JULY 2006
Comments:
The City of Lynwood's Purchasing Procedures give the City Manager authority to execute and enter
into contracts that are less than fifteen thousand dollars ($15,000). The Purchasing Rules also
instruct the City Manager to prepare and submit on a semi-annual basis a report on contracts
executed during the proceeding six months, which range in value from five thousand dollars ($5,000)
to fifteen thousand dollars ($15,000). This report accomplishes this goal.
Recommendation:
Staff recommends that the LPFA board receive and file this informational report.

The Lynwood Public Finance Authority of the City of Lynwood met in a special meeting
at 11330 Bullis Road on the above date at 5:18 p.m.
President Vasquez presiding.
Members Byrd, Johnson, Pedroza, Santillan, and Vasquez answered the roll call.
Also present were Chief Administrative Officer Martinez, City Attorney Beltran, and
Secretary Hooper. City Treasurer Pygatt was absent.
Secretary Hooper announced that the Agenda had been posted in accordance with the
Brown Act.

CONTRACTURAL AGREEMENTS EXECUTED BY THE
CITY MANAGER DURING FEBRUARY-JULY 2006
Recommendation:
Staff recommends that the LPFA board receive and file this informational report.
Background:
The City of Lynwood's Pumhasing Procedures (established by Ordinance No.
1571) give the City Manager (the City's Purchasing Officer) authority to execute
and enter into contracts that are less than fifteen thousand dollars ($15,000).
The Purchasing Rules also instruct the City Manager to prepare and submit a
report on a semi-annual basis, to the City Council providing a listing of contracts
that were executed during the proceeding six months. The report shall include
routine services and all contracts for professional services that exceed five
thousand ($5,000) dollars, and are less than fifteen thousand ($15,000) dollars
that were executed under the City Manager's authority.
Attachment "A" provides a listing of contracts between $5,000 and $15,000 for
both the City of Lynwood and Lynwood Redevelopment Agency (LRA) that were
executed February 1, 2006 through July 31,2006. The report includes:

· Type of Services Provided
· Description of Services
· Start Date and Completion Date
· Contract Amounts
Fiscal Impact - There is no fiscal impact. All contracts are within the budgeted
amount for each department.
