Chairman Hoelscher called the meeting to order at 12:18 p.m. and asked Ms. Stratman to call
roll. A quorum was present with 10 of 11 members or their designee present.

Mr. Reece moved and Mr. Morasch seconded to adopt the agenda as printed. The motion
passed unanimously.

Mr. Reece moved and Mr. Morasch seconded to approve the minutes from the Regular Meeting
of May 20, 2015 as printed. The motion passed unanimously.

A. Amendment#1 to the 2016-2020 Transportation Improvement Program
1. TIP #2016-12: JEFFTRAN Paratransit Vehicles. Sponsor: Department of Public Works,
Transit Division
Mr. Morasch explained that JEFFTRAN was recently awarded a Section 5310 grant to replace
three (3) paratransit vehicles. He stated that the grant amount is $128,126 with a local match of
$32,032 for a total amount of$160,158.
Mr. Mehmert explained that the vehicles to be replaced have an average of over 200,000 miles
on them. He stated that they are 2006 models and are becoming too costly to maintain and repair.
Mr. Scrivner moved and Mr. Morasch seconded to open the public hearing at 12:20 p.m. The
motion passed unanimously.
With no comments received, Mr. Scrivner moved and Mr. Bange seconded to close the public
hearing at 12:21 p.m. The motion passed unanimously.
Mr. Scrivner moved and Mr. Bange seconded to approve Amendment #1 to the 2016-2020
Transportation Improvement Program. The motion passed unanimously.
B. Final Wayfinding Plan
Mr. Sanders explained that the CAMPO Regional Wayfinding Plan serves as a framework for
implementing an effective sign system that directs drivers, cyclists and pedestrians to key
destinations within the CAMPO/Jefferson City region. He stated that municipalities and local
jurisdictions can use this plan as a guide if they decide to implement wayfinding signs in their
communities. Mr. Sanders explained that the plan allows for some customization within certain
limits but ensures a consistent overall sign program for the region. He stated that final sign design
is consistent for all communities however each community has its own color scheme.
Mr. Benz arrived at 12:27 p.m.
Mr. Scrivner moved and Mr. Reece seconded to adopt CAMPO's Regional Wayfinding Plan by
Resolution RS2015-08. The motion passed unanimously.

RE: ONE DOT Planning Process Review of the Jefferson City Metropolitan Planning Area
Dear Ms.McMillan:
Federal Highway Administration (FHWA) and Federal Transit Administration (FTA) conducted a joint
planning review of the Jefferson City Metropolitan Planning Area on January 28-29,2015. Based on this
review, and ongoing oversight by FHWA and FTA,the transportation planning process carried out in the
Jefferson City Metropolitan Planning Area (MPA) is hereby determined to substantially meet the
applicable requirements of 23 CFR Part 450 and 49 CFR Part 613.
This comprehensive review addressed all agencies (State, MPO, and transit operators) charged with
cooperatively carrying out the transportation planning process on a daily basis. It provided an opportunity
for Federal agencies to verify compliance with current transportation law and planning regulations,and to
enrich the planning process.
Enclosed is the 2015 Transportation Planning Process Review report documenting the observation,
recommendations, and commendations of the Jefferson City Metropolitan Planning Area review. No
corrective actions were identified during this review.
Please provide a response to the recommendations within 60 days of the receipt of this report describing
how you intend to address each. We are available to meet with Capital Area Metropolitan Planning
Organization(CAMPO)staff to discuss these findings and recommendations.

ONE DOT hereby approves the Missouri Department of Transportation (MoDOT) request of
July 22, 2015, to incorporate the Capital Area Metropolitan Planning Organization (CAMPO)
FY2016-2020 Transportation Improvement Program (TIP) — Amendment #1 — into the FY2016-
2020 Missouri Statewide Transportation Improvement Program (STIP).
The CAMPO Board of Directors approved this document on July 15. 2015. The Governor of
Missouri approved this amendment on July 21, 2015.
We find this STIP amendment is based on a statewide transportation planning process that
substantially meets the requirements of 23 U.S.C. 134 and 135;49 U.S.C. 5303 and 5304; and 23
CFR 450 Subparts A, B, and C.

