Minutes of the Committee of the Whole Workshop of the President and the Board of Trustees
Held on May 11,2020

Mayor Collins called the meeting to order at 7:29 p.m. Board Present: Mayor Collins, (Electronic),
Trustee Bonuchi (Electronic), Trustee Calkins (Electronic), Trustee Kalkanis (Electronic), Trustee
Larson (Electronic), Trustee Wojowski (Electronic), and Trustee Benton (Electronic). Others
Present: Brian Murphy, Village Administrator(Electronic); Jim Harvey, Attorney (Electronic);
Michelle Gibas, Village Clerk (Electronic); Allen Persons, Public Works Director(Electronic); Jon
Proulx, Planning Director(Electronic); Lonnie Spires, Building Official (Electronic); Traci
Pleckham, Management Services Director(Electronic); Rick Kaczanko (IT Director); Joan Meyers,
Attorney (Electronic), and John Konopek, Chief of Police (Electronic).
Trustee Larson moved to approve the Minutes of the Committee of the Whole Workshop held on
March 9, 2020. Second by Trustee Benton. Voice Vote. All in favor, 0 opposed. Motion carried.
PRESIDENTIAL COMMENTS
Mayor Collins reminded everyone to be mindful of social distancing and to wear face coverings.
TRUSTEE COMMENTS
Trustee Larson expressed concern with the reopening phases identified by the State. Trustee Larson
stated that the Village should be more vocal without being aggressive or bringing negative attention
that would further escalate the issue. Administrator Murphy pointed out that staff has been working
with the Will County Governmental League and the Illinois Municipal League.
Trustee Wojowski expressed concern regarding the legality of the extension of the emergency
lockdown and expressed concern regarding our region.
Trustee Benton:
• Stated that Moe Joe's is holding a fundraising event and all the proceeds from the food sales
on Tuesday, May 12 will go directly to the employees.
• Stated that he would like to get things open as well and wants to make sure that it is done
correctly.
PUBLIC COMMENTS
Clerk Gibas noted that no public comments were received for the Committee of the Whole
Workshop.
WORKSHOP
1) DES PLAINES STREET PARKING AGREEMENTS
Mr. Jon Proulx stated that staff has been working with Plainfield Township and owners of a parcel on
DesPlaines Street adjacent to the Village's north DesPlaines Street parking lot to pursue a joint effort
to expand the public parking in this area by approximately 60 spaces. The majority of the new
parking would be constructed on land owned by Plainfield Township. The parking lot would also
occupy a narrow strip of land across the southern portion of the lot that is privately owned.

There was some general discussion and overall support for the project. Staff will continue working
on the project and will bring forward the necessary documents for approval at a future Village Board
Meeting.
Mayor Collins read the reminders.
Trustee Bonuchi moved to adjourn. Second by Trustee Benton. Voice Vote. All in favor, 0 opposed.
Motion carried.
The meeting adjourned at 756 p.m.
