~s to seek the City Council's approval to send out a Request for Proposal (RFP) for a C~ty-w~de CJass~flcat~on and Compensation Study Recommendabon Staff recommends that the City Council adopt the attached resolution entitled, "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD AUTHORIZING STAFF TO SEND OUT A REQUEST FOR PROPOSALS FOR A CITY-WIDE CLASSIFICATON AND COMPENSATION STUDY" STREET) PROJECT NUMBER 05-5299 Comments On July 19, 2005, the City Council awarded a contract to El*te Bobcat Services (EBS) Inc, in the amount of $273,844 for the Lynwood Rd (State St to Monrowa Ave ), Louise St (State St to Peach St ), and Cedar Ave (State St to Peach St ), Street Improvement Prolect, Project Number 05~5299 All construcbon work on the project has been completed The project ~s ready for acceptance Recommendation Staff recommends that the City Councd adopt the attached resolution enbtled, "A RESOLUTION OF THE LYNWOOD CITY COUNCIL OF THE CITY OF LYNWOOD ACCEPTING THE LYNWOOD RD (STATE ST TO MONROVlA AVE), LOUISE ST (STATE ST TO PEACH ST ), AND CEDAR AVE (STATE ST TO PEACH ST ) STREET IMPROVEMENT PROJECT, PROJECT NUMBER 05-5299, AS BEING COMPLETE" QUARTERLY CONTRACT CHANGE ORDER AUGUST 1,2005 THROUGH OCTOBER 31,2005 Comments Staff has reviewed all Capital Improvement Projects and has identified one (1) contract change order which was ~ssued dunng the period from August 1, 2005 through October 31,2005 Recommendation Staff recommends that the C~ty Council receive and hie staff's quarterly contract change order report for the period of August 1,2005 through October 31,2005 MULTI-WAY STOP AT SANBORN AVENUE AND PINE STREET Comments In response to various requests, staff reviewed relevant ~nformat~on to determine ~[ the ~ntersecbon of Sanborn Avenue and Pine Street should be designated as a mulb-way stop ~ntersecbon The review showed that ~t ~s jusbhable for special cond~bons On December t, 2005, the Lynwood Trafhc and Parking Commission concurred w~th staff's reoommendabon to designate th~s ~ntersectlon as a mulb-way stop interseobon Recommendation Staff recommends that the City Council adopt the attached resolubon enbtled, "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD APPROVING THE DESIGNATION OF THE INTERSECTION OF SANBORN AVENUE AND PINE STREET AS A MULTI-WAY STOP INTERSECTION" 15 MULTI-WAY STOP AT AGNES AVENUE AND ERNESTINE AVENUE 16 17 Comments In response to requests from local residents, staff reviewed relevant informabon to determine if the intersection of Agnes Avenue and Ernestlne Avenue should be designated as a multi-way stop intersection The review showed that ~t ~s jusbflable for special conditions On December 1, 2005, the Lynwood Traffic and Parking Commission concurred with staff's recommendation to REAPPROPRIATION Comments The landscaped median islands on Santa Fe Avenue between Martin Luther K~ng Boulevard and 110 Street were constructed in the 1990s These islands served the purpose of channel~z~ng traffic on th~s street while ~mprowng the aesthebcs of this area of the City where industnal businesses abut res~denbal homes The City has received requests to complete the construction landscaped median islands on Santa Fe Avenue between 110th Street and Los Flores Boulevard The project cost has been estimated at $92,000 Recommendation Staff recommends that the City Council adopt the attached resolubon enbtled, "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD APPROVING THE CONSTRUCTION OF LANDSCAPED MEDIAN ISLANDS ON SANTA FE AVENUE BETWEEN 110TM STREET AND LOS FLORES BOULEVARD AND AUTHORIZING THE NECESSARY FUNDS SWAP FOR THIS PROJECT" STATUS UPDATE TASK FORCE FOR IMPROVING THE QUALITY OF LIFE IN LYNWOOD Comments In July 2005, a gang task force was formed This is a joint effort between the City of Lynwood and the Lynwood Unified School District The purpose of this task force is to create community support and participation in crime prevention The membership includes representation from clergy, PTA, Neighborhood Watch, citizens, law enforcement, and regional elected officials ofhces (U S Congress, the State Assembly, and State Senate ) Recommendabon Staff recommends C~ty Council receive and file th~s informabon ~tem 18 STATUS REPORT ON ADDRESSING THE PRIOR YEARS' AUDIT FINDING 19 Comments The purpose of this item ~s to O) update the C~ty Councd on the progress made on addressing negabve findings from the prior years' financial audits, (u) seek the City Council's approval to ~ssue a Request for Proposals for a F~nanc~al Management System, to address many key audit findings, and (~) to request the C~ty Council's approval of a resolution requlnng two s~gnatures on all checks Issued by the C~ty and its component