Mr. Webb told the council that he bad talkedwith tie village employees and they lore all in favor of participating in the Social Security Act governing municipal employees and that be had attended &meeting that day at which the program was outlined. After discussion it was moved by Brown, seconded by Mr. SiMons that inasmuch as the Bel Barbour employees Were in favor or coming under the Social Security Act the plan mould be approved with deductions starting on October 1st, 1951, And nearftously voted. Hr. Webb than Settember 17. 1951 read to the council a form ordinance and agreement adopting this plan Which was referred to. the Waage Attorney for final drafting. for the October 15th meeting. , Mr. Stokely said that as requested at the previous Meeting his letter in reply to Mr. Barnes letter to the Club Members had been brought up to date and read the letter to the members. After discussion it was moved by Mr. Simons, seconded by Dr. Leonard, and unanimously voted that inasmuch as the original letter written by Mr. Harold L. Barnes was Addressed to the Bal Harbour Club members that Mayor's letter clearing up the,poctions referring to the Village could be directed to the President of the Bal Harbour Club with a. copy to Mr. Barnes. It was suggested by Mr. Webb that a copy of. the following letter be made a part of the minutes and approved by the council. September 18, 1951 Mr. Thomas P. Dear Mr, Coogan: n, At a meeting of the Village Council held on September 17, I was instructed, as Mayor of Bal Harbour Village; to clarify severar references to the Village made in a letter mailed to You and all other Bel Harbour Club members by Mr. Heaarld Li Barnes in May of tiiis year. Council felt.that, since certain matters relating tip tbe. 1i11age„Were discussed in:this letter, you should be furntibed with complete informatiha in rahtion to these matters, iChuncil also felt that since Mr. Barnes, letter was addressed only to Bal Harbour Club members, and not to all taxpayers do Bat Her - bent, that the reply of`the Village should be,directed to you for dissemination to the membership of the Club as you may see fit. In paragraph three of the cover letter dated May 9, Mr. Barnes states that all Village matters, except the Business Section, are satisfactorily settled. It is my understanding that the objectionable parking area referred to was permitted by Miami Beach Heights, Inc., in an effort to help the Sea View Hotel handle an overflow of cars theywere unable to cope with last winter until they could pur- chase and pave a suitable area adjacent to the hotel. The Sea 'View corporation has purchased additional land to the north of their present property and are proceeding with plans to provide the additional parking needed to comply with the. It was suggested by Mr. Brown that the walk be Constructed with a broom fie .,and Mr. Webb said he was sure this could be• arranged. After discussion it Was decided that only the -east side of Collins Menne would be done at this time. On motion of Mr. Simons, seconded by Dr. Leonard, and unanimously.voted that Mr. W. T;.Martta.be awarded the contract to construct approximately 2,725 ft. of sidewalk on the east side of Collins Avenue from 96th Street to"the Bel Herbour.Club property at 36¢ per squarm ft, the money to be obtained from surplus, as Mr, Webb informed the coamcil tha'tmach year at tbi.s money is transferred from the different depariiMents to balance out the budget,. Mr; Webb said that he had a letter from the Associated -Plumbing Contractors of Dade County, Inc. requesting the council send a letter ' • Or resolution to the Dade County Commissioners asking that the village he allowed to continue the type of plumbing inspection service it has rendered since its incorporation instead of having a county inspector do the work as provided in the Plumbing law passed by the 1951 Legi lature. It was moved by Mr. Brown, seconded by Dr. Leonard, that is Village Manager be authorized to inform the county commissioners by letter of our desire to retain our present plumbing code and inspection system. Mr, Webb said that the Mar of Policm ad requosted.that the .council pass an prdinance giting him authoritytto regulate traffic in the Village and read to the council an ordinance entitled: "AN ORDINANCE OF BAL HARBOUR VILLAGE, FLORIDA AUTHORIZING THE CHIEF OF POLICE, SUBJECT TO THE APPROVAL OF THE VILLAGE MANAGER, TO DESIGNATE- TRDCB ROUTES AND TO REGULATE AND CONTROL VEHICULAR TRAFFIC GENERALLY AFTER PROMULGATION OF RULES AND. REGULATIONS; REPLEALING ALL ORDINANCES. OR PARTS OF ORDINANCES IN CONFLICT HEREWITH; PROVIDING PENALTIES FOR VIOLATION OF THE PROVISIONS HEREOF; AND DECLARING AN•EMERGENCY TO E%IST,n On motion of Dr. Leonard, seconded by Mr, Brown, the Ordinance was adopted es Ordinance No. 26 of The councilmen present then received their year ending September 30, 1951 ' and unanimously passed' Bal.
