THE CITY OF RICHMOND, INDIANA, OCTOBER 30, 2008
The Board of Public Works and Safety of the City of Richmond, Indiana, met at 5:00 P.M.,
Thursday, October 30, 2008, in the Community Room at the Municipal Building, 50 North 5th
Street, Richmond, Indiana. In attendance were Board Members Vicki Robinson, Dian Lawson
and Mary Jo Flood. Also attending were Assistant City Attorney Kim Vessels, Lieutenant Kevin
Wampler, Director of Human Resources William Harris and Captain Terry Hopkins.
The following business was conducted:
CALL TO ORDER
Robinson called the meeting to order and noted for the minutes that all board members and legal
counsel were present.
APPROVAL OF MINUTES
Robinson made request to the board to approve the minutes for the October 23, 2008 meeting.
Flood made a motion to approve with a second by Lawson. The motion was unanimously
passed.
CLAIMS FOR PAYMENT
Robinson made a request to the board to approve the claims for payment in the amount of
$234,002.49. She explained of that total $31,247.45 was paid to the Wayne County Treasurer
for the City's portion of the 9 -1 -1 salaries and benefits, $69,080.51 was paid to EF Johnson Tech
for a radio system for the Fire Department, $53,914.52 was paid to Pro Lawn Care for Sidewalk
Rehab on North "E" Street and $20,937.72 was paid to Harvest Land for Diesel Fuel. Lawson
made a motion to approve with a second by Flood. The motion was unanimously passed.
CURB CUTS
A. Robinson made a request to the board to approve two curb cuts. They are as follows:
1) 340 NW "E" Street — Flood made a motion to approve with a second by
Lawson. The motion was unanimously passed.
2) 230 Arbor Drive — Lawson made a motion to approve with a second by Flood.
The motion was unanimously passed.

BID AWARD
A. Robinson made a request to the board to approve a bid award for the Crack Sealing
Project for the North 7t11 Street Parking lot to Turner Paving in the amount of
$5,625.00. Flood made a motion to approve with a second by Lawson. The motion
was unanimously passed.
CONTRACTS
A. Robinson brought to the board a request that was presented by Lieutenant Kevin
Wampler for the approval of Contract No. 118 -2008 that is an Interlocal Agreement
between the Richmond Police Department and the Wayne County Sheriff s
Department for the Sheriff s Department's officers to be utilized as functional
members of the SWAT Unit. Lawson made a motion to approve with a second by
Flood. The motion was unanimously passed.
INSURANCE PROPOSALS
A. Robinson brought to the board a request that was presented by Director of Human
Resources William Harris for the approval of the Insurance Consultant Services for
the City. He explained that in the letter that he submitted to the board needed to be
amended to read that the coverage per employee was not to exceed a monthly amount
not per year and recommended that it be to the Hylant Group in the flat rate amount
of $20,000.00 per year. This is the same as they charged last year. Flood made a
motion to approve with a second by Flood. The motion was unanimously passed.
RESIDENTIAL HANDICAPPED SIGN RENEWALS
A. Robinson brought to the board a request that was presented by Captain Terry Hopkins
for the approval of two Handicapped Sign Renewals. They are as follows:
1) 36 South 19t11 Street — Mr. Derrick Douglas — Lawson made a motion to
approve with a second by Flood. The motion was unanimously passed.
2) 100 North 10t11 Street — First Presbyterian Church — Flood made a motion to
approve with a second by Lawson. The motion was unanimously passed.
NEW RESIDENTIAL HANDICAPPED SIGNS
A. Robinson brought to the board a request that was presented by Captain Terry Hopkins
for the approval of new Handicapped Parking Signs. They are as follow:
1) 404 South 12th Street — Ms Annette Plumley — Lawson made a motion to
approve with a second by Flood. The motion was unanimously passed.
2) South 9t11 Street Municipal Parking Lot — Request is from Independent Living
Center — He explained that the original request was for one space but after
having a discussion with the Mayor it was decided because of the type of
business they felt that it would be beneficial for them to have two so asked the
board to amend the request for the approval for two spaces. Flood made a

motion to approve with a second by Lawson. The motion was unanimously
passed.
BID OPENINGS
A. Robinson brought to the board bid openings for Breathing Air Compressor
Maintenance. There was one bid from Breathing Air Systems for $1,816.00.
B. Robinson brought to the board bid openings for demolition of unsafe buildings.

DISCIPLINARY ACTION FROM THE FIRE DEPARTMENT
A. Robinson brought to the board a request that was presented by Assistant City
Attorney Kim Vessels and submitted by Fire Chief Mike Crawley for Lieutenant
Scott Simmons to be put on Administrative Leave effective immediately. Flood
made a motion to approve with a second by Lawson. The motion was unanimously
passed.
ADJOURNMENT
There being no further business, on a motion duly made, seconded and passed unanimously. The
meeting was adjourned.
