In 1998, the City of Lynwood estabhshed a s~ster c~ty relat~onship w~th the C~ty of
Talpa, Jahsco, Mexico The relahonsh~p has evolved ~nto one of goodwdl ~n
which positive cultural exchanges have developed In the past, the C~ty has
assisted ~n s~m~lar efforts to provide residents w~th an opportumty to expand their
educational, c~wc, and economic honzons
Discussion & Analysis:
A total of twenty students (freshmen through jumor) and four teachers wdl
parbc~pate m the 2006 S~ster C~bes "Adopt A Student" Exchange Program The
program ~s tentabvely scheduled for July 7, 2006 through July 23, 2006
Lynwood students and teachers v~ll travel to Talpa, and the reverse wdl occur as
well
Through the program, students wdl be given the opportunity to hve with families
that have offered to host their stay

There are d~fferent ways to address the above needs These ~nclude one or a

advertise their services on C~ty's pubhc access channels and/or the
w~reless ~nternet access page
4 Paying for the above services through hmpact fees" to the de(/elopers of
new projects and/or ex~st~ng businesses
5 Ensuring the prows~on of the above services (all or some) as a part of a
re-negotiated cable franchise contract
Staff has already explored options to enhance the C~ty Council Chambers sound
system and related technology specifications have been developed, collected and
contractors selected for this work The estimated completion t~me for all
~mprovements ~s five to s~x weeks Attachment "A" prowdes a hst of the
~mprovements that wdl be made to the Chambers
Staff has also researched efforts of other c~t~es to prowde the wireless/nternet and
related services to their residents and ws~tors, and presented the results at the
January 17, 2006 meeting (An updated table ~s prowded as Attachment "B" )
Lastly, staff has met w~th a Comcast representative to d~scuss the cable franchise
contract re-negotiation We have learned that the re-negotiation is not I~kely (nor
would be prudent) untd a merger between Comcast and Time Warner takes place
Stephen Sawyer, the D~rector of Government Affairs at Comcast, has adwsed us
that the merger should be completed by June of 2006 Staff w~ll advise the C~ty
Councd / LII Board of the status at that t~me
Whde awaiting the above merger, staff has looked ~nto alternative methods to
address the C~ty's technology needs One option we are explonng ~s secunng a
w~reless broadband network w~th~n our C~ty by partnenng up w~th a company such
as Harbor L~nk, which helped the C~ty of Dayton set up a wireless ~nternet network
at no cost to the c~ty Harbor L~nk was able to accomplish th~s by using an
advertising model to charge companies to advertise on the network and g~ve free
service to ~ts residents To further explore th~s option, staff would hke to send out a
Request for Proposals (RFP) for the design, installat~on and implementat~on of an
outdoor w~reless pub#c/pr~vate network Such wtreless outdoor service would meet
the Broadband needs of the c~t~zens, ws~tors, and the C~ty of Lynwood

Purpose of RFP
The City of Lynwood ~s located w~thln Los Angeles County ~n Cahforn~a The C~ty
has approximately 72,000 residents spread throughout 5 square m~les
The pnmary purpose of th~s RFP ~s to sohclt a b~d for the design, w~th budgeting,
from prowders of outdoor w~reless meshed Broadband mun~c~pal/w~de-area
networks (W~FL W~MAX, etc ) for an outdoor w~reless pubhc/pnvate Broadband
network for use pnmanly ~n the streets, s~dewalks and green-spaces of the entire five
(5) square m~les of the C~ty of Lynwood Th~s outdoor service must meet the
Broadband needs of the c~t~zens, ws~tors, and the C~ty of Lynwood
A secondary purpose ~s to provide the opportunity for w~reless prowders to
recommend and b~d on alternative methods of designing, ~nstalhng, tumng and
ma~nta~mng the w~reless mumc~pal/w~de-area network listed ~n th~s RFP The
alternatives prowded must permit transmission and reception of data
communications at a m~n~mum of Broadband performance between the end user
located ~n the streets, s~dewalks and green-spaces of the C~ty of Lynwood, to and
through the APs (access points) using a common browser, and the World W~de
Web Proposers should feel free to prowde extensive ~nformat~on on other services
and capab~ht~es that are not d~rectly addressed ~n th~s request, however the format
for prowd~ng the ~nformat[on required by th~s RFP must be stnctly adhered to
Specifications of the Requested Services
The Qty of Lynwood w~shes to enter ~nto an agreement with a s~ngle Proposer (or an
aggregation of supphers joined as a s~ngle Proposer) that can build on the current
model, or prowde a suitable alternabve, to prowde basic Broadband networking and
Internet access Th~s ~s w~de-open service to the Internet that has no port or URL
blocking of any k~nd Th~s service ~s to be prowded at no cost to the C~ty and free to
the c~bzens and ws~tors that w~ll ubhze the proposed system Premium service
offenngs would not necessanly be ~ncluded as free, and a service fee may be
charged for premium services Examples of premium services could be wdeo on
demand, mailbox accounts, wrus protection, spare ehmmabon, anb-spyware, popup
and/or other protective services, Global Pos~hon~ng Systems/Automated Vehicle
Location (GPS/AVL), some Voice over IP (VOIP) capab~hbes, fleet
routing/management and work order management, h~gher than basic Broadband
access throughput, pnvate V-LANs, etc
Major goals of th~s wireless ~n~t~abve are to provide economic development tools to
attract and retain businesses, reduce the "d~g~tal d~wde" and ~mprove government
service dehvery to our c~bzens
It ~s desirous for the network to be robust enough to allow ws~tors travehng for
business or pleasure to ut~hze the regional mass transit system to seamlessly

traverse the City w~thout losing theCr Broadband Internet connecbon Further, the
C~ty of Lynwood supports regional collaborabon and ~nteroperab~l~ty between
mun~c~pahbes surrounding the City of Lynwood that we anbclpate that the successful
Proposer would consider an opbon for other mun~c~pahbes ~n th~s region to
"piggyback" onto the final agreement's terms and conditions for use w~thin their c~bes
and counties, forming a seamless meshed network that would cover multiple,
counbes It ~s easy to see why a seamless network that maintains state and allows
for roaming could grow to the areas surrounding the Qty of Lynwood
Local businesses have expressed an ~nterest to be on the same network to allow for
unimpeded roaming from the outdoors, ~nto their facilities and wce versa Th~s RFP
~s not attempting to address that issue further than to make ~t known that the
successful Proposer m~ght w~sh to take advantage of th~s and to be prepared to offer
services to those businesses
To ensure successful rap~d deployment of the W~F~ network, the C~ty of Lynwood w~ll
make available, w~thout cost, access to C~ty-owned buddings and C~ty-owned
~nfrastructure for the placement of the necessary access points (APs) The C~ty
owns and/or occupies approximately 11 structures scattered w~thm ~ts boundanes,
and maintains approximately 1170 electromcally controlled traffic s~gnals In addlhon,
the C~ty ~s also w~lt~ng to make available portions of the large number of poles,
towers, signs and other p~eces of equipment ~t owns that are located ~n, on or near
the pubhc nghts of way or/on pubhc property. In exchange, the C~ty w~ll receive
twenty-four (24) dedicated VLANs on the.w~reless system, at full (AP) node speed
w~th no bandwidth throttling or restncbon, for use by the C~ty ~n deploying government
services, etc Traffic s~gnals, buildings, towers, poles and streethghts are some of
the many locations for AP nodes The C~ty wdl make available those Iocabons that
