RESOLUTION AUTHORIZING PARTICIPATION OF THE BOROUGH OF
CARTERET IN THE STATE DEVELOPMENT AND REDEVELOPMENT PLAN
(State Plan) CROSS-ACCEPTANCE PROCESS
WHEREAS, The State Planning Act of 1985 (N.J.S.A. 52:18A-196 et. Seq.) created a
State Planning Commission and an Office of Smart Growth for the purpose of
establishing a cooperative planning process that involves the full participation of state,
county and local governments; and
WHEREAS, the State Planning Act states that New Jersey needs integrated and
coordinated planning in order to conserve its natural resources, to revitalize its urban
centers, to provide affordable housing and adequate public facilities at a reasonable cost,
to promote equal social and economic opportunity for New Jersey's citizens, and to
prevent sprawl and promote the suitable use of land; and
WHEREAS, the primary duty and responsibility of the State Planning Commission
under the State Planning Act is the preparation of a "State Development and
Redevelopment Plan"; and
WHEREAS, the State Planning Act also provides that the State's municipalities are to
have an essential role in the development of the State Plan through their participation in
the Cross-acceptance process to be conducted under the Act; and
WHEREAS, the Cross-acceptance process is the primary vehicle under the Act for
promoting vertical coordination and integration of State, county and local plans by
affording county and municipal governments a full and open opportunity to be involved
in reconciling inconsistencies between state and local policies; and
WHEREAS, The Board of Chosen Freeholders of Middlesex County has concluded that
it is appropriate, necessary and in the County's interest to fully participate in the
development of the State Plan through the full and active participation of the County
government, including in particular its Planning Board and its Office of Zoning and
Planning, in the Cross-acceptance process,
NOW, THEREFORE, BE IT RESOLVED by the Carteret Borough Council of the
County of Middlesex as follows:
1. That the Carteret Municipal Planning Board is hereby
authorized and directed to carry out the Cross-acceptance
process pursuant to the State Planning Act, N.J.S.A. 52:18A-
196 et. seq. and the State Planning Rules N.J.A.C. 17:32 and
any other miles promulgated by the State Planning
Commission for this purpose;
2. That the Carteret Municipal Planning Board shall coordinate
with the County or Negotiating Entry in their preparation of a
proposed work program and schedule for municipal and county
Cross-acceptance and Negotiating Entry shall submit said work
program and schedule to the New Jersey Office of Smart
Growth by the appropriate date;

3. That the Carteret Zoning and Planning Office shall provide
staff assistance to the County Planning Board or Negotiating
Entity in order to prepare a Cross-acceptance Report and
successfully complete the Cross-acceptance process;
4. That all other Carteret Municipal Departments and Agencies
shall cooperate with the Municipal and County Planning Board
or Negotiating Entity and provide information and furnish such
documents as may be required.

The New Jersey State Planning Commission has recently announced that the third round
of Cross-acceptance for the New Jersey State Developmem and Redevelopment Plan is about to
As in the previous rounds of cross-acceptance, Middlesex County is being asked to
coordinate the process for our area. The Middlesex County Plalaning Board is requesting the
Middlesex County Board of Chosen Freeholders to formally designate the County Planning
Board as the "Negotiating Entity" for the County.
In this round of Cross-acceptance the State is also asking that each municipality in the
County agree by Resolution to participate in the process. A sample Resolution, known as the
''Notice of Participation for Municipalities", has been prepared by the Office of Smart Growth. I
have included a copy with this letter for your use. Upon your municipality's adoption of the
Resolution, please forward a certified copy to Mr. William Kmse, Assistant Planning Director at
the above address. The Resolution must be included in our Cross-Acceptance Report to the State.
I have also included a copy of Middlesex County's Scope of Work for the Cross~
acceptance Process. As you can see there is a substantial amount of work in a relatively short
period of time. As part of our Scope of Work submission to the State we have requested g~ant
funds to support our efforts plus some funding to assist our municipalities. We do not know yet
whether the State will provide the funding we have requested. However, should we receive the

requested grant funding, municipal assistance will depend on our receipt of a municipal "Notice
of Participation" Resolution.
The primary mechanism for municipal participation in the Cross-acceptance Process will
be the Middlesex County Smart Growth Task Force. A copy of our Task Force mailing list is
also enclosed. If your municipality is not represented, please consider designating a
representative. Please provide Mr. ICa-use with the name, address, daytime phone number and, if
available, an e-mail address for your representative.
The Middlesex County Planning Board looks forward to your municipality's active
participation in this important process.

