1. The regular meeting of the City Council was called to order by

First Baptist Church of Temple City gave the invocation, follow -
3. ing which Mayor Merritt led the Pledge of Allegiance to the Flag.
4. ROLL CALL:
PRESENT: Councilmen - Dickason, Harker, Nunamaker, Merritt
ABSENT: Councilman-Tyrell
ALSO PRESENT: City Attorney Shatford, & City Manager Woollett
APPROVAL OF MINUTES: Regular meeting of April 27, 1964.
City Manager Woollett made the following corrections to the
minutes: item 4, typographical error "Dity Attorney" should be
"City Attorney "; item 6, line 3 should be the "Mayor :presented"
and not "City Manager presented "; page 2, last paragraph should
read "Mayor Merritt read the following motion ", and "Councilman
Dickason seconded the motion "; page 3, item 7 line 5, should
read "as the figures were not agreeable to the owner and a new
lease was drawn to adjust these figures ". Item 9, line 5, elim-
inate "until May 25 "; item 14, paragraph line 2 should read
"shoulder patches ". Councilman Dickason moved to approve as
corrected, Councilman Nunamaker seconded, carried by the follow-
ing called vote:
AYES: Councilmen - Dickason, Harker, Nunamaker, Merritt
NOES: Councilmen -None
ABSENT: Councilman - Tyrell
UNFINISHED BUSINESS:
6. ORDINANCE NO. 64 -133: 2nd reading.
City Attorney Shatford read title to Ordinance No. 64 -133 AN
ORDINANCE OF THE CITY OF TEMPLE CITY, CALIFORNIA, FINDING AND
DETERMINING THAT THE PUBLIC INTEREST AND NECESSITY REQUIRE, AND
ORDERING, THE ACQUISITION AND IMPROVEMENT FOR VEHICLE PARKING
DISTRICT NO. 2 OF SAID CITY AND ESTABLISHING THE BOUNDARIES OF
SAID DISTRICT. Councilman Nunamaker moved to waive further read-
ing of Ordinance No. 64 -133, Councilman Harker seconded, roll
call vote to carry as follows:
AYES: Councilmen - Dickason, Harker, Nunamaker, Merritt
NOES: Councilmen -tone
ABSENT: Councilman - Tyrell
Councilman Tyrell arrived at this time, 8 :35 P. M.
Councilman Nunamaker moved to adopt Ordinance No. 64 -133, Coun-
cilman Dickason seconded, carried by the following called vote:
AYES: Councilmen - Dickason, Harker, Nunamaker, Tyrell, Merritt
NOES: Councilmen -None
ABSENT: Councilmen-None
PUBLIC HEARING: 7 :30 P. M. Curb & Gutter: South side of Olive, Barela
to Golden West. The City Manager advised the petition represents
100% of the lineal footage, and the estimated cost of the project
would be $1515. Councilman Nunamaker moved to open the public
hearing, Councilman Harker seconded, carried by the following
roll call vote:
AYES: Councilmen-Dickason, Harker, Nunamaker, Tyrell, Merritt
NOES: Councilmen -None
ABSENT: Councilmen -None
Mayor Merritt asked if anyone wished to speak for or against the
improvement and no one came forward.
Councilman Harker moved to close the public hearing, Councilman
Dickason seconded; carried by the following called vote:

Councilman Nunamaker moved to determine the project tl be in
public interest, approve expenditure of Funds for this project
and instruct the Supt. of Streets to cause the work to be done,
Councilman Tyrell seconded, roll call vote to carry as follows:

NOES: Councilmen -None

7. STATUS REPORT ON SISTER CITY COMMITTEE: Mrs. Ralph Clarkson:
Mrs. Clarkson reviewed what had been done to date and recommend-
ed a meeting be scheduled. Following discussion it was agreed
to hold a committee meeting on June 9, 1964, at the new City
Hall at 7 :30 P. M. with all interested citizens invited.
PUBLIC HEARING: 7:30 P. M. ZONE VARIANCE CASE NO. 64 -86: 4823 Fiesta

