INITIATION:
1. The regular meeting of the City Council was called to order by
2. Mayor Merritt at 7:30 P. M. Rev. R. E. Schulz of the Lutheran
Church, 9123 Broadway, gave the Invocation. Mayor Merritt then

UNFINISHED BUSINESS:
6. City of Santa Monica, Res. #30 -28: requesting support of their
views with regard to Senate Bill #41.
The City Manager presented the above request to the Council.
Following discussion Councilman Dickason moved to receive and
file, Councilman Harker seconded, darried by the following call-
ed vote:

PUBLIC HEARING: 7:30 P. M, FOR HEARING PROTESTS & OBJECTIONS TO THINGS
PROPOSED TO BE DONE AND /OR THE EXTENT OF PROPOSED PARKING DIS-
TRICT NO. 2 UNDER THE PROVISIONS OF VEHICLE PARKING DISTRICT LAW'
OF 1943.
Mayor Merritt announced this is the time and place for the hear-
ing on the formation of Parking District No. 2 as proposed in
Ordinance of Intention No. 64 -127.
City Manager Woollett presented Mr. Richard S. Vopert from the
firm of O'Melveny & Myers, the firm retained by the City for
this purpose. He also presented four affidavits showing publi-
cation, posting and mailing of the ordinance of intention and
of the notice of hearing on the report.
Mr. Vopoert explained the petition for parking district #2 was
filed Jan. 27th, and was signed by more than 60% of the land
owners in accordance with assessed value, and more than 50% by
area requesting formation of the district. Based on this pe-
tition the engineer prepared the debt limit report and estimated
costs. This report was filed with the City on March 9, 1964,
and hearing was set for tonight, and the Council introduced the
Ordinance to form the district and that also was sett-For hearing.
The combined hearings are on whether or not to form a district
and whether to order properties approved and acquired.
The City Manager administered the oath to the Enrineer,41r..
Krelle, who then read a summary of his report with the total
cost of land and improvements to be $86,500. The bonds would
be for a 20 yr. period with 20 annual installments, interest
rate 6% per annum.
The City Manager read in full the written protests and request to.

continue the hearing for 60 days for further study as follows:
Lots 238, 239 and 240, Tract 6561, Evelyn Church Roiston
Frank E. Dische, lots 280 and 201, favored everything but in
his case his lots are a great distance from project.
Mignon Stoops who owns the W 18 Ft. of Lot 281 protested through
a letter from her attorney Thos. Waterhouse.
Mabel G. & Bradner Peterson, who own lots #236, 237 of Tract 6561
also wrote in protest of the project.
Mayor Merritt asked if anyone wished to speak in support of their
written protest.
Mrs. Cluett, 5941 N. Camellia, stated they owned properties occu-
pied by Temple City Drug Store and Kells, and parking back of it
and did not feel they should be assessed the same es others that
do not have parking. Also they have Furnished this parking for
a number of years. Councilman Nunamaker stated that the parking
lots were not included in the assessments.
Mr. Bob Ewing, owner of Lot 286 and portion of Lot 207, felt it
would be better to first hold a meeting of all property owners.
Also his lots are far from proposed parking area and he . suggested
a lot be purchased for the businesses located in the same block
as his property, and unless something can be added he would also
object.
Mr. Bradner Peterson owner of Lots 236 and 237:.and part owner
with Roistens, Cluetts and Corens of lots 232, 233 and 248 which
provided parking from Temple City Blvd. to Primrose. He stated
they had been furnishing parking for many years and felt the
adjoining property on Primrose north of the present parking lot
should be considered rather than properties farther north.
Mr. Roiston spoke in behalf of the written protest submitted.
There was lengthy discussion between the Councilmen and each
of the above.
Mayor Merritt asked if anyone wished to speak in favor of the
project.
Albert Anspach, Chairman of the Business & Industrial Committee
of the Chamber of Commerce, spoke and felt that more time should
be given for discussion between the property owners and those
proposing the Parking District, and felt an additional 60 days
should be granted for further study before action is taken. He
felt in some way the two adjoining lots to the north of the bank
parking should also be acquired. Engineer Krelle advised that
Lot 250 would cost $41,000. and the next one with 9 apartments
would cost $57,500. and estimated $16,000 for improvement and
demolition and incidental expense would come to about $135,000.
Vernon Newton, owner of Lots 284 -285 stated they were in favor
of the Parking District but due to disagreement among those pro-
moting the District did not see how they could convince the prop-
erty owners of its merits.
Harry Teitelbaum, 9600 Las Tunas Dr., felt need was very great
and was in favor of the project and did not see where another
60 days would be of benefit.
Mrs. Beatrice Saunders one of the committee spoke in favor of tho .
improvement and felt the need very great and necessary for the
future development of Temple City.
Engineer Krelle advised all of the lands in the proposed district
subject to assessment will be benefited by the project. The Engi-
neer advised the total written protests were 17.62% of the area
of the District, and the oral protests amounted to 15.61% or a
total of 33.23 %.
Mayor Merritt read the following order: "The City Council hereby
determines that written protest or objection to the doing of the
things proposed to be done as set forth in Ordinance of Inten-
tion No. 64 -127 has not been made by the owners of more than
one -half of the area of the land included within the proposed
Vehicle Parking District No. 2 of this City and subject to ass-
essment, and that there is no majority protest within the mean-
ing of Sections 2930 and 2931 of the Streets & Highways Code.
Councilman Dickason moved to adopt the order as read, Council-
man Nunamaker seconded; roll call vote to carry as follows:

