RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF TEMPLE CITY AFFIRMING SUPPORT
OF THE SISTER CITY ORGANIZATION AND
DELINEATING CITY'S PARTICIPATION THEREIN
WHEREAS, a people -to- people program has been established,
joining an American community with that of a foreign land for the
purpose of communicating, of learning more about each other, which
program has been designated as the Sister City Program, and
WHEREAS, the Sister City Program is one which is a total
community project, representing a true cross - section of the community
including, but not limited to, educational, cultural, technical,
business, professional, social, somen's clubs, civic, service, veteran
religious, youth and other groups and newspapers, and
WHEREAS, the operating organization should contain a true
cross - section of the community leaders and organizations, and
WHEREAS, the basic fundamentals of the Sister City Program
as to organization and objectives should be set forth to guide the
effective progress of the program.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF TEMPLE CITY
DOES RESOLVE AS FOLLOWS:
SECTION I. The City Council of the City of Temple City
does hereby affirm and recognize the basic aim and objective of the
Sister City Program is to join with a community of a foreign land
to learn more about the particular community and to learn and know
each other better.
SECTION 2, To bring about a successful Sister City Program
the City Council declares the first step to be the immediate creation
of a Sister City Organization, the makeup of which should be general-
ly as follows:
a, The Sister City Organization should contain a
broad cross- section of community leaders and organizations in its
membership.
b. The Sister City Organization should have as its
officers a Chairman, Secretary and Treasurer.
c. The Mayor of Temple City shall serve as Honorary
Chairman.
d. The City Manager shall serve as an ex- offico mem-
ber of the Board of Directors of said organization,
SECTION 3. If requested, the City of Temple City shall pro-
vide reasonably necessary file space for records, stationary supplies,
postage, telephone and use of office equipment on an as needed basis.
SECTION 4. The City Council suggests that projects under-
taken by the Sister City Organization follow those recommended by the
Town Affiliation Program of People to People, founded in 1956 by
President Eisenhower.
SECTION 5. The City Council does further declare as follows:
1. The City officials should continue to encourage
the Sister City Organization in the development of community -wide
interest in the Sister City Program.
2. The City Council will publicly support the Sister
City Program as circumstances permit and so long as the basic objec-
tives of the Program are being carried out satisfactorily.

3. The Sister City Organization shall become
self- supporting by its own fund - raising activities. In the event
financial assistance is necessary, the City will consider requests
in respect to special projects as they arise.
4. The City shall assume an advisory role to-
ward the over -all Sister City Program. Direct participation by the
City will be limited. Programs will be initiated by interested citi-
zen groups and merely counseled by City officials when necessary.
5. City officials may participate in programs
requiring their presence. Personal contact by City officials with
visitors and officials from the Sister City of Magdalena is an im-
portant part of the person -to- person Program.
