Commissioner Derrick was absent. Also, in attendance: Jessica Gal, Associate Planner, & Yuchen Ding, Associate Planner. Chairman Bortel led the pledge to the flag. APPROVAL OF AGENDA Commissioner Lucas made a motion to approve the agenda. Seconded by Commissioner Hendricksen. Voice Vote. All in favor. 0 opposed. Motion carried 8-0. APPROVAL OF MINUTES Commissioner Hendricksen made a motion to approve the January 9, 2020 Minutes of the Historic Preservation Commission as presented. Seconded by Commissioner Olsen. Voice Vote. All in favor. 0 opposed. Motion carried 8-0. CHAIR’S COMMENTS Chairman Bortel reminded the commission to complete their Statement of Economic Interests and of the International Building Code Workshop on February 19th. Chairman Bortel indicated that he is setting up another group tour of the Farnsworth House. COMMISSIONERS COMMENTS Commissioner Olsen asked staff the status of the Joliet Road COA fence. Mr. Ding stated staff is trying to work toward a resolution. Commissioner Olsen stated if the anyone has talked to the Building Department regarding this issue. Ms. Gal stated staff is working with the Building Department, too. PUBLIC COMMENT Chairman Bortel asked for public comment and there was no response. OLD BUSINESS Historic Preservation Logo Mr. Ding stated as staff is looking for direction and feedback from the Historic Preservation Commission regarding creating a new logo. Commissioner Hendericksen stated he likes the current logo and feels that changing the logo will be an issue, since the logo is already on plaques around town. Commissioner Hendricksen stated he is fine with changing the logo on the letterhead but wants the current logo used for the plaques. Commissioner Schmidt stated he does not like their current logo and likes all the logos staff has presented. Commissioner Schmidt advised staff on which logo he prefers. Commissioner Schmidt indicated that he would the logo to have a more modern look. Commissioner Olsen agrees that the logo needs an update. Commissioner Olsen stated she wants a logo that has the name of the commission incorporated into it. Commissioner Olsen indicated that refreshing the logo is a good thing. 3 Historic Preservation Commission Minutes February 13, 2020 Page 2 of 3 Commissioner Rapp disagrees with changing the logo to make it more modern because he feels the current logo fits with their modo. Commissioner Hendricksen suggested taking a vote of the logos presented. Ms. Gal stated that Mr. Ding was directed to create some sample logos. Ms. Gal stated the vote tonight is for if staff should continue to work on a new logo. Chairman Bortel stated the existing plaques will not be affected by a new logo. Mr. Ding indicated the logos he presented were samples and if the commission votes in flavor of staff to continue working on the logo, staff will work on creating a logo that will fit the plaque. Chairman Bortel stated the current logo was designed after the plaque was picked. Commissioner Hendericksen made a motion for staff to continue to work on a new logo to present to the Historic Preservation Commission at a future meeting. Second by Commission Hagen. Vote by roll call: Lucas, yes; Barvian, no; Schmidt, yes; Olsen, yes; Hendericksen, no; Hagen, yes; Rapp, no; Bortel, yes. Motion carried 5-3. NEW BUSINESS 1871-020920.COA 23817 W. Amboy St. Dave Jackson Ms. Gal stated the applicant is seeking a Certificate of Appropriateness (COA) in order to replace the roof on an existing residence. The subject residence is located within the East Side Historic District but is neither a landmark nor a contributing property. The current roofing material is a gray asphalt roof. The applicant intends to replace it with CertainTeed Landmark shingles in a similar color as the existing roof (see product information attached). The home was constructed circa 1960, according to the survey conducted by ArchiSearch Historic Preservation Consultants. Commissioner Olsen asked if the Building Department will be notified of the COA. Ms. Gal stated the Building Department will perform the final inspection and also receives a signed copy of the COA Agreement. Commissioner Lucas made a motion to approve the requested Certificate of Appropriateness for a new roof at 23817 W. Amboy Street, subject to the applicant executing a letter of agreement with the Village and Historic Preservation Commission. Second by Commissioner Hendricksen. Motion carried 8-0. 