Whereas, the Middlesex County Planning Board concludes that it is appropriate, necessary and in the
County's interest to fully participate in the development of the State Plan through the full and active
participation of Middlesex County government, including in particular its Planning Board and its
Depmhuent of Planning, in the eross-acceptance process; and
Whereas, for Middlesex County to actively participate in the eross-acceptance process it is necessary
for the Middlesex County Board of Chosen Freeholders to adopt a formal Resolution of"Notice of
Participation of the Negotiating Entity for Middlesex County"; and
Whereas, the Middlesex County Plauning Board is the most appropriate group to act as the
Negotiating Entity for Middlesex County; and
Whereas, the New Jersey Department of Community Affairs has announced that applications for
grants for County participation activities in the cross-acceptance process can be submitted to the Office
of Smart Growth by March 31, 2004; and
Whereas, the staff of the Middlesex County Planning Depat-h~ient has prepared a 2004 Cross-
Acceptance Grant Application and accompanying materials including a scope of work and budget for
submission to the Office of Smart Growth pursuant to the requirements of the Department of
Community Affairs; and

Whereas, the Middlesex County Planning Board reviewed and discussed the grant application at its
meeting of March 9, 2004.
Now, therefore, be it resolved that the Middlesex County Planning Board does hereby endorse the
2004 Cross-Acceptance Grant Application and supporting materials as attached and made part of this
Resolution; and
Further be it resolved, that the Middlesex County Planning Board does hereby authorize the
submission of the 2004 Cross-Acceptance Grant Application and supporting materials as required to
the Office of Smart Growth; and
Further be it resolved, that the Middlesex County Planning Board recommends that the Middlesex
County Board of Chosen Freeholders complete the following:
1. Adopt a Resolution that meets the States requirements for the Notice of Participation for
Negotiating Entities,
2. Authorize and direct the Middlesex County Planning Board to carry out the Cross-
acceptance Process as the negotiating entity for Middlesex County pursuant to the State Planning Act,
NJSA 52:1 SA-196 et. Seq. and the State Planning Rules, NJAC 17:32 and any other roles promulgated
by the State Planning Commission for this purpose,
3. Authorize and direct the Middlesex County Department of Planning to provide staff
assistance to the County Planning Board in order to prepare a Cross-acceptance Report and
successfully complete the Cross-acceptance Process in Middlesex County,
4. Direct that all other Middlesex County Departments and Agencies shall cooperate with the
County Planning Board and provide services and/or information and furnish such documents as may be
required, and
5. Authorize the submission of the 2004 Cross-Acceptance Grant Application and supporting
materials as recommended by the Middlesex County Planning Board to the NJ Department of
Community Affairs, Office of Smart Growth, and
6. Authorize the Freeholder Director to execute a contract agreement with the State of New

SCOPE OF WORK - MIDDLESEX COUNTY
CROSS ACCEPTANCE PROCESS
FOR THE THIRD STATUTORY REVISION AND RE-ADOPTION OF THF
NJ STATE DEVELOPMENT AND REDEVELOPMENT PLAN
SUMMARY STATEMENT
The Middlesex County Planning Board has directed the staff of the Middlesex County Planning
Department to prepare a scope of work for the third round of State Plan Cross Acceptance.
In the interest of continuing the strategic planning process that has been ongoing at Middlesex
County, the Middlesex County Planning Board desires to conduct the State Plan Cross Acceptance
process so that the County's strategic planning issues, goals, and objectives are reflected and that
endorsed plan status can be achieved.
The Middlesex County Planning Board, therefore, seeks to:
1. Organize the Cross Acceptance process to focus on the seven strategic planning areas
identified in the County's strategic planning process (see Figure 1) ~ to establish the basis
for stronger inter-municipal and county-wide coordination on planning issues;
2. Identify, review, evaluate and arrive at agreement on the issues, goals and objectives raised by
the third Statutory Revision process for the proposed, revised NJ State Development and
Redevelopment Plan to be released by the State Planning Commission on April 21, 2004;
3. Provide sufficient opportunities for all interest groups, municipal officials, county.officials and
the general public to review, comment on and participate in the cross acceptance process for
the revision of the NJ State Development and Redevel .opment Plan;
4. Provide a suitable format for discussion with the State Planning Commission and the Office of
Smart Growth of the issues, goals and objectives determined to be of concem to Middlesex
County and its municipalities; and

