THE ~oOSITIONS OF DI]IECTOR OF ENGINEERIMS AND SECRETA?.Y/!LECE PTIO_~IST. BE IT P~SOLVED by the Town Council of the Town of I~esburg, Virginia, as follows: That additional position classification descriptions as des- cribed in a memorandum from the manager dated January 13, 1977, for the positions of Director of Engineering and Secretary/Recept- ionist are hereby approved and shall be added to Section II of the Leesburg Personnel ?lanual. Attest: ~lerk of~UnCil Mary 7~nne Newman, Mayor Town of Leesburg Administrative-Clerical Group Grade 4 SECRETARY/RECEPTIONIST GENERAL DUTIES: Performs reception duties for all town departments except police and finance; is phone attendant for all departments except police; is secretary to Assistant to Town Manager and Director of Engineering, and p~rforms related duties as required. (Presently part-time position). DISTINGUISHING FEATURES: Maintains a pleasant and helpful attitude while referring the public to appropriate town offices; performs secretarial and clerical duties for Assistant to Town Manager and Director of Engineering. REPRESENTATIVE EXAMPLE OF TASKS: (Illustration only) 1. Is telephone attendant and receptionist for general ad- ministrative offices. 2. Routes mail unopened (except for Assistant to Town Manager and Director of Engineering) to appropriate secretaries for distribution; also postmarks and mails all outgoing cor- respondence. 3. Periodically ~minimum once per shift) visits each work station (except police) to collect and distribute inter-office memoranda and correspondence. 4. Is secretary to Assistant to Town Manager and Director of Engineering. 5. Assists Executive Secretary, Clerk of Council and Departmental Secretary as required. 6. Distributes various town maps, brochures and other documents as requested. 7. Performs related duties as required. MINIMUM EXPERIENCE AND TRAINING: High school diploma and one year of secretarial experience. Incumbent performs enginee?in$ activity for extensive variety of municipal civil projects. Also directs, develops and coordinates building inspection and permit progr~m. Incumbent directs activities x~ithin his department in accord~i~ce vzith broad administration policies approved by the manager and vzith minimal direct supe~wision. Vepr~se,n%stive Examples of Tasks (II!ustration only): 1. Is engineering consultant to tovm manager and provides technical assistance to all town departments as required. 2. Supervises and administers grading and sediment contro1 inspectiOn and permit program. 10. Supervises nuisance abatement program. 11. Applies education and experience to actual preparation of con- struction and design materials for a wide range of public works pro- jects, varying in size and complexity. The incumbent must have ability to utilize engineering and technical background to develop and administer an effective building inspection program. Incumbent should also have the following knowledge, abilities and skills: thorough knowledge of civil engineering and land surveyingmethods and techniqueS; knowledge of appropriate building codes and state statutes; knowledge of the theory and practice of grading and sediment control; general knowledge of local government and public administration, thorough knowledge of construction trade; a working knowledge of the principles of zoning and subdivision administration; ability to supervise subordinate technical, clerical and secretarial personnel; ability to establish and maintain effective working re- lationships with other to~n departments, representatives of other agencies, and the general public. Minimum Exp'erie~c'e ~and Training: Graduation from a recognized college or university with a bachelor of science degree in civil or structural engineering; and 4 years experience of a progressively responsible nature in municipal engineering activities, including responsibility for build- ing inspection related activities; Virginia regiStration as pro- fessional engineer or ability to attain registration within 6 months; additional training om experience'in the principles of zoning administration or grading and sediment control administration; or any equivalent combination of experience and training which provides therequired knowledge, skills and abilities.