The attached letter represents the view of a united coalition of organizations
representing millions of Missourians who use our state's transportation system to walk,
run, hike, and bicycle. We have sent this letter to MoDOT leadership, Missouri State
Legislators, Missouri members of Congress, and Governor Nixon, asking them to
carefully consider the needs of Missourians who walk and bicycle as they address
Missouri's transportation funding shortfall, the current federal transportation
reauthorization, and fill vacancies in MoDOT's leadership.
We know that the work you do at the local and regional level in setting transportation
priorities and meeting transportation needs is very important in helping to create a
complete and accessible pedestrian and bicycle system across Missouri.
We ask that you do what you can at the local level and support our work at the
statewide and national levels to:
• Make access, connectivity, safety, and funding for people who choose to bicycle
and walk an integral part of Missouri's transportation system and your local
transportation network.
• Bring groups who represent the Missourians who walk and bicycle to the table
and include us in the discussion about transportation priorities and needs in your
area.
• Continue moving forward vigorously to create, refine, and implement your own
local goals for improving access and safety for people who walk and bicycle, and
to implement MoDOT's stated goal to give Missourians better transportation
choices by expanding and improving bicycle and pedestrian options throughout
the state.

Dear Roberta,
We are a united coalition of organizations representing millions of Missourians who
use our state's transportation system to walk, run, hike, and bicycle.
Missouri's transportation funding shortfall is a critical challenge in need of a solution.
As solutions are considered and developed, we want policymakers to recognize
walking and bicycling are an important part of Missouri's transportation system.
Walking and bicycling should be included in any transportation funding solution.
• Walking and bicycling bring quantifiable economic benefits to Missouri.
Recent research shows that bicycling and walking brings over$2.8 billion in
consumer direct spend to Missouri's economy, supports over 28,000 jobs,
and brings $219 million in local and state tax revenue to the state.
• Attention to creating and maintaining safe and pleasant walking and bicycling
environments makes our communities better able to compete for business
development and human resources on a national and global scale.
• Cities and states around us are prioritizing safe connected access for the
millions who regularly walk and bicycle. They are better positioned to attract
businesses and individuals who value active living and a range of
transportation.
• Including safe spaces to walk and bicycle on existing corridors through our
cities and towns is one of the most cost-effective transportation investments
that can be made and adds incredible value to these existing transportation
corridors.
• Providing safe, connected places to walk and bicycle for people of all abilities
creates opportunity and freedom of choice in transportation—opportunity for
Missourians of all ages, levels of ability, and income levels to reach work,
school, health care, shopping, and recreation using the form of transportation

they choose.
• Missouri does not need extensive new or greatly expanded roads or
highways. But Missouri does need to:
o Maintain the road and highway system we have
o Improve safety for all users of the road system
o Add transportation choices—such as walking and bicycling—that far too
often are simply not available to Missouri residents.
These goals were identified and received broad mainstream support
throughout the very comprehensive statewide public outreach effort
undertaken by MoDOT during its Missouri On The Move public outreach
effort.
• The lack of safe, accessible places to walk and bicycle in Missouri
communities is serious. A recent Missouri Department of Health and Senior
Services survey showed that:
o 45.6% of Missourians have no sidewalks at all in their neighborhoods
o 76.5% of Missourians have no safe place to bicycle in their community
As you are working to address Missouri's transportation funding problem, we ask
you to:
• Make access, connectivity, safety, and funding for people who choose to
bicycle and walk an integral part of any solution to Missouri's transportation
funding problem. Funding for roads and streets must include funding for safe,
connected access for people of all abilities who choose to or need to walk and
bicycle along and across those roads and streets.
• Bring groups who represent the Missourians who walk and bicycle to the table
and include us in the discussion. We want to contribute to proposed solutions
to the Missouri's transportation funding problem.
• Continue moving forward vigorously with MoDOT's stated goal to give
Missourians better transportation choices by expanding and improving bicycle
and pedestrian options for people of levels of ability and disability throughout

the state.

The League of American Bicyclists is on target to visit 100 communities this year,
WWW.BIKELEAGUE.0RG bringing our bicycle-friendly expertise directly to the local level—and your city
is on our priority list!
The Bicycle Friendly Community program is a roadmap that has helped cities and
counties throughout the country make improvements that get more people riding
bikes. Last year I was hired as the League's new Bicycle Friendly Community
Specialist,because of the overwhelming interest and request for assistance from
cities and towns nationwide.Thanks to the support of Trek,and Trek dealers,the
BFC team will be able to personally visit and provide assistance to 100
communities per year.
We know the BFC program works: Between 2000 and 2013 the percentage
increase of people commuting by bike was more than three times the growth in
cities that have received BFC designation than those that have not.
These visits will allow us to help you improve bicycling in your area by
experiencing first-hand the bicycle infrastructure in your community,bringing
together citizens and public agency staff to discuss issues and strategies for
improvements,providing an assessment of current conditions and beginning to
collaborate on short,medium and long-term solutions.
Specifically,here's what a visit to your community will include:
• Hands-on technical assessment of your city's bicycling infrastructure(via
a group bicycle ride/audit)and review of efforts to encourage cycling;
• Meeting with planners,engineers,government staff and bike advocates to
discuss best practices and provide feedback on how to achieve the Bicycle
Friendly Community designation that your community is seeking;
• A post-visit Bicycle Friendly Community Report Card that will provide a
quick action plan and our initial assessment,focusing on priority actions that
will have the greatest impact.
I will be contacting you soon about available dates,and seeing if you have a
preference. Typically I just need a half day—morning or afternoon.

