Background
The C~ty of Lynwood has always embraced and celebrated the diversity of ~ts
residents This has been demonstrated by the amount of effod and resources
that have been d~rected towards educating the community regarding the various
cultures w~thm the community Events commemorating tmportant dates such as
Black H~story, Cmco de Mayo, Juneteenth, and Nuestras F~estas Patnas have
been conducted to prowde educational opportumt~es for the commumty
However, th~s effort has not been sufficient to stop confhct
Discussion & Analysis:
The C~ty Councd approved the following activities towards the development of a
comprehensive plan to "promote an appreciation of d~vers~ty" ~n the C~ty of
Lynwood at the regularly scheduled meeting of Tuesday, October 4, 2005
I Appointment of one or more Members of the C~ty Councd to lead the
effort
2 Authonze staff to sohclt proposals for ent~t~es to prowde the requ~site
d~vers~ty training Staff ~s currently m the process
3 Implement a d~vers~ty training program for C~ty employees as well as
Commission and Board Members
4 Consideration is given to offering open diversity classes on a
commun~ty-w~de basis ~n the same way that we prowde other special
~nterest classes
5 Consideration ~s given to the implementat~on of an Ad Hoc Committee
including other major agencies w~th~n Lynwood, such as the Lynwood
Un~fled School D~stnct, the St Franc~s Medical Center, churches, the
business commumty and residents, to participate ~n the process to
develop and ~mplement a cltyw~de program designed to foster an
appreciation of diversity

by then Mayor Rodnguez including Members Santdlan and Byrd Staff ~s

named by current Mayor Vasquez to represent the C~ty Councd on th~s
project
2 Staff has also begun the process of ~nvest~gabng avadable d~vers~ty
training programs
3 Staff wdl be meebng w~th C~ty Council representabves to rewew ~ssues
associated w~th the Ad Hoc Committee ~ncludmg m~ss~on, goals &

rather than Tolerance Project Staff w~ll prepare regular updates for the Mayor
and Members of the C~ty Councd as further progress ~s made on th~s very
~mportant project

Background:
W~-F~ ~s an industry name for a set of commumcabon standards for w~reless local
area networks (WLAN) Essenbally, ~t is a technology that allows users w~th a
laptop or a w~reless device to connect to the Internet through a "hotspot", which
provides a w~reless broadband connecfion to the Internet using a w~reless router
Many c~t~es are embracing th~s technology to provide w~reless broadband Internet
access to their constituents, either for free or for a monthly fee.
There are several models w~th varying pohcy objechves that are being used by
c~hes across the country today These ~nclude the following

prowd[ng free access to w~reless Internet targebng specific locations
w~th a h~gh concentrabon of pubhc gathenngs, such as business
d~stncts, restaurants and retad areas
Fulfilhng telecommumcabon needs unmet by local cable and DSL
prowders by working w~th pnvate sector W~-F~ compames to deploy a
c~tyw~de w~reless network and allowing them to charge a monthly fee
Offenng Iow cost broadband services and d~m~mshlng the d~g~tal d~wde
by creating a non-profit orgamzabon whose task ~s to build a w~reless
network
Negobatlng a deal through the renewal of a c~ty's c,
agreement to secure w~reless Internet services

Discussion & Analysis:
The development and evolubon of w~reless networks have advanced
tremendously ~n the past several years Harnessing th~s technology for the C~ty
of Lynwood would benefit ~ts residents, ws~tors, and foster bus~ness It would
also help C~ty departments streamhne bus~ness practices by g~wng staff access
to ~mportant bus,ness data wh~le out ~n the field, thus reducing the need to go
back to the office to access information
Staff has conducted an ~nformal survey of other c~bes that offer the W~-F~
services The survey has revealed the foliow~ng
The cities of Long Beach, Culver C~ty, and Fullerton provide free Internet
access in limited areas as a free service for residents and visitors The
W~-Fi coverage ~s targeted towards Iocabons w~th a high concentration, of
public gatherings, such as business districts, a~rports, restaurants and
retad areas
The C~ty of Cerntos, on the other hand, turned to W~-F~ to ~mprove
broadband services to residents due to the lack of services prowded by
local telephone and cable companies They pursued an agreement w~th a
pnvate vendor, A~rmesh, to deploy a c~tyw~de w~reless network The
vendor provided all of the necessary equipment to connect the 8 6-m~ie
c~ty for free In return, c~bzens would have to subscribe to A~rmesh
broadband seduces starting at $49 per month
Philadelphia ~s undertaking an amb~bous project to cover 135 square mdes
with w~reless broadband access with the ultimate goal being to provide iow
cost Internet access and reducing the d~g~tal d~v~de They are doing th~s
by creating a non-profit orgamzabon whose task ~s to build a w~reless
network by contracting out to private part~es The non-profit w~ll get $10
mdhon towards the cost of building through foundabon grants and loans
Revenue w~ll be generated by selhng access to private ISPs
The C~ty of San Francisco ~s m the process of renegot~abng their cable
franchise agreement w~th Comcast The c~ty now has the opportunity to
demand lower cable rates, better service, and free Internet access The
most Important items on their i~st for renegobat~on ~nciude free cable TV,
Internet, and w~reless access ~n all pubhc buildings, free cable and Internet
for'all non-profits, Iow cost cable and Internet services for sen~ors and Iow-
~ncome people, and a strong consumer-protecbon pohcy

survey, are presented ~n Attachment A

further pursue the municipal w~reless opbons for Lynwood, and ~f so - w~th what
