-172.1(b), and amending Chapter 5, Article VI, sections 5-172.1(c) and (d) of the Village of Plainfield Code of Ordinances. Second by Trustee Kalkanis. Vote by roll call Bonuchi, yes; Calkins, yes; Kalkanis, yes; Larson, yes; Wojowski, yes; Benton, yes; 6 yes, 0 no. Motion carried. Trustee Larson moved to adjourn. Second by Trustee Bonuchi. Voice Vote. All in favor, 0 opposed. Motion carried. The meeting adjourned at 7:28 p.m. Michelle Gibas, Village Clerk 4 Minutes of the Committee of the Whole Workshop of the President and the Board of Trustees Held on May 11, 2020 Virtual Mayor Collins called the meeting to order at 7:29 p.m. Board Present: Mayor Collins, (Electronic), Trustee Bonuchi (Electronic), Trustee Calkins (Electronic), Trustee Kalkanis (Electronic), Trustee Larson (Electronic), Trustee Wojowski (Electronic), and Trustee Benton (Electronic). Others Present: Brian Murphy, Village Administrator (Electronic); Jim Harvey, Attorney (Electronic); Michelle Gibas, Village Clerk (Electronic); Allen Persons, Public Works Director (Electronic); Jon Proulx, Planning Director (Electronic); Lonnie Spires, Building Official (Electronic); Traci Pleckham, Management Services Director (Electronic); Rick Kaczanko (IT Director); Joan Meyers, Attorney (Electronic), and John Konopek, Chief of Police (Electronic). Trustee Larson moved to approve the Minutes of the Committee of the Whole Workshop held on March 9, 2020. Second by Trustee Benton. Voice Vote. All in favor, 0 opposed. Motion carried. PRESIDENTIAL COMMENTS Mayor Collins reminded everyone to be mindful of social distancing and to wear face coverings. TRUSTEE COMMENTS Trustee Larson expressed concern with the reopening phases identified by the State. Trustee Larson stated that the Village should be more vocal without being aggressive or bringing negative attention that would further escalate the issue. Administrator Murphy pointed out that staff has been working with the Will County Governmental League and the Illinois Municipal League. Trustee Wojowski expressed concern regarding the legality of the extension of the emergency lockdown and expressed concern regarding our region. Trustee Benton: Stated that Moe Joe’s is holding a fundraising event and all the proceeds from the food sales on Tuesday, May 12 will go directly to the employees. Stated that he would like to get things open as well and wants to make sure that it is done correctly. PUBLIC COMMENTS Clerk Gibas noted that no public comments were received for the Committee of the Whole Workshop. WORKSHOP 1)DES PLAINES STREET PARKING AGREEMENTS Mr. Jon Proulx stated that staff has been working with Plainfield Township and owners of a parcel on DesPlaines Street adjacent to the Village’s north DesPlaines Street parking lot to pursue a joint effort to expand the public parking in this area by approximately 60 spaces. The majority of the new parking would be constructed on land owned by Plainfield Township. The parking lot would also occupy a narrow strip of land across the southern portion of the lot that is privately owned. 5 Village of Plainfield Meeting Minutes – May 11, 2020 Page 2 There was some general discussion and overall support for the project. Staff will continue working on the project and will bring forward the necessary documents for approval at a future Village Board Meeting. Mayor Collins read the reminders. The meeting adjourned at 7:56 p.m. Michelle Gibas, Village Clerk 6 Minutes of the Special Committee of the Whole Workshop of the President and the Board of Trustees Held on May 26, 2020 Virtual Mayor Collins called the meeting to order at 7:00 p.m. Board Present: Mayor Collins, (Electronic), Trustee Calkins (Electronic), Trustee Kalkanis (Electronic), Trustee Larson (Electronic), Trustee Wojowski (Electronic), Trustee Benton (Electronic), and Trustee Bonuchi (Electronic). PRESIDENTIAL COMMENTS Mayor Collins: Commented on this evening’s meeting and stated that we will need a majority opinion to move forward with outdoor dining on Lockport Street. Commented on Liquor Licensing fees, payments, and prorations. Commented on carry-out liquor and the potential order to include mixed-drinks to go. Mrs. Amy De Boni, Community Relations Director, gave an updated on the Gypsy Moth. Mrs. De Boni pointed out that the Department of Agriculture is planning to conduct a second spray tomorrow at 6:00 a.m. TRUSTEE COMMENTS Trustee Calkins: Commented on emails received and felt they had good information. Stated that he supports closing Lockport Street for outdoor dining and looked