4 Historic Preservation Commission Minutes February 13, 2020 Page 3 of 3 Historic Preservation Text Amendment Ms. Gal stated together with text amendments proposed to other sections of the Zoning Code, Staff would like to bring forward for discussion potential text amendments to the Historic Preservation Ordinance of the Zoning Code (Chapter 9, Article XV). Specifically, Staff would like to discuss an administrative review process for in-kind replacement of roofs and other projects deemed as "minor work", which currently requires approval of a Certificate of Appropriateness by the Historic Preservation Commission. Staff is seeking input from the Historic Preservation Commission on projects that could be approved administratively, approved by the HPC, or exempt from approval in order to create a straightforward list for property owners and applicants. Staff would be seeking such input at a future workshop with the Historic Preservation Commission. Commissioner Hendericksen stated he is in favor of having maintenance items, such as roofs and paint, to be approved administratively. Chairman Bortel stated this has been discussed previously to have the HPC Chair and staff to approve minor work, such as roofs, administratively. Commissioner Barvian agreed with an administrative review for minor work. Commissioner Olsen asked if there will be comprehensive list. Ms. Gal stated that is what would be discussed at a workshop but could be either way with comprehensive list or something more general. Commissioner Hendericksen stated he wants to streamline the permit process for the applicant and maintain the integrity of the neighborhood. Commissioner Lucas agrees with his fellow commissioners. Chairman Bortel stated the administrative approval could still have a letter of agreement. Ms. Gal asked the commission’s opinion on internally illuminated signs in the central sign district, which includes the Downtown Historic District. Commissioner Hendericksen wants the signs to fit into the integrity of the neighborhood. Chairman Bortel stated historically the HPC has sided with what the ordinances allow. Commissioner Olsen asked staff to explain what an internally illuminated sign is. Ms. Gal explained what the current sign code allows. Mr. Ding read the definition of an internally illuminated as defined in the village zoning code. Mr. Ding indicated there has been an increase of illuminated signs requests in the downtown area. Mr. Ding stated if these signs are allowed it could change the ambiance of the downtown and staff wants to protect the historic value and uniqueness of downtown. Mr. Ding stated neon lighting is allowed. Mr. Ding stated there maybe a balance by allowing halo lighting or back lite signs. Commissioner Hendericksen stated he feels that they need to be conservative regarding the signs in the downtown. Commissioner Lucas also indicated he does not want the ordinance changed. Chairman Bortel stated the Village is looking for trees that are 100 years or older to recognize in May for Preservation Month. Commissioner Hendericksen suggested also to look for interesting species of trees. COMMISSIONERS COMMENTS No Comments. PUBLIC COMMENT Chairman Bortel asked for public comment and there was no response. OLD BUSINESS No Old Business. NEW BUSINESS 1876-030520.COA 14919 S. Bartlett Ave. Meyer Design Mr. Ding stated the applicant, Meyer Design, on behalf of the owner of 14919 S. Bartlett Avenue, wishes to modify the exterior of the building by proposing an addition under the existing second floor in the rear part of the house. Because the property is located in the East Side Historic District, this work requires approval of a Certificate of Appropriateness. Mr. Ding reviewed the staff report dated March 12, 2020. Mr. Ding concluded in advance of any public comment or discussion by the Historic Preservation Commission, staff supports the request for a Certificate of Appropriateness and believes that the restoration work is appropriate. Chairman Bortel stated the present house does not look like the historic photo because there was a fire at the house. Commissioner Derrick asked if we know the date of the fire. Commissioner Hendericksen estimated that the fire was probable 50 plus years ago. Commissioner Hendericksen explained why he supports the COA request. Commissioner Lucas stated is supports the COA request. 6 Historic Preservation Commission Minutes March 12, 2020 Page 2 of 2 Commissioner Derrick reviewed the changes that are being add to the existing structure. Mr. Ding confirmed. Commissioner Derrick indicated she support the addition but wanted to point out the changes that will be made to the existing structure. Commissioner Derrick stated the commission needs to decide if the addition post fire achieve significance, which she does not feel they can prove. Commissioner Rapp stated any changes to the front of the home would be easily noticed. Commissioner Derrick asked if the commission has any conditions to add to the motion. Commissioner Hendericksen stated he would like to add that if the applicant makes any changes to the presented plan they will need to come back to the HPC. Commissioner Derrick suggested adding in particular, but not limited to window placement and design, siding type and color, and massing and design to the addition must stay the same. Commissioner Derrick made a motion to recommend approval of the requested Certificate of Appropriateness for 14919 S. Bartlett Avenue, subject to execution of a Letter of Agreement with the HPC, applicant, and Village staff to accept the following conditions of approval: 1. Any design changes that deviate from what was presented in the plans dated 2/21/2020 and as presented in the HPC packet must be reviewed by the chair and the staff of the Planning Department. In