RESOLUTION AUTHORIZING A PROFESSIONAL SERVICES
CONTRACT FOR ENGINEERING SERV/CES WITH T&M
ASSOCIATES - DOROTHY STREET PUMP STATION
INFLUENT SEWER UPGRADE
WHEREAS, the Borough of Carteret is in need of specialized engineering
services with regard to the Dorothy Avenue Pump Station Influent Sewer
Upgrade; and
WHEREAS, the Borough's Consulting Engineers, T&M Associates, possess the
requisite skill and expertise to provide said services; and
WHEREAS, T&M Associates has submitted a proposal to provide said
engineering services at a total cost not to exceed $27,500.00; and
WHEREAS, the Mayor and Council have reviewed said proposal;
WHEREAS, the Chief Financial Officer has certified that funds are or will be
available for said purpose.
NOW, THEREFORE, BE IT RESOLVED by the Mayor and Cotmcil of the
Borough of Carteret, County of Middlesex, State of New Jersey, as follows:
1. The proposal from T&M Associates for engineering services
related to the Dorothy Street Pump Influent Sewer Upgrade at a
total cost not to exceed $27,500.00 at the rate set forth in T & M's
existing contract with the Borough is hereby approved.
2. Annexed hereto is a copy of said proposal.
3. This action is approved as an award of a professional services
contract.

Dorothy Street Pump Station Influent Sewer Upgrade
(a.k.a. Itermann Street Sanitary Sewer Replacement)
Dear Mayor Reiman:
We are pleased to provide this proposal for engineering services for upgrading the sanitary
sewer from the Riverview Avenue/Dorothy Street intersection to the Dorothy Street Pump
Station. As reported by Borough personnel, there is an undersized 8-inch sanitary sewer
that conveys sewage from the manhole at the referenced intersection into the Dorothy
Street Pump Station. In addition, excessive turbulence has been observed in this manhole
due to the lack of a drop connection where the Dorothy Street line comes in.
It is our understanding that during wet weather, the capacity of this server and the drop
configuration results in backups particularly on Hermann Street. Review of the Borough
sewer plans indicate there is a large tributary area to this 8" sewer and the sewer pipes
immediately upstream are 12" and 8" diameter. Observations during high flow conditions
indicate the Dorothy Street station does not cause the backup of flow due to lack of pmnp
capacity. Further, if the flow were to be conveyed more quickly to the station, pump
capacity would still be adequate. Accordingly, it is proposed to replace this sewer with a
larger diameter sewer and improve the drop connection to alleviate the above problems. (It
is important to note that elimination of the surcharging conditions that occurs on the
Hermann Street is one of the issues to be addressed in order to have the sewer ban in West
Carteret lifted.)
The scope of work involved in preparing the design plans and specifications is as follows:
1. Field survey of the sewer and topography from the Riverview Avenue/Dorothy Street
intersection to the Pump Station and acquisition of t the route of
the proposed sanitary sewer.
2. Estimate upstream sewage flow to the sewer .at~,~tRiverview ~v: i Dorothy

(a.k.a. Hermann Street Sanitary Sewer Replacement)
3. Prepare construction plans depicting the proposed Dorothy Street Pump Station
influent sewer improvements from the Riverview/Dorothy Street intersection to the
pump station and the construction of an appropriate drop connection and channel
improvements in the referenced manhole. It is anticipated there will be one to two
construction plan sheets and one construction detail sheet.
4. Prepare construction specifications including proposal form, information for bidders,
general conditions, special provisions, and tecbafical specifications.
5. Prepare permit application tbr NJDEP Treatment Works Approval. It is assumed
check for the application fee will be provided by the Borough.
6. Assist the Borough in advertising the project for bids, answering contractor questions
during the bid period, receiving bids, and making a recommendation of award.
The scope of work related to contract administration and inspection services is as follows:
1. Prepare contracts for execution by the Contractor and the Borough.
2. Review contracts, bonds, insurance prior to execution by the Borough.
3. Arrange for and attend a preconstruction conference.
4. Review shop dra~vings for materials and plan for bypass pumping.
5. On-site observation of the construction of the sewer upgrades and site restoration upon
completion of the ~vork.
6. Miscellaneous contract administration including job meetings, correspondence, review
and processing of payment requests, and project closeout.
Our fee for the above professional services will be $27,500. Labor and expenses xvili be
billed in accordance ~vith our standard billing rates. Upon Borough authorization, ~ve will
immediately commence work on this project and anticipate completion of the plans and
specifications and submittal to the Borough for authorization to bid within 30 days. It is