forward to indoor dining as soon as possible. Commented on the on lawsuits against the governor and suggesting joining in. Trustee Kalkanis: Thanked staff for continuing to address the issue with semi-trucks driving through a subdivision. Stated that she supports closing of Lockport Street for outdoor dining and need to clarify days of the week and hours that this will be done. Trustee Larson stated that she will defer comments on outdoor dining to the Workshop Meeting. Trustee Wojowski: Stated that he is critical of the way this crisis has been handled and thought that this meeting should have been held sooner. Stated that the Village should be working with other businesses and landlords outside of the downtown area. 7 Village of Plainfield Special Committee of the Whole Meeting Minutes – May 26, 2020 Page 2 Trustee Benton: Stated that he will hold off on his comments regarding outdoor seating to the Workshop portion of the meeting. Thanked Chief Konopek and the Police Department for their efforts and response with the semi-trucks driving through a subdivision. Thanked staff for taking the time to prepare and stated that the businesses that he has talked to have indicated they have been contacted by Jake Melrose. Trustee Bonuchi: Stated that she will defer comments regarding outdoor seating to the Workshop portion of the meeting. Stated that the Village needs to be working with other businesses as well. PUBLIC COMMENTS Clerk Gibas noted that 12 public comments were submitted for the Committee of the Whole Workshop: Michael Lambert submitted a public comment expressing concerns, raising questions, and offering suggestions on implementing street closures for outdoor dining. Robin Youell submitted a public comment objecting to the closure of Lockport Street for outdoor dining. Christopher Ptacek submitted a public comment supporting the closure of Lockport Street for outdoor dining. Michelle Deihl submitted a public comment expressing concern regarding the closure of Lockport Street for outdoor dining. William Sims submitted a public comment expressing concern regarding the closure of Lockport Street for outdoor dining. Tricia Fenili submitted a public comment expressing concern regarding the closure of Lockport Street for outdoor dining. Sue Moritz submitted a public comment expressing concern regarding the closure of Lockport Street for outdoor dining. Trevor Moore submitted a public comment supporting the closure of Lockport Street for outdoor dining and also suggested extending the closure from James Street to Illinois Street. Galey Kielian submitted a public comment objecting to the closure of Lockport Street for outdoor dining. Mark Baudler submitted a public comment regarding reopening up the Village. Shiela Raddatz submitted a public comment supporting the closure of Lockport Street for outdoor dining. L Baudler submitted a public comment supporting the closing of Lockport Street for outdoor dining. WORKSHOP 1)RESTORE ILLINOIS PHASE 3 IMPLEMENTATION Village staff reviewed the State of Illinois Phase 3 Reopening guidelines and noted that Phase 3 now includes outdoor seating for restaurants. Village staff introduced a proposed plan to close Lockport Street for outdoor dining. The plan included guidelines for the closure of Lockport Street, tables and 8 Village of Plainfield Special Committee of the Whole Meeting Minutes – May 26, 2020 Page 3 setup, and service. Staff noted that the plan is a collaborative effort between the Village and local businesses. A lengthy discussion ensued. The Mayor and the Board of Trustees provided input and feedback on the downtown dining plan, downtown retail businesses, and other businesses throughout the Village. There was consensus allowing the closure of Lockport Street for outdoor dining and for extending the hours and days of the of the road closure. Administrator Murphy stated that this weekend will be a trial for the downtown outdoor dining plan and staff will provide an update at the next Village Board Meeting on Monday. Mayor Collins pointed out the restaurants are allowed to have outdoor dining on the right-of-way during the week, this plan extends outdoor dining onto Lockport Street. Mary Harris, Human Resources Director, provided an update on staffing and protocols, PPE, signage, modifications to comply with social distancing, and policy and procedures training. Administrator Murphy addressed various functions moving into Phase 3 for internal procedures to prepare for municipal buildings opening to the public. Mayor Collins read the reminders.