5. Arrive at a consensus between the State, County and its municipalities regarding the
recommendations to be adopted as part of the third Statutory Revision of the NJ State
Development and Redevelopment Plen_. This will include agreement on "endorsed plans' for
the County and the seven strategic planning areas identified by Middlesex County and
agreement on mechanisms for effective inter-municipal and municipal to County coordination.
_STATEMENT OF TEAM QUALIFICATIONS AND PROJECT ADMINISTRATIC;:
The Middlesex County Cross Acceptance 1~! Process will be conducted by the staffof the Middlesex
County Planning Department as follows:
George M. Ververides, PP, AICP, Director of County Planning
Mr. Ververides has over 45 years of experience in planning and has served as Director of
Planning for Middlesex County for t7 years.
Mr. Ververides participated in both prior rounds of Cross Acceptance.
William J. Kruse, PP, AICP, Assistant Planning Director
Mr. Kruse has over 33 yearn of experience in planning and has served as Assistant
Planning Director for 22 years.
Mr. Kruse is the Manager of the Environmental, Parks and Comprehensive Planning
Division of the Planning Department. He supervised the Divtsion staff in the conduct of
both prior rounds of State Planning Cross Acceptance in Middlesex County.
Matthew D. Flannery, PP, Supervising Planner
Mr. Rannery has over 32 years of experience in planning and has been in his current
position for 10 years. He is responsible for demographic analysis and comprehensive
planning under Mr, Kruse's direction. He participated in both prior rOunds of Cross
Acceptance.
Alexander Zakrewsky, Principal Planner
Mr. Zal(rewsky has over 8 years experience in planning. He is responsible for the
Division's Geographic Information System and coordinates GIS analysis activities within
the Division.

Lori A. Kahel, Secretarial Assistant- Stenography
Ms. Kahel has over 20 years of professional experience. She has provided administrative
assistance to the Environmental, Parks, and Comprehensive Planning Division for 5 yearn. Ms.
Kahel participated in the second round of Cross Acceptance.

SCOPE OF WORK
The County of Middlesex will implement the following tasks:
Task t - Cross Acceptance Grant Application
1.1 Conduct a County-wide meeting to descnT~e the Slate Plan Cross Acceptance
Process and identify the goals and objectives and strategy of the Cross
Acceptance Process in Middlesex County.
· A meeting of the Smart Growth Task Force was held on February 17, 2004
(See attached Minutes and attendance. The full notification list for the Smart
Growth Task Fome is also attached.)
1.2 Participate with the Office of State Planning to schedule and hold the Statotory
Public Information Meeting on the _State Plan in Middlesex County. (June 8, 2004
at 7:00 p.m. has been confirmed.)
1.3 Mr. William Kruse, Assistant Planning Director attended the Cross Acceptance
Grant application meeting held at the NJ County Planners Association meeting on
February 20, 2004.
1.4 Present the proposed Grant Application Package to the Middlesex County
Planning Board for approval on March 9, 2004.
1.5 Submit the grant application to Office of Smart Gmwih (,odor to March 31, 2004)
Task 2- Designation of the Official Local Negotiating Committee (LNC) for Middlesex County the
Middlesex County Planning Board.
2.1 The Planning Board (LNC) will be informed regarding the status of the Cross
Acceptance process at its monthly meetings (2"~ Tuesday of each month, except
for July and August when no meetings are held).
2.2 Designation of the County Planning Board will be accomplished by the adoption of
a Resolu~n (Notice of Participa'don) by the Middlesex County Board of Chosen
Freeholders on April 1, 2004.

