A motion to approve a Level II Architectural/Site Plan Review, based on a finding that the proposed plans are consistent with applicable review standards, subject to the following conditions: 1. A Construction Traffic Management Plan shall be submitted and approved by the Gulf Stream Police Department prior to application for building permit and shall be followed during construction. 2. Comply with all National Flood Insurance Program requirements applicable to the addition. Basis for Recommendation: The architect has designed an attractive addition that nicely compliments the existing small scale and charm of the home. The proposed floor area is well below that permitted by the Design Manual. Minimum Flood Elevation The existing home is below the 7' elevation required by the Flood Insurance Rate Map (FIRM) for this area. As such, the home may not be improved in excess of 50% of the existing home's value. The property owner has submitted documentation from appraisers indicating the home's value to be $270,925 (structure). Documentation submitted by a licensed contractor shows the combined value (application #000 -09 and 002 -18) of the additions to be $ 78,600. National Flood Insurance Program (NFIP) provisions allow additions that are less than 50% of the existing structure's value to be constructed at the same elevation as the existing home. Code Requirements that must be met prior to issuance of a Building Permit: 1. Health Department approval of the septic system will be required prior to issuance of a building permit. If a building is "substantially improved ", it must be brought into compliance with Gulf Stream flood damage prevention regulations, including elevating the lowest habitable floor to or above the 100 -year flood elevation. Gulf Stream} following National Flood Insurance Program requirements has the responsibility to determine "substantial improvement" and has implemented the following procedures to do so: 1. Gulf Stream will estimate Market Value by using the tax assessment value of your structure (excluding the land), times 120 %. Example: Structure Assessment value x 120% = Estimated Market Value. We will also estimate Replacement Cost by multiplying the Square footage of the building by the average construction costs per square foot for the type and grade of structure or x S = replacement cost. If you may disagree with these estimates, you may hire a state licensed appraiser and submit a comparable property appraisal. 2. You must obtain and submit to Gulf Stream a detailed and complete cost estimate for all the reconstruction, rehabilitation, addition, or other improvements proposed to your building, prepared and signed by a licensed general contractor The contractor must sign an affidavit indicating that the cost estimate submitted includes all the costs of improvement to your home, not just structural. (see copy aitached� Information sheet. Page 2 Gulf Stream will evaluate the cost of improvements and determine if they are fair and reasonable. The cost of improvement does not include items not considered a permanent part of the structure. (i.e. plans, surveys, permits, sidewalks, pools, screens, sheds. gazebos, fences, etc. see attached copy.) 3. If it is determined that your building will be "substantially improved ", then an Elevation Certificate must be submitted to Gulf Stream to determine if the lowest floor elevation is in compliance with Gulf Stream ordinances, and the National Flood Insurance Program Requirements. Garages and carports are not considered to be the "lowest floor ". 4. If the lowest floor is below the 100 -year flood elevation, the building must be elevated to or above that level. Likewise, all electrical and mechanical equipment (heating and cooling, etc.,) bathrooms, and laundry rooms must be elevated to or above the 100 -year flood level. Only parking, building access, and limited, incidental storage is allowed below the flood level. If the lowest floor, electrical and mechanical, equipment, laundry and bathroom are already above the 100 -year flood elevation, the building can be improved, added on to, or reconstructed without further modifications. 5. Building plans must be prepared to show how the building is to be elevated. If located in a V -Zone, Coastal High Hazard Area, these plans must be prepared and certified by a registered professional engineer or architect.
