Bi 11 Sumnry (Note: This summary applje~ to this bill as introduced ,-._ and does not necessarl1y ref1ect any amendments which may be subsequently adopted.) . Requires the attorney general to prepare and maintain, and state agencies to follow, guidel ines for, avoiding c1 aims of "constitutional takings" of property under the, fifth or fourteenth amendment to the U.S. constitution and article II, sections 14 and 15 of the Colorado constitution.' If constitufional-taking 'implications are present in any proposed action, directs the attorney general and the agency to prepare an assessment of the 1 i ke 1 i hood that a court woul d requi re compensation to be paid and in what amount as well as the available alternatives to the proposed action, the likelihood that such alternatives would reduce the impact on private property owners, and the cost of such a lternat i ves. States that such assessments are not binding in any future proceeding. Requires any such assessment to be presented to the governor, the joint budget committee7 and the committee on legal services before the contemplated agency action may be taken. The Winter Park Fraser Valley Chamber of Commerce Memorandum To: Mayor Jensen and the Trustees of the Town of Fraser From: Steve Mikol, Executive Director Date: April 19, 1995 Subject: Report of the Winter Park/Fraser Valley Chamber of Commerce . The Board of Directors of the Winter Park and Fraser Valley Chamber of Commerce met on April 13, 1995. The financial statements for the month of February were approved by the Board and are enclosed with this report for review and comment by the Board of Trustees of Fraser. . The Board of Directors of the Winter Park/Fraser Valley Chamber of Commerce has approved the appointment of Jay Dekovic to the Marketing Council. Jay is Director of Sales for Ski Depot Sports and was strongly endorsed by the Marketing Council as a result of his energy and marketing experience, and a desire by the Marketing Council to have greater representation from the retail sector of the business community. . During the "off season" through the remainder of April and May, the staff of the Chamber staff will be distributing the Winter Park and Fraser Valley Mountain Bike Trail Maps to area businesses. Large qua,ntities will be available to sports shops and bike rental locations and smaller quantities will be distributed through lodges and other retail businesses. All businesses will be offered copies of a laminated version of the map to help promote the valley and to offer directions to visitors. . The Chamber has applied for and been granted funds by the Grand County Tourism Board to pay for a booth at the June 4th Ride for the Wild, a front range mountain bike ride anticipated to attract 6,500 riders. The Chamber and Marketing Council will staff the booth and distribute copies of the Mountain Bike Map along with other material promoting mountain biking in Grand County. P.O. Box 3236 . The Chamber has also been granted $7,000 by the Grand County Tourism Board to sponsor and combine three existing running races in Grand County to create a race series. These races are the Hot Sulphur Suffer, the Grand Lake 5K Buffalo Race and the Fraser River Trail Run, which will be run this year as the "Run for Independence on the Fraser River Trail." This race will benefit the Kidney Dialysis Center at Snow Mountain Ranch. . The Chamber is now planning events for Memorial Day weekend in the hope of getting more businesses open earlier in the summer season., We are planning for a weekend long "Sidewalk Sale" among a large number of businesses in the Valley. Hopefully this will capture a share of the business generated by visitors traveling up and over Trail Ridge Road for its traditional Memorial Day Weekend opening. A family Casino Night is being planned in conjunction with the Fraser Valley Metropolitan Recreation District for Saturday Night May 27th. . The Chamber is working with the Towns of Winter Park and Fraser and with the Winter Park Resort to try to promote a combined "Clean-Up" event that will generate community-wide support. . The Chamber has accepted bids for a new computer system, phone system and office furnishings and will be installing this equipment in the new building during the first week of May following carpet installation. The business office functions of the Chamber staff will be ready to move into the new building at that time. . The visitor count for March was 8,505, representing a slight increase over the 8,407 visitors recorded in March of 1994. .