SUBJECT: CAMPO MOU&Bylaws Membership Changes
To date, MoDOT, Callaway County, Cole County, City of Holts Summit, City of Jefferson, St. Martins and
Wardsville have ratified the revised Memorandum of Understanding and Bylaws. Holts Summit's Board of
Aldermen will conduct a second reading,with possible approval,on August 10. With the changes made in the new
MOU and Bylaws,specifically changes in membership,staff wanted to outline and prepare for these changes.
The number of voting Board members increases from I I to 13 and include the follow changes:
• City of Jefferson: Seven (7)voting members shall be appointed by the City of Jefferson to represent the City
of Jefferson.Members shall be comprised of four(4)elected officials(e.g. Mayor, or City Council Members)
and three (3) department director level staff with transportation related responsibilities (e.g. administration,
planning,transit,public works,parks&recreation).
• Cole County: Three(3)voting members shall be appointed by Cole County to represent the County of Cole.
The members shall be comprised of one County Commissioner, one small city representative and the other
elected or appointed representatives filled at the County's discretion.
• Callaway County: One(1)voting member shall be appointed by Callaway County to represent the County of
Callaway. The member shall be a County Commissioner or an elected or appointed representative filled at
the County's discretion.
• Holts Summit: One (1) voting member shall be appointed by the City of Holts Summit to represent the City
of Holts Summit.
The number of voting Technical Committee members increases from 16 to 17 and include the following changes:
• The City of Jefferson shall appoint seven(7)voting members,down from eight(8).
• The Board of Directors shall appoint two(2)Transportation Interest voting members:
• One(1)voting member shall represent private transportation interest.
• One(1)voting member shall represent pedestrian or biking interest.
• Small City Members. Callaway County and Cole County shall each have one (I) small city appointed or
elected official voting member from the small cities within the Metropolitan Planning Organization, and
appointed by and serve at the pleasure of their County Commission.
As appointments to the Board of Directors and Technical Committee are to be made by the respective jurisdictions,
except as otherwise specified, staff will be sending a letter to the above jurisdictions seeking the names of their
voting members and designees.
The two appointed Transportation Interest voting members are to be nominated and recommended by the Technical
Committee and appointed by the Board of Directors.

JEFFTRAN has informed us that due to modifications in the design of the three (3) Handi-Wheels
vehicles to be purchased with the recent 5310 grant funds, minor funding changes for the project will
occur. The change involves an increase of the local matching funds, from $32,031.60 to $61,938.60, an
increase of$29,907.00. There was no increase of federal matching funds. The final project cost is now
$190,065.

The final 2015 Transportation Planning Process Review report by FHWA and FTA was received. The

work of the Technical Committee and Board of Directors which contributed to this improvement. Of

addressed.