Prepare the County's official Cross Acceptance Report containing the following eleme~its:
5.1 A review of adopted County and municipal land use, open space and recreation,
transportation,, housing, public facilities, water supply, wastewater, stormwater,
and other infrastructure plans to determine the degree that provisions of the State
Plan are incorporated in the local plans. State Plan previsions to be analyzed
include:
· Key concepts;
· Planning area policy objectives;
· The State Plan data base mapping provided by the OSG.
5.2 identification of all issues, goals, objectives, and recommendations of the State
Plan or the revL~d State Plan that are determined to require discussion and
resolution in the negotiation process. This task will include preparation of the
agenda for the joint local negotiating committee and the State Planning
Commissi~ meeting(s) to discuss the State Plan.
5.3 Identification of Issues, goals, objectives and recommendations of County and
municipal plans that are inconsistent with the State Plan or the revised .State Plan
as agreed to in the negotiation Pre(ess. This will be prepared based on responses
by County and muniolpat participants in the Smart Growth Task Force.
5.4 Identification of the status of designated centers in Middlesex County and
determination of the extent to which designated urban centers, regional centers,
towns, villages and hamlets have followed their "planning implementation agendas
(PIAs)' and any conditions placed on the centers by the State Planaing
Commission in the course of their original designation.

The meeting was called to order at 6:05 pan. Mr. Kruse welcomed the attendees and thanked
everyone for their participation. He expressed Freeholder Femicola's regrets since she was unable to
attend this evening's meeting. The minutes of the December 9, 2003 meeting were distributed for review.
Mr. Kruse made a presentation on the increasingly popular"charette" technique ofplann!ng for
future growth. The example shown involved a community development plan for a historic mining area in
British Columbia. The effort was to encourage resident and governmental participation a redevelopment
plan for a mining operation that was no longer functioning. The area included expansion of residential,
dommercial, and research facilities in conjunction with the historic site. The plan recommends the
restoration and redevelopment of the mining operation and the development of commercial and other land
uses making it a tourist atlraction and research facility. The tmique location with its historical significance
lends itself to an attraction type development which would allow for tourism. The plan provides for a
"highway section" that allows the use of rail, vehicles, and a pedestrian bicycle path. The second
component of this community is residential with additional commercial and community land uses.
Mr. Kmse explained that the next round of State Plan Cross Acceptance is scheduled to begin on
March 31, 2004. He made a presentation on this process. The preliminary State Plan will be released on
March 31 which will start Cross Acceptance RI which will extend from 2004 until early 2005. The State's

municipal participation and effective state agency participation using various
techniques.
2. Creation of the "Smart Growth Resource Forum" to assist in the cross acceptance
process.
3. Align the state agencies to support tho State Plan - Have "100 Programs" in place to
encourage consistency with the State Plan.
The Office of Smart Growth has re/eased a key date schedule. A Smart Growth Resource Forum
meeting will be held during the week of February 20 that will provide guidanca on the Cress Acceptance
Grant Application process. Grant applications are due on March !0, 2 '

will receive any funding. Staff is in the process of putting together a grant application for County
Planning Board endorsement. Awarding of grants and release of the NJ State Developmem and

due no later than May 10. A sample Notice of Participation for Manicipallties was distributed. Ia the
middle of April, the county will be coordinating/nformation Meetings with the Office of Smart Growth.
The actual meetings will be held beIween May 14 and June 28. Submission of tho initial Cross
Acceptance Report is due by September 30. The negotiation phase will take place between October 1 -
December 30, 2004. The final report and outcome is due January I - February 1, 2005.

The Scope of Work Outline was reviewed as foliows:
1. Use the Smart Growth Task Force already in p~ace for public and municipal partieipatlon.

2. Focus on Strategic Planning Areas as the primary theme fOr Cross Acceptance HI.

Acceptance requirements. (Visionaing)
A key factor in ~his round of Cross Acceptance, is that greater municipal participation is required.

