There were present: Messrs. Beatty, Simons, & Dr. Leonard Absent: Messrs. Brown and Stokely Also present were W. H. Webb, Village Manager; Mary Village Clerk; and Fred Baisden, Pillage Attorney. fetterer� In the absence of the Mayor, Mr. Stokely, the Vic -Mayor Dr. . Leonard presided at the meeting. The minutes of the previous meeting of July 16, 1951 were read and approved. Mr. Webb said that,the engineers survey for the sidewalk Work on Collins Avenue mas still not complete, but that he would have enough time to get in bids and have the work completed before the start of the season, Mr. Simons said that .be believed the letter to,the club members. in answer to Mr. Barnes letter shauld be sent out. Mr. Webb said that this letter had been tabled`by council action until the utility assign- ments were cleared up. Mr. Baisden said he would check with s7. Therrel in the morning and inform Mr. Webb of the status of the assignments. Mr. Webb said that after Mr. Baisden called he would check with Mr. Stokely about sending out the letter. Dr. Leonard brought up the subject of the signs in front of the Emerald Isle Hotel and remarked thatbe had noticed the four object- ionable signs had not been changed into entry way columns.' Mr. Webb said that hewould see Mr. Henry in the morning endifhe refused to charge them as he had agreed Wisthe signs would be removed by the village. Mr. Webb. said that Mr. Smith, the Town Manager of Surfside, had 'approached him and said that the Surfside council had appropriated money to construct a bulkhead on their part of 96th Street and wondered if Bel`Harbour wanted to do their side at the same time. After discussion it was moved by Mr. Beatty, seconded by Mr. Simons, and unanimously voted that Bel Harbour Pillage was not interested in constructing a wall at this'time. Mr. Webb informed the members that the legislature had passed an act enabling municirnlities not cotered by a pension plan -to take advan- tage of the Social Security act and said he would contact the employees and see if they wished to come under the Social,Security Act. The Council then examined the audit of the village for the ten months period ending July 31, 1951. Webb, Village Manager; Mary Wetterer, Village Clerk; and Fred Baisden, Village Attorney.• The minutes of the previous meeting of August.2O, 1951 were read and wee motion, of Mr. Brown, seconded by Dr. leopard, . the minutes were approved, Mr. Webb read to the council a letter frcmr,Mr.:Charles F. Henry regarding the signs in:front of the Emerald Isle Betel.which. as yet had not been changed, `After discussion it was moved by Mr, Brown, seconded by Dr. Leonard, that Mr. Henry's letterisii acknotledged and he was to.be informed that the signs are to'changed10 ones acceptable to the council ' before. the hotel `is opened in the fall,; acid that Mr. Henry should appear. at the next council meeting with hie plan for the signs. Mr. Webb told the council that he had talked with the village employees and they mere all in favor of participating in the Social Security. Act governing municipal employees and that he had attended a meeting that day at which the program was outlined. After discussion it wee moved by Mr. Brown,seconded by Mr. .Simons, that inasmuch as the Bel Harbour employees.were in -favor of'ccming under the Social Security Act the plan would be approved with deductions starting on October 1st, 1951, and unanimously voted. Mr. Webb then
