TOWN OF LEESBURG
IN
LOUDOUN COUNTY, VIRGINIA

ADOPTING AND ESTABLISHING FISCAL IMPACT PROCEDURE
FOR NEW OR EXPANDED PROGRAMS
WHEREAS, the Town of Leesburg is continuously asked to ap-
prove participation in programs, federal, state or local, for
which there is little or no initial cost, and
WHEREAS, the decision to approve or not to approve might be
different if the incurred costs for the succeeding five years
were known,
NOW, TI{EREFORE, RESOLVED by the Council of the Town of Lees-
burg, Virginia, as follows:
SECTION I. The Town Council hereby adopts a fiscal impact
procedure by which every new program or expansion of an existing
or old program or activity that could involve additional funding
shall carry with it a cost estimate for the current year and for
each of the first five years of said program or activity.
SECTION II. The Town Manager is directed to establish such
a procedure as is satisfactory to the Council, so that such pro-
cedure becomes an operating part of the Town's Government.