There followed lengthy discussion as to whether the Hearing
should be continued or whether they should continue at once

Following discussion Councilman Nunamaker moved that it is
hereby ordered that all protests and objections, both oral and
written, made or filed in the matter of Vehicle Parking Dis-
trict No. 2 be end the same are hereby overruled and denied.

Councilman Nunama1er moved to waive further reading and to adopt
Resolution No. 64 -365, Councilman Harker seconded, carried by
the following roll call vote:

AND DETERMINING THAT THE PUBLIC INTEREST AND NECESSITY REQUIRE,
AND ORDERING, THE ACQUISITION AND IMPROVEMENT FOR VEHICLE PARK-
ING DISTRICT NO. 2 OF SAID CITY AND ESTABLISHING THE BOUNDARIES
OF SAID DISTRICT. Councilman Nunamaker moved to waive further
reading of Ordinance No. 64 -133, Councilman Dickason seconded,
carried by the following called vote:

7. PROPOSED LEASE BETWEEN CITY & M. P. Kettle & Sylvia Kettle
providing for leasing with option to purchase on lots 637 and
671 of Tract 6561. The City Manager presented a new lease
to replace the one presented to the Council at their last meet-
ing as the figures were incorrectly Figured and this new lease
corrects these errors. Councilman Nunamaker moved to authorize
the Mayor and City Clerk to sign the lease, Councilman Dickason
seconded, carried by the following called vote:

NEW BUSINESS:
8. PROPOSED LEASE BETWEEN CITY & TEMPLE CITY PARKING ASSOCIATES,
INC., for Lot 643, Tract 6561
The City Manager advised this is the third lot turned over to
us by the County and is owned by the Temple City Parking Associ-
ates, Inc. The money was provided in the budget to pick up
this lease. Councilman Nunamaker moved to approve and Instruct
the Mayor and City Clerk to sign, Councilman Merritt seconded,
carried by the following called vote:

NOES: Councilmen -None

9. REPORT FROM CITY TREASURER: T. Donald Buchan
The City Manager reported the City Treasurer had suffered a
severe heart attack on Sunday and was in the hospital, and was
reported some better at this time and requested this be held
over until May 25. Councilman Tyrell so moved, Councilman
Dickason seconded and carried.
10. SET PUBLIC HEARING: Curb & Gutter, south side of Olive, Barela
to Golden West
The City Manager requested a public hearing be set for 7 :30 P.M.
on May 11, 1964. Councilman Tyrell so moved, Councilman
Harker seconded, and carried.

