THE CITY OF RICHMOND, INDIANA, OCTOBER 23, 2008
The Board of Public Works and Safety of the City of Richmond, Indiana, met at 5:00 P.M., Thursday,
October 23, 2008, in the Community Room at the Municipal Building, 50 North 5th Street, Richmond,
Indiana. In attendance were Board Members Vicki Robinson, Dian Lawson and Mary Jo Flood. Also
attending were Assistant City Attorney Kim Vessels, Director of Public Works and Engineering Greg
Stiens and Michael Beard from Whitewater Construction.
The following business was conducted:
CALL TO ORDER
Robinson called the meeting to order and noted for the minutes that all board members and legal counsel
were present.
APPROVAL OF MINUTES
Robinson made a request to the board to approve the minutes for the October 16, 2008 meeting. Lawson
made a motion to approve with a second by Flood. The motion was unanimously passed.
CLAIMS FOR PAYMENT
Robinson made a request to the board to approve the claims for payment for October 24, 2008 in the
amount of $668,431.83. She explained of that total $530,324.57 was paid to the Public Employee
Retirement Fund, (PERF), for employer and employee share of retirement, $48,885.25 was paid to
Brackney for the Hayes Arboretum Culvert Project and $29,805.00 was paid to Rose View Transit for
Operating and Capital Grant match. Flood made a motion to approve with a second by Lawson. The
motion was unanimously passed.
STREET CLOSURE EXTENSION
A. Robinson made a request to the board that was submitted by Captain Terry Hopkins for the
approval of a week extension for the Richmond Sanitary District Culvert Installation at the
700 block of Hidden Valley Drive and the 500 Block of SW 20th Street to continue until
Friday, October 31, 2008. Lawson made motion to approve with a second by Flood. The
motion was unanimously passed.
STREET CLOSURES
A. Robinson brought to the board a request that was presented by Director of Public Works and
Engineering Greg Stiens and Michael Beard from Whitewater Construction for the approval
of street closures for the Whitewater Construction Repairs. They are as follows:
1. 6T" & EAST MAIN (WEST CROSSWALK) — NOVEMBER 3RD & 4T"
2 7 T" & EAST MAIN (WEST CROSSWALK) — NOVEMBER 5 T" & 6 T"

Lawson made a motion to approve with a second by Flood. The motion was unanimously
passed.
SIDEWALK CLOSURES
A. Robinson made a request to the board to approve the sidewalk closure at the 700 block of
East Main Street (North & South sidewalks) on November 14th to November 17th for
Whitewater Construction Repairs. Flood made a motion to approve with a second by
Lawson. The motion was unanimously passed.
NOISE VARIANCE
A. Robinson made a request to the board to approve a Noise Variance for after hours
construction work being performed from 6:00 PM to 2:30 AM from November 3rd to
November 17th for the Whitewater Construction Repairs. Lawson made a motion to approve
with a second by Flood. The motion was unanimously passed.
ADJOURNMENT
There being no further business, on a motion duly made, seconded and passed unanimously. The meeting
was adjourned.