particular, but not limited to window placement and design, siding type and color, and massing and design to the addition must stay the same. Second by Commissioner Barvian. Fox River Street – Winthrop Wright Residence (c.1882) - A late 19th century two story wood framed house with a cross gable roof built in a vernacular Cross-Plan that has been converted to commercial use in recent years. The main portion of the house remains visible behind a large enclosed front porch that dates from the 1920s. The porch has a low-sloped hipped roof and wood casement windows with a three-over-two light configuration. The north wing of the house has a window bay extension that may date from the 1940s. The windows are all original double hung set with casing surrounds. There is a newer one-story addition at the rear and the site has been altered for its newer commercial use. The house rests on a limestone foundation with the porch set over a rough-faced concrete block foundation. The entire structure has been clad in vinyl siding but it retains its overall massing and residential character. The house was likely built soon after the land was subdivided in 1882. Winthrop Wright and his wife, Roxanna, lived in the home until his death in 1902. Wright was a pioneer settler of Plainfield, a town supervisor in the 1850s, postmaster in the 1860s and a long-time dry goods merchant. ACTIVITIES/ COMMITTEES Landmark & District Designation Subcommittee - Meeting dates: May 2, 2019; June 4, 2019; August 1, 2019; September 5, 2019; October 3, 2019; November 7, 2019; December 5, 2019; January 2, 2020; February 6, 2020; and March 3, 2020.  LDDC met with Village Building Inspector to coordinate working together on Letters of Agreement and other issues with the HPC Public Outreach Subcommittee Tour of the home located at 15134 S. Fox River St. for landmark consideration. Village has reinstated the Rehabilitation Grant Program and funded it with $10,000 for 2020 – 2021 At the February 13, 2020 the HPC meeting they discussed updating their current logo and changes to the Historic Preservation Ordinance regarding COA “minor work”. February 19, 2020 – Hosted and attended International Building Code Workshop The Plainfield Historic Preservation Commission hosted a workshop on Building Codes and Historic Preservation on Wednesday, February 19 for interested Certified Local Governments. Building codes are the essential tools for the improvement of the built environment. The three-hour workshop was a presentation on building codes and historic preservation and their implementation and application focusing more on downtown properties than for residential ones. The first building codes focused on structural and fire safety, but today’s building codes also address topics of accessibility and energy conservation. Originally building codes were written for new construction but have since evolved with special codes for existing historic buildings. The 2003 International Existing Building Code (IEBC) marked a major change in evolution of building codes, including a choice of approaches or ‘code paths’ and a special chapter on historic buildings. Initially the Commission called fourteen Historic Preservation Commissions within twenty-five miles of Plainfield to ascertain if they might be interested in participating in a discussion of building codes and their effects on historic buildings. The treatment for historic buildings provides a range of options that are all designed to improve older buildings when they are renovated while respecting their historic character. The program examined current building codes and their application to existing and historic buildings based upon performance goals of health and life safety, accessibility and energy conservation. After the Commission reached out to the State Historic Preservation Office for guidance, we were directed to Mike Jackson, a preservation architect with more than 40 years of experience in historic preservation who previously worked for the Illinois Historic Preservation Agency. Mike covered topics of historic structures, various codes and their approaches and some of the typical issues and Frank Heitzman, an architect from Oak Park, covered the topic of “universal design,” and accessibility - a method of creating and modifying buildings for people with all levels of ability. We were also fortunate to include John Curley, a licensed Architect and the Chief Development Officer for the City of Aurora and the previous Chief Building Official for Aurora to dwell on some of the administrative issues as well as typical solutions - insight into the implementation and application of the IEBC. 22 HISTORIC PRESERVATION COMMISSION ANNUAL REPORT MAY 1, 2019 – APRIL 30, 2020 Approximately 65 representatives of Historic Preservation Commissions and/or building officials from Aurora, Elgin, Geneva, Hinsdale, Joliet, Kane, Kankakee and Will Counties, Lake Forest, Lockport, Oak Park, Oswego, Plainfield as well as an architectural firm from Bloomington and a construction code service from Elgin all attended the nearly 4 hour workshop and paid a nominal registration fee.