2015 TRANSPORTATION PLANNING REVIEW PROCESS
EXECUTIVE SUMMARY
Capital Area Metropolitan Planning Organization (CAMPO) is the designated Metropolitan Planning Organization
(MPO) for the Jefferson City, Missouri, metropolitan planning area. The 2015 planning process review will
concentrate on documenting CAMPO's efforts and accomplishments of this process. The previous FHWA/FTA
planning process review of CAMPO was completed on August 26, 2008. No corrective actions were identified as a
result of the 2008 review.
Objectives of the 2015 FHWA/FTA Planning Process Review are highlighted in the final report. The review is
intended to serve as a catalyst to improve the effectiveness and efficiency of CAMPO's planning process; to help
ensure major issues facing the metropolitan area are being addressed; and to provide opportunity for continued
progress in growing the art of transportation planning,while implementing applicable federal regulations.
The review team's work involved an off-site (office/desk) portion, and on-site portion. The on-site portion of the
review was conducted January 28, 2015—January 29, 2015. This was a general review of the entire planning area,
and all the agencies involved, assure compliance with applicable requirements; and an assessment of CAMPO's
progress in addressing findings from the 2008 review.
Observations and Findings
The final report documents the review team's observations and findings, including eight commendations for
successful practices,and seven recommendations for improving the planning process.
Commendations
Commendation #1: CAMPO staff excels at connecting with planning partners on work product development.
CAMPO is commended for the level of communication and collaboration during special initiatives such as
Wayfinding.
Commendation #2: CAMPO presents a well-developed Title VI program, and has done a commendable job on
their Title VI Plan, which was found to be entirely consistent with both the Limited English Proficiency(LEP) and
Public Participation Plan (PPP). The format of the Title VI Plan is structured in a manner that makes it easy to
follow,and easy to understand.
Commendation #3: CAMPO does a noteworthy job utilizing innovative outreach methods, especially with regards
to digital communication.
Commendation #4: The UPWP includes a good description of local transportation challenges, providing a good
framework for developing priorities; planning local work activities; and, potentially, future project and process
development.
Commendation #5: Staff does a good job of communicating modifications to planning documents and work
products, especially with regards to TIP modifications. The "before/after" picture of each project modification is
good example of how to show changes to project information,and in demonstrating fiscal constraint.
Commendation #6: Though more projects are desired in the MTP and TIP, the MPO actively promotes multi-
modal planning,especially with recent Wayfinding and bicycle/pedestrian planning activities.
Commendation #7: CAMPO's commitment to fostering "livable" communities is commendable in both its
transportation planning and comprehensive planning efforts, especially with regards to Wayfinding and
bicycle/pedestrian accommodations (as witnessed by the pedestrian improvements along Missouri Boulevard and
improvements to the Greenway Trail).
Commendation#8: CAMPO staff and MoDOT staff(both Central Office and District Office)do an excellent job at
communicating functional classification changes. Central Office staff provide high-quality graphics and supporting
documentation for all functional classification modification requests. The UAB graphics produced by Central Office
were used to great effect by CAMPO staff.

Recommendations
Recommendation#1: In the face of increasing performance management responsibilities, and with CAMPO's goal
of continuously improving the effectiveness of the planning process and their work products, CAMPO should
strongly consider adding both manpower and technical capacity to their staff. Additional staff will help CAMPO
address corridor and future routes studies;and help in better addressing livability and sustainability decision-making
—both increasingly crucial factors in a healthy transportation system,a healthy community,and a stronger economy.
Recommendation #2: We strongly suggest CAMPO develop a method whereby they can periodically evaluate,
measure, and track the effectiveness of their public involvement methods; and a system to periodically introduce
new public involvement tools.
Recommendation #3: CAMPO should ensure adequate programming of funds in the UPWP in order to
accommodate training opportunities necessary to maintain a sufficient level of technical capacity. This is especially
important now with steadily changing Federal priorities and requirements.
Recommendation #4: As acknowledged by CAMPO during the review meeting, the MTP should be updated to
include:
a. Clearly defined and locally derived goals, objectives, and strategies to better assist in program and
project development.
b. An improved description of projects and needs assessment; better connections tying illustrative projects
to a specific need; and a systematic process for developing new projects, especially with regards to
connectivity.
c. Throughout the life of the plan, a better description of Transit ridership, O&M, future capital needs
(especially with Transit); and a better description of the existing system along with future needs, financing
strategies,and revenues.
d. The development of a process whereby the MTP can accommodate TIP projects not already accounted
for in the MTP.One very good method is to process MTP amendments concurrently with TIP amendments,
where needed.
e.The inclusion of a transit safety element.
f.The inclusion of more multi-modal projects.
Recommendation#5:The TIP should include a stronger representation of multi-modal projects.
Recommendation#6: CAMPO would be well-served to expand upon its mobility management successes.
Recommendation #7: CAMPO should identify an investment strategy, and resources, dedicated to improving
transportation system safety and security.
Conclusion
The Federal Highway Administration and the Federal Transit Administration conclude that the CAMPO
transportation planning process is addressing the major issues in the Metropolitan planning area, and is being
conducted in accordance with applicable requirements of 23 CFR Part 450 and 49 CFR Part 613. CAMPO's
planning process provides adequate representation and input from all levels of local government and individual
groups regarding transportation needs of the metropolitan area. Overall, CAMPO's activities provide for a
transportation planning process that results in the support and development of transportation improvements for the
entire metropolitan area.

SUBJECT: FY2016 Unified Planning Work Program
The FY2016 Unified Planning Work Program (UPWP) was approved by the CAMPO Board of Directors
on April 15, 2015. Due to the relationship and timing of the UPWP and the City of Jefferson budgeting
process, the document was not forwarded to MoDOT at that time. Since the City of Jefferson's budget
process has progressed and MoDOT requires the UPWP for their Consolidated Planning Grant drafting
and approval process, the FY2016 Unified Planning Work Program will be transmitted to MoDOT after
the August Board of Directors meeting. If any changes are required of the UPWP due to the budgeting
process of the City of Jefferson, the UPWP can be changed, modified or amended, as appropriate at a
later date.
