THE CITY OF RICHMOND, INDIANA, NOVEMBER 13, 2008
The Board of Public Works and Safety of the City of Richmond, Indiana, met at 5:00 P.M.,
Thursday, November 13, 2008, in the Council Chambers at the Municipal Building, 50 North 5th
Street, Richmond, Indiana. In attendance were Board Members Vicki Robinson, Dian Lawson
and Mary Jo Flood. Also attending were Assistant City Attorney Kim Vessels, Captain Terry
Hopkins, Director of Public Works and Engineering Greg Stiens, Sergeant Jon Bales, Chief Kris
Wolski, Director of Human Resources William Harris and several F.O.P. members.
The following business was conducted:
CALL TO ORDER
Robinson called the meeting to order and noted for the minutes that all board members and legal
counsel were present.
APPROVAL OF MINUTES
Robinson made a request to the board to approve the minutes for the November 6, 2008 meeting.
Lawson made a motion to amend the minutes under miscellaneous to read that the grievance is
not about Jon Bales, he is the Wage Committee Chair and he is representing the F.O.P.
bargaining unit and to approve the amended minutes with a second by Flood. The motion was
unanimously passed.
CLAIMS FOR PAYMENT
Robinson made a request to the board to approve claims for payment for Friday, November 14,
2008 in the amount of $254,050.90. She explained of that total $74,328.21 was paid to
Richmond Power & Light for electric cost, $73,739.09 was paid to Pro Lawn Care for Sidewalk
& Curb Rehab on North "E" Street and $79,969.47 was paid to Milestone for Airport Runway
6/24 Rehab Project. Flood made a motion to approve with a second by Lawson. The motion
was unanimously passed.
REQUEST
A. Robinson brought to the board a request that was presented by Captain Terry Hopkins
and was submitted by Steve Terzini for the approval to allow the Historic Depot
District to have their Old Fashion Christmas Festival Carriage Rides to be held on
Tuesdays — December 2nd 9th 16th, and 23rd starting at 5:00 PM to 9:00 PM. The
request is also to include the use of two parking spaces in front of the Furniture
Gallery and two parking spaces just on the first Tuesday in front of RISCO for pick

up and unloadinu for the carriage rides. Also they would like to place barricades and
signs at North 8t & "E ", North 10' & "E ", North 10' & "D ", North 8' & "D" and
Fort Wayne Avenue &- North "D ". Lawson made a motion to approve with a second
by Flood. The motion was unanimously passed.
BID OPENINGS
A. The bid opening that was on the agenda for the Paved Side Ditch Project at 4251
Industries Road has been postponed until November 20, 2008.
BID AWARDS
A. Robinson brought to the board a request that was presented by Director of Public
Works and Engineering Greg Stiens to award the bid for the Sidewalk Rehabilitation
Project on South `B" Street and North 6t11 Street to Pro Lawn in the amount not to
exceed $86,169.68. Flood made a motion to approve with a second by Lawson. The
motion was unanimously passed.
CHANGE ORDER
A. Robinson brought to the board a request that was presented by Director of Public
Works and Engineering Greg Stiens for the approval of Change Order No. 2 for
Contract No. 56 -2008 that is the South 13th Street Culvert Replacement Project in the
increased amount of $635.70. Lawson made a motion to approve with a second by
Flood. The motion was unanimously passed.
MISCELLANEOUS
A. Robinson took this time to announce that the meeting during Thanksgiving week will
be held on Wednesday, November 26, 2008 at 5:00 PM.
Robinson announced that there would be a five minutes recess before reconvening for the F.O.P
Grievance Hearing.
During the F.O.P. Grievance Hearing Jon Bales the Wage Committee Chair presented on behalf
of the Fraternal Order of Police Bargaining unit their position on the grievance. Chief Kris
Wolski represented the City's position. Lawson made a motion to take this matter under
advisement with a second by Flood. The motion was unanimously passed. There are documents
and audio tape on file in the Clerk's office on this hearing.

ADJOURNMENT
There being no further business, on a motion duly made, seconded and passed unanimously. The
meeting was adjourned.