units, as required by the City's internal auditor and recommended by the Government F,nance Officers Association Recommendabon Staff recommends that the Mayor and members of the Lynwood C~ty Council rewew and file the status report NAME THOSE OFFICIALS WHO ARE AUTHORIZED TO SIGN INSTRUMENTS OF PAYMENT CHAMBER OF COMMERCE UPDATE - NOVEMBER 2005 Comments At the regularly scheduled meeting of Tuesday July 5, 2005 the C~ty Council approved an extension ~n the ex~st~ng agreement with the Lynwood Chamber of Commerce for a penod of s~x (6) months and requested monthly progress reports This report outhnes acbwbes occurnng during the month of November 2005 Recommendabon Staff recommends the City Council receive and file this information item 2O 21 DISCUSSION ITEMS SOLID WASTE CONTRACT RATE INCREASE Comments On September 2, 2003, the C~ty Council adopted Resolution 2003-175 approv,ng the execution of a service contract with Consohdated Disposal Services, Inc (CDS) to provide solid waste pickup and d~sposal service for the residential, commercial and industnal sectors in the city The contract took effect on November 1, 2003 (see Attachment "A") The implementation of th~s contract was one of the elements required by the Work Plan developed In response to the Comphance Order issued by the California Integrated Waste Management Board (the "Board") in 2003 This contract moved the City away from manual pickup of trash containers and small recycling totes by the pnor trash hauler to the fully automated three-bm trash pickup system This transition was necessary to help improve the sohd waste diversion rate of the C~ty, which was 14% at the bme The mandated d~vers~on rate set by the State fs 50% beginning ~n the Year 2000 Recommendabon Staff recommends that the C~ty Councd adopt the attached resolubon enbtled, "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD APPROVING THE RESIDENTIAL AND COMMERCIAL RATE INCREASES FOR SOLID WASTE SERVICES AND AUTHORIZING THE MAYOR TO EXECUTE THE CONTRACT AMENDMENT WITH CONSOLIDATED DISPOSAL SERVICES, INC" REQUEST FOR EXTENSION OF THE AMENDED AGREEMENT WITH THE LYNWOOD CHAMBER OF COMMERCE Comments On October 26, 2001, the C~ty Councd approved a three (3) year agreement with the Chamber of Commerce for the purpose of promoting the C~ty and the Lynwood business community On July 5, 2005, the C~ty Council approved an amendment to the agreement extending the agreement for a penod of slx months, which wdl expire on December 31, 2005 On December 8, 2005, the City received a request from the Chamber of Commerce to extend the agreement for one (1) year Recommendation Staff recommends the C~ty Counctl receive a presentation from members of the Board of Directors of the Lynwood Chamber of Commerce, rewew the staff report that includes documentahon for cons~derabon and provide dlrecbon to staff regarding this matter on the opbons prowded 22 RELOCATION OF PARKING METERS FROM NORTH LONG BEACH BLVD ZONE 2B Comments On November 16, 2004, the C~ty Councd directed staff to proceed with the removal of park,rig meters from the North Long Beach BIvd Zone 2B and to conmder other areas to ~mplement add~bonal zones Staff presented the C~ty Councd a comprehensive report detad~ng the removal and relocabon costs along w~th revenue stabstlcs On September 20, 2005, the C~ty Councd directed staff to rews~t the businesses ~n the proposed meter dlstnct The purpose was to prowde a more "business fnendly" explanation of the advantages of parking meters ~n relation of ~ncreaslng the number of patrons and ensunng vehicle turnover On December 13, 2005, M & D Properties, Inc submitted a letter of request w~th plans, propomng the installation of parking meters along State Street, from Imperial H~ghway to Fernwood Avenue, west of Plaza Mexico The plans submitted proposed the suggesbon of angled parking for maximum vehicle capacity Recommendahon Staff recommends that the C~ty Council approve mstallabon of the parking meters on Atlantic Avenue between Imperial H~ghway and the 1-105 Freeway If the C~ty Councd does not concur, ~dentlfy alternate Iocabon(s) e g State Street between Imperial Highway and Fernwood Avenue, West of Plaza Mexico 23 UTILITY USERS TAX EXEMPTION FOR LYNWOOD PARK WATER USERS - ASSESSMENT OF ALTERNATIVES Comments S,nce 1995, the C~ty of Lynwood has annually passed a resolubon exempbng as a class customers of Lynwood Park Water Company from the payment of the Water Users Utd~bes Tax specified ~n Subsection 6-5 9 of the Lynwood Mumc~pal Code Th~s exempbon was created and has been conbnued over the years to prowde relief to customers of Lynwood Park Water Company because they pay s~gn~flcantly higher water rates than those rece~wng water