Councilman Nunamaker moved to open the public hearing, Council-
man Harker seconded, carried by following called vote:
AYES: Councilmen-Dickason, Harker, Nunamaker, Tyrell, Merritt
NOES: Councilmen -None
ABSENT: Councilmen -None
Planning Advisor Cushman presented the factual data concerning
this variance request.
Harold E. Kreeble, 4823 Fiesta, the owner of the property involv-
ed spoke in favor of his request and presented a colored map of
the area showing lots with two houses.
Byron Hayes, 4840 N. Cloverly spoke in support of the applicant.
Mrs. Wm. J. Herbert, 4826 Fiesta, spoke against the variance -
and presented a list of names in the area she advised were op-
posed also.
Willis A. Ferry, 4338 Fiesta, Mrs. Katheryn Hill of 4814 Fiesta,
Ovie Cobb, 4832 Fiesta, all were opposed to the development.
Councilman Dickason requested the Chairman of the Planning Com-
mission, Paul Beckley, to come forward and answer some questions.
The City Attorney ruled against this stating the Council was here
conducting a hearing on an appeal and no one from the Planning
Commission should argue their decision. The City Attorney also
ruled the petition presented by Mrs. Herbert was unacceptable
in the form as presented.
Councilman Nunamaker moved to close the public hearing, Council-
man Dickason seconded, roll call vote to carry as follows:
AYES: Councilmen - Dickason, Harker, Nunamaker, Tyrell, Merritt
NOES: Councilmen -None
ABSENT: Councilmen -None
Following discussion Councilman Tyrell moved to instruct the
City Attorney to draw a resolution reversing the Planning Commis-
sion decision and granting a variance with condition driveway
be increased from 9 ft. width to 12 ft. for adequate access to
the rear parcel, Councilman Nunamaker seconded, carried by the
following called vote:
AYES: Councilmen - Dickason, Nunamaker, Tyrell, Merritt
NOES: Councilmen -None
ABSENT: Councilmen -None-
ABSTAINING: Councilman- Harker
8. PROPOSED PARKING DISTRICT #1: Res. 64 -367.
City Attorney Shatford read title to Resolution No. 64 -367
RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TEMPLE CITY, CAL-
IFORNIA, APPROVING REPORT AND FIXING TIME AND PLACE OF HEARING
THEREON. Councilman Nunamaker moved to waive further reading
and adopt Resolution No. 64 -367, Councilman Harker seconded,
roll call vote to- -carry as follows:
AYES: Councilmen-Dickason, Harker, Nunamaker, Tyrell, Merritt
NOES: Councilmen -None.
ABSENT: Councilmen -None
City Attorney Shatford read title to Ordinance No. 64 -134
AN ORDINANCE OF THE CITY OF TEMPLE CITY, CALIFORNIA, DECLARING
THE INTENTION OF THE CITY COUNCIL OF SAID CITY TO FORM VEHICLE
PARKING DISTRICT NO. 1 OF SAID CITY AND TO ACQUIRE AND IMPROVE
LANDS FOR PARKING PLACES, AS PROPOSED IN THE PETITION THEREFOR,
AND FIXING THE TIME AND PLACE FOR HEARING AND GIVING NOTICE
THEREOF. Councilman Nunamaker moved to waive further reading,
Councilman Tyrell seconded, roll call vote as follows to carry:

As this was the first reading no further action was taken.
City Manager Woollett recommended this meeting adjourn to May
18, 1964, at 7 :15 to have the second reading on this ordinance
in order to have the public hearing on June 29, 1964, as re-
commended.

SWEARING IN OF NEW COMMISSIONERS:
At this time the City Manager requested John Clemson and
Leonard (Bud) Adams come forward and he then gave them the oath
of office, following which they were congratulated by the Coun-
cilmen.
10. APPOINTMENT OF PLANNING COMMISSIONER:
The City Manager advised Mr. Clemson was appointed for the un-
expired term of Mr. Harker on the Planning Commission which
would be May 25, 1964, and recommended he be appointed for an-
other four years to May 25, 1968. Councilman Dickason moved
to appoint Mr. Clemson to serve as a Planning Commissioner for
another four years to May 25, 1968, Councilman Tyrell seconded,
carried by the fo +lowing called vote:
AYES: Councilmen- Dickason, Harker, Nunamaker, Tyrell, Merritt
NOES: Councilmen -Bone
ABSENT: Councilmen -None
PROPOSED PARKING DISTRICT #3: Special Counsel Agreement
The City Manager presented the Agreement with O'Melveny & Myers
for legal services in Parking District #3 and recommended the
City Council instruct the Mayor and City Clerk to sign in be-
half of the City. Councilman Nunamaker so moved, Councilman
Dickason seconded; roll call vote to carry as Follows:
AYES: Councilmen - Dickason, Harker, Nunamaker, Tyrell, Merritt
NOES: Councilmen -None
ABSENT: Councilmen -None
12. TRAFFIC COMMISSION RECOMMENDATIONS:
Item 7. Additional pavement markings on Daines Dr. at inter-
section with Baldwin Ave. The City M=nager advised this would
not permit a left turn due to the blind corner. Councilman
Tyrell moved to approve the recommendation, Councilman Nuna-
maker seconded, roll call vote to carry as follows:
AYES: Councilmen- Dickason, Harker, Nunamaker, Tyrell, Merritt
NOES: Councilmen -None
ABSENT: Councilmen -None
13. SET PUBLIC HEARINGS: SIDEWALKS

The City Manager recommended the above petitions be set for
public hearing for May 25, 1964, at 7:30 P. M. Councilman
Tyrell so moved, Councilman Nunamaker seconded, roll call vote
to carry as follows:

NOES: Councilmen -None
ABSENT: Councilmen -None
14. RESOLUTION NO. 64 -366: Warrants & Demands.
Councilman Tyrell moved to adopt Resolution No. 64 -366, war-
rants and demands No. 5009 through No. 5099 in the sum of
$49,637.91, Councilman Harker seconded, roll call vote to carry
as follows:
AYES: Councilmen - Dickason, Harker, Nunamaker, Tyrell, Merritt
NOES: Councilmen -None
ABSENT: Councilmen -None
15. COMMUNICATIONS:
a. City Manager Woollett presented a letter from the County
Boundary Commission re proposed annexation #344, City of
E l Monte.
Councilman Tyrell moved to receive and file, Councilman Nuna-
maker seconded, and carried.

b. The City Manager presented a charitable solicitation re-
quest from the Temple City Sea Scouts for a car wash at
Ray's Standard Station, on May 16, 1964, 9 A. M. to 4 P.M.
Councilman Tyrell moved to approve, Councilman Nunamaker se-
conded, and carried.
c. The City Manager presented five applications to sell fire-
works as follows: American Legion, Church of Latter Day
Saints, Optimist Club, T. C. Y's Mens Club, and T. C. Lions
Club. Councilman Tyrell moved to grant permits to the five
applicants, Councilman Nunamaker seconded and carried.
d. City Manager Woollett presented a request for a proclama-
tion from Dr. Franklin Park for OBSERVANCE DAY, SHRINERS
HOSPITAL FOR CRIPPLED CHILDREN, MAY 24, 1964. Councilman
Tyrell moved to so proclaim, Councilman Nunamaker seconded,
and carried.
e. City Manager Woollett presented a letter from Frederick E.
Garside, appealling the Planning Commission decision on
Case #63 -71 for a proposed convalescent hospital on north-
west corner of Broadway and Temple City Blvd. Councilman
Dickason moved this appeal be set for public hearing on May
25, 1964, at 7:30 P. M., Councilman Tyrell seconded and carri-
ed.
16. TIME FOR THOSE IN THE AUDIENCE WHO WISH TO SPEAK:
Mrs. Frank Stunden, 5355 Double Drive, asked for information
regarding additional sidewalks on Double Drive to be included
in the public hearing set for May 25, and was advised by the
City Manager that if presented on May 18 at the Council meet-
ing that it could be included, but the Council cannot set a
hearing until they have a certified petition of more than 60%
of the lineal footage involved.
17. MATTERS FROM CITY OFFICIALS:
City Attorney Shatford requested the City to authorize him to
prepare a resolution in recognition of the outstanding services
of Ralph H. Turner which he would like to be able to hand to
him at the dinner in his honor on May 21. Councilman Nunamaker
so moved, and Councilman Tyrell seconded, roll call vote to
carry as follows:

NOES: Councilmen -None
ABSENT: Councilmen -None
Councilman Harker gave a report on the League of Calif.-Cities
meeting. The report concerned storm drains in the area, rapid
transit and the water situation, which the Council discussed.
Councilman Tyrell recommended the programs at the Contract
Cities Seminar this week as they are very good and urged
the Council to attend.
The City Manager advised the present City Hall has been leased
to the L. A. Times for their east San Gabriel headquarters,
and that the plan was to move the City Hall on May 27. He re-
quested permission for the City Hall to remain closed on that
day so we can be ready for business on Thursday. Councilman
Dickason moved to approve, Councilman Harker seconded, roll
call vote to carry as follows:

The City. Manager presented a request from the Recreation Dept.
for a sidewalk oil painting display on the south side of Las
Tunas Dr. from Temple City Blvd. on June 5 from 11 AM.to 2 PM.
Councilman Nunamaker moved to approve, Councilman Dickason
seconded, and carried.
Pursuant to the memo sent the City Manager requested permission
for the Director of Recreation to hire workers for the summer
program. This is covered in the budget and the same procedure
as used previously. Councilman Nunamaker moved to approve,
Councilman Tyrell seconded, carried by the following called
vote:

The City Manager presented a request by the Boys Christian
League to sell tickets for a circus, the funds to benefit the
building fund for playgrounds from May 12 to June 6, 1964.
Councilman Tyrell moved to grant, Councilman Nunamaker seconded,
and carried.
City Manager Woollett presented Change Order #3 for the new
City Hall involving the plaque in the foyer, additional exterior
lights, additional acoustic tile in work room, painting of wall
on north property line or parking area, and revise glass in
partition from clear to obscure, total expense $412.20. Coun-
cilman Dickason moved to approve, Councilman Harker seconded,
carried by the following called vote:

NOES: Councilmen -None
ABSENT: Councilmen -None
The City Manager reminded the Councilmen that Thursday, May 14,
is Student Day in Government day and to meet at the City Hall
at 10 A. M. with the program ending at 3 P. M.
10. ADJOURNMENT:
Councilman Nunamaker moved to adjourn to May 18, 1964, at 7:15
P. M. in the Council Chambers, 9664 Las Tunas Drive, Temple
City. Council adjourned at 9:15 P. M.
