I . ROLL CALL
Pierre Joski , General Manager of the Marin County Open Space Dis-
trict, called the meeting to order at 10 :05 A.M.
Members Present: Edward Shelley, Katherine Duffy, Barbara Green -
and Daniel Wendin.
Members Absent: Nonette Hanko, Richard Bishop and Harry Turner.
