Brame File No. 04-118 Date of Adoption March 2~. 2004 AUTHORIZING A PROFESSIONAL SERVICES CONTRACT FOR ENGINEERING SERVICES WITH EKA ASSOCIATES FOR THE UEZ STREETSCAPE PARKING PLAN WHEREAS, the Borough of Carteret is in need of professional engineering and surveying services with regard to the municipal parking lot on Block 6704, Lot 6 as well as crosswalks and on-street parking for Washington Avenue between Pershing Avenue and High Street; and WHEREAS, EKA Associates, possesses the requisite knowledge, skill and experience to complete said engineering services; and WHEREAS, EKA Associates has submitted a proposal to provide the above described engineering services in an amount not to exceed $13,385.00, a copy of which is attached hereto; and WHEREAS, the Mayor and Council have reviewed said proposal; WHEREAS, the Chief Financial Officer has certified that funds are or will be available for said purpose. NOW, THEREFORE, BE IT RESOLVED by the Mayor and Council of the Borough of Carteret, County of Middlesex, State of New Jersey, as follows: 1. That the proposal of EKA Associates is hereby authorized to provide engineering services with regard to the UEZ Streetscape Parking Plan in the amount not to exceed $13,385.00 is hereby approved. 2. That annexed hereto is a copy of said proposal. 3. That this action is approved as an award of a professional services contract. 4. That a copy of this resolution be forwarded to the Borough's Purchasing Agent, EKA Associates, and the Borough Attorney. This will enable our firm to determine all the necessary boundary information. This survey will be based on deeds and surveys provided by thc Borough. Tile cost to prepare thc boundav/survey will be $1,295.00. A new topographic, survey ofth~ project area will be made. The fee for this survey w/il be $1,295.00. No independent tie to U.S.O.S. datum is included in this phase otthe proposal. If you wish, this service can be provided for you. PHASE 2.0 - SITE PLAN 1. Please note that if you have any comments or discrepancies relative to said invoices, t_hey should be submitted in writing within fourteen (14) days by certified mail. Our firm will provide plans for a municipal parking lot on Tax Lot 6 Block 6704 as well as crosswalks and on-street parking for Washington Avenue between Pershing Avenue and High Street. In support of this project, our firm will provide the following: PHASE 1.0 - BOUNDARY TOPOGRAPHIC SURVEY Our company will prepare the boundary survey of project area. This will enable our firm to determine all the necessary boundary information. This survey will be based on deeds and surveys provided by the Borough. The cost to prepare the boundary survey will be $1,295.00. A new topographic survey of the project area will be made. The fee for this survey will be $1,295.00. The original drawings produced for this project are the property of EKA Associates. Unsigned duplicates can be obtained by the client at his expense. 17. Sanitary sewer extension permit 18. Construction inspection services. ADDITIONAL CONDITIONS OF PROPOSAL Deliveries, printing, and reproduction costs will be added to each invoice and are part of the client's responsibility. Payment is expected within thirty (30) days o£the invoiced date. Any account over forty-five (45) days old will require a work stoppage on the project and a 1.5 percent per month service charge. PAYMENT SCHEDULE The entire sum will be due when finished plans are presented for submission. Il', at any time alter work is initiated, the client wishes to cancel or delay the outlined project, all work performed to date will become due and payable immediately. The total due on any uncompleted phase will be based on the schedule of hourly rates in effect at the time the work is done.