11. RESOLUTION NO. 64 -364: WARRANTS & DEMANDS.
Councilman Tyrell moved to adopt Resolution No. 64 -364, Warrants
& Demands in the sum of $8,487.96, Nos. 4851 through #5008,
Councilman Harker seconded, carried by the following called vote
AYES: Councilmen - Dickason, Harker, Nunamaker, Tyrell, Merritt
NOES: Councilmen -None
ABSENT: Councilmen -None
12. COMMUNICATIONS:
The City Manager presented a letter from the County Boundary
Commission re proposed annexation #346, City of El Monte. Coun-
cilman Tyrell moved to receive and file, Councilman Nunamaker
seconded and carried.
13. TIME FOR THOSE IN THE AUDIENCE WHO WISH TO SPEAK:
No one came forward.
14. MATTERS FROM CITY OFFICIALS:
The Council discussed the appointment of a Planning Commissioner
and Councilman Tyrell moved to appoint John Clemson, Councilman
Nunamaker seconded, carried by the following called vote:
AYES: Councilmen - Dickason, Harker, Nunamaker, Tyrell, Merritt
NOES: Councilmen -None
ABSENT: Councilmen -None -
The Council then discussed the appointment to the Parks & Re-
creation Dept. to replace Mr. Clemson. Councilman Tyrell moved
to appoint Mr. Leonard Adams, Councilman Harker seconded, roll
call vote to carry as follows:
AYES: Councilmen - Dickason, Harker, Nunamaker, Tyrell, Merritt
NOES: Councilmen -None
ABSENT: Councilmen -None
The opinions regarding business licensed rendered by the City
Attorney at the request of Councilman Nunamaker were discussed.
Following discussion it was decided the staff will complete the
investigations before presenting the applications to the Council.
The City Attorney and City Manager will work out a procedure
and bring it back to the Council.
The City Manager presented a request of Boy Scout Troop #174
to use part of the City Seal in the design of a shoulder pad
to be worn at the Scout Jamboree at Valley Forge, Pa. Also
that the City appropriate $80. for expense of having them made.
Following considerable discussion the Council agreed to grant
them the use of the City Seal but agreed that City funds could
not be expended in this manner. However the City Manager
"passed the hat" and a total of $48.00 was collected to help
offset the expense of the shoulder pads.
The City Manager advised the Council that this building had
been rented as of the first of June and that it was the intenti-
on to move the week of May 25th. He advised the necessary furni-
ture for the new City Hall had been selected and the total
cost would be $3245.04 and requested Council approval. Council-
man Tyrell moved to approve, Councilman Nunamaker seconded,
carried by the following roll call vote:

The City Manager advised various firms had been surveyed to do
the landscaping at the new City Hall and recommended the Council
authorize a contract with J. Miller of Covina for a total of
$786. for the work needed to be done. Councilman Dickason moved
to approve, Councilman Tyrell seconded, roll call vote to carry
as follows

The City Manager presented an appeal from the Planning Commissi-
on decision on Variance Case 64 -86 Harole E. Kreeble, and re-
quested the Council set a Public Hearing for May 11, 1964 at

7:30 P. M. Councilman Tyrell so moved, Councilman Harker second-
ed and carried.
The City Attorney presented Ordinance No. 64 -132 which he read in
full titled AN ORDINANCE OF THE CITY OF TEMPLE CITY CHANGING
THE ZONE OF AN IRREGULARLY SHAPED FOUR ACRE PARCEL SITUATED ON
THE NORTH SIDE OF GREEN STREET BETWEEN BALDWIN AND GLICKMAN
AVENUE PURSUANT TO REQUEST MADE IN ZONE CASE 64- 83.This is to be
adopted as an urgency ordinance to change the zone in the approv-
ed tract. Councilman Tyrell moved to adopt Ordinance No. 64 -132,
Councilman Harker seconded, carried by the following called vote:

NOES: Councilmen -None

15. ADJOURNMENT:
Councilman Dickason moved to adjourn and carried. Next regular
Council meeting at the City Hall, 9664 E. Las Tunas Dr., Temple
City, on May 11, 1964, at 7:30 P. M.