service prowded by the C~ty of Lynwood Water Department At the September 20, 2005 C~ty Councd Meeting, Councd approved extension of the exempbon through December 31, 2005 and requested staff to re- evaluate the exempbon, explore alternabves and prowde a report to Council at the first meeting ~n December Recommendation Staff recommends that the City Councd 1 Evaluate the ~nformatlon and alternabves provided ~n th~s report and ~ts attachments addressing the contmuabon or alterabon of the Water Utd~ty Users Tax Exemption for customers of Lynwood Park Water Company and prowde staff with direction regarding the contents of a resolubon to be drafted and considered for adoption by Councd at the second meebng in January, and 2 Adopt the attached Resolution extending the Water Ubhty Users Tax Exemption for customers of Lynwood Park Water Lynwood contracts w~th the County for pubhc safety serwces The County also operates the popular Lynwood Library In addition, C~ty Attorney services are prowded by a private firm The C~ty of Lynwood has a Councd-Manager form of government w~th the C~ty Manager being appointed by the City Councd There are seven (7) departments w~thln the C~ty of Lynwood The C~ty has an operating budget of approximately $40 m~lhon PURPOSE The City of Lynwood ("the C~ty") ~s seeking proposals from ~nterested, h~ghly quahfied, and expenenced consulting firms to assist ~n the design, conduct, and ~mplementabon of a comprehenmve class~flcabon and compensation plan study for nearly 200 full-bme employees and approximately 80 part-bme employees The request for proposals does not obhgate the C~ty to award a contract or complete the project, and the C~ty reserves the right to cancel the sohc~tabon ~f ~t ~s considered to be ~n ~ts best ~nterest GENERAL SCOPE OF SERVICE REQUIRED The C~ty has approximately 140 full-bme and 58 part-bme job class~flcabons and a salary schedule that ~s generally organized w~th five (5) salary steps assigned to each salary range, w~th a 5% vanance between the steps 2 The C~ty anticipates that the Study will involve two (2) broad phrases of work comprised of the follow~ng key tasks A CLASSIFICATION PHASE 1 Develop a classification structure that reflects the C~ty's overall classification and compensation strategy and includes the clear defln~bon of terms and the development of career ladders for full-t~me and part-time classifications 2 Review the background materials including organizational charts, budgets, personnel rules and regulations, and related ~nformat~on 3 Conduct orientation and bnefing session(s) with employees 4 Conduct onentat~on and bnefing session(s) with all department heads, managers, and supervisors 5 Design an appropnate job questionnaire 6 Administer the completion of a job questionnaire by all employees that can be used for classification and compensation purposes 7 Conduct interviews w~th a representative sample of employees and appropriate supervisory and management personnel 8 Allocate all employees included w~th~n the scope of the study to an appropriate job title, job class, and with appropriate exempt and non- exempt designation 9 Prepare up-to-date and accurate JOb classification specifications for requested B COMPENSATION PHASE 1 Identify survey labor market and benchmark classes 2 Conduct a comprehensive total compensation survey ut~hzlng comparable local, regional, and pubhc sector market c~tles of comparable pos~bons of not only t~tles, but duties and respons~b~ht~es to that of the C~ty of Lynwood's pos~bons to estabhsh correct base salary levels and competitive benefits for all equitable salary recommendations for each class (full-time and part-time) included w~thln the study 5 Assign a salary range to each class~flcatfon which reflects the results of the market survey and INTRODUCTION The C~ty of Lynwood ~s seebng to create a hst of pre-quahfled firms to prowde asbestos removal services for res~denbal and commercial buddings located w~th~n the Ham Park Replacement ProJect Atlanbc Avenue, V~rg~nla Avenue and Josephine Street roughly border the project area The Project Area contains 42 parcels 40 parcels contain structures ~nclud~ng restaurants (3), motels (4), church (1), retail stores (7), office buddings (2), and residences (23) Two (2) parcels are vacant The C~ty ~s ~n the process of acqu~nng all of the buddings As each building ~s acquired and vacated, the C~ty will have an asbestos survey performed by a quahfled asbestos survey firm If asbestos exceeding allowable levels, the C~ty wdl then ~ssue a purchase order to perform asbestos removal for each budding The C~ty may request the removal of asbestos from mulbple buddings on d~fferent lots on the same purchase order 2.