The Office of Smart Growth has provided a Data Base for Cross Acceptance Mapping.
Comments and corrections will be compiled and submitted to the Office of Smart Growth; This will be
discussed later in the meeting.
The following required elements must be included in the Cross Acceptance Report:
1. Identify level of consistency of municipal, county and other plan implementation
mechanisms with each other and the current State Plan
2. Identify the degree to which municipal and county plans have incorporated '~key concepts

Mr. Kruse encouraged the municipalities to participate. It is hoped that the stakeholders who have
an interest in Planning in Middlesex County will also participate. Mr. Kmse entertained questions from
the Task Force Members. Mr. Choplick asked how the municipalities would receive the information on
this process. Mr. Kmse stated that the municipalities would receive letters to encourage participation. Mr.
Latini stated that the municipalities have already received information on the cross acceptance process.
Mr. Marshall asked how the mapping would be handled since some municipalities do not have
GIS capabilities. OSG stated in the past that there was a way to access the mapping through their web
site, but it doesn't seem to work. Mr. Latini will follow-up with the OSG staff. He also stated thai some
municipalities that do not have GIS capabilities have contacted OSG to receive bard copies of their maps.
Mr. Kmse sta~ed that the paper versions of the maps are not very useful to actually review the information
that is provided. Staffhas reviewed the data layers that were provided byOSG. They have identified
those data layers that have information relevant to Middlesex County. Staff can provide the coverages to
those municipalities who have the capability of utillzlng them. If paper copies are reqansted, they would
have to be obtained from OSG. Mr. Latini stated that the prelim;nary maps were already forwarded to the
municipalities in a PDF fommt, Another mailing will be done to the municipalities on release of the Plan
in March. Tho Task Force members reviewed each of the data layers. Improvements or changes until the
year 2025 should be identified for transmission to OSG. Ms. Valentin encouraged the municipalities to
forward their comments on the maps to OSG since the comment period has been extended until
February 28. A copy of tho comments should also be forwarded to the Planning Board staff. It appears
that there will be updated coverages to be reviewed. Staff requested that the OSG forward the updated
data as soon as possible so a thorough review can be done. The municipalities will be notified when the
updated data is available for review.
Mr. Stollen questioned if neighboring communities would have input on projects in his
commllulty. Mr. Kruse explained that the cross acceptance process is to reach agreement on the policies
.and recommendations of the State Plan. Also, a component is to come to some agreement on the planning
issues and infrastmcttLre needs that are ora regional basis. The plan does not intend to get down to
specific local issues and concerns that don't impact the region.
Mr. Kmse gave a status report on the strategic planning process. Staffhas updated the Group I
Plan to reflect a recommendation by Perth Amboy regarding an urban center delineation. The document
was provided to OSG to initiate the process of moving toward plan endorsement for the Group I Strategic
Planning Area Plan in the near future. In respect to the Group H Plan, ataffhas begun to receive

comments on tho project mapping that was distributed to alt the municipalities in the Group H area. Staff
is in the process of reviewing the comments that have been submitted.
Mr. Kmse updated the Task Force members on tho East Coast Greenway Route Proposal. A
report is due to bo released by the Consultants hired by DOT within the next month. I-Ie explained the
proposed route. The involved municipalities have been asked to review the route corridor. He encouraged
the involved municipalities to review the proposal if they have not already done so.
Mr. Kruse stated that given the limited resources, staffhas not initiated the Group III SPA
activities. It is hoped to begin activities within the next few months.
The next meeting will take place on April 13, 2004 at 5:30 p.m.

Middlesex County Planning Department staff will be reviewing the mapping and data submitted by
the State.
The results of the staff review will be reportgd to the County's Smart Growth Task Force at its next
meetlng.seheduled for February 17, 2004. Those attending the Task Force meeting will have an opportunity
to comment on and add to the Co~lnty staff's review.
The Slate Planning Commission has indicated thai it intends to begin the formal 2004 Cross
· Acceptance Process with the. presentation of a revised State Plan Policy Map. That map will be made public
ia March of 2004. In light of this schedule ii is necessary that comments on the just distributed mapping and
data be submitted to the State as soon as possible. Information regarding submission of comments to the
