Call to Order and Introduction of Members,Council Liaison and Staff The meeting was called to order at 12:01 p.m.by Mr. Lester. 2. Approval of Agenda Ms. Herndon made a motion to approve the agenda and Ms. Davit second. 3. Approval of Minutes from the Regular Meeting of April 21,2015 Ms. Herndon made a motion to accept the minutes as presented. Mr. Nash second. 4. Recycling Update Ms. Henry gave an update on recycling programs. 5. Environmental Outreach and Education The commission requested that extra mailers be dropped off at the Board of Realtors Association so that realtors could give that information out to Homeowners who were buying houses. 0. New Business Mr. Lester gave an update on meetings he had attended Including the Bike/Pedestrian Plan Advisory Committee and Local Food, Local Places Workshop. It was requested that Stephanie Bell be asked to attend the meeting to give an update on the Local Food, Local Places initiative. The commission then discussed how to begin their strategic plan. It was decided at the July meeting, they would begin brainstorming their ideas for the plan. 7. Adjourn Mr.Lester made a motion to adjourn and Ms. Davit second. Meeting adjourned at 1:00 p.m. spectfully Subml ., Henry ' j Sec. 7-17. Powers and duties generally. The environmental quality commission shall have the following powers and duties: A. To monitor the quality of the environment within the city,including measurements of an,water and noise pollution,utilizing available sources of data supplemented by such additional measurements as the commission shall deem necessary. What should be monitored?where to get the information? What are we measuring? What will we do with it once we have it? B. Monitor the streets sheet rights-of-way and public parking-lots of the city to ascertain the quality of existing tree plantings; C. Prepare a long range city beautification program, including recommendations to the Council for new plazas,fountains, statuary and similar elements of a civic beautification D. Examine this Code and other ordinances of the city as such Code and ordinances relate to environmental quality, including those that regulate or restrict the use of billboards and signs and those that relate to pollution by sound of air,water and noise. E. By making sample investigations,from tune to time monitor the enforcement of all city laws or ordinances relating to the environmental F. In cooperation with the state public service commission and the utilities involved,prepare a program looking toward the eventual undergrounding of all overhead wires in the city. (Code 1977, §2-206; Code 1983, §2-431) G. Monitor and support the city's sustainable and sanitary solid waste management, including a citywide recycling program; and enforcement and education regarding the proper disposal of trash and household waste. H. Monitor and support sustainable infrastructure development and energy use by the city, encouraging private sector participation. I. Monitor and support the city's livable streets policy,and serve as the Livable Streets Advisory Board, as established in Resolution 2011-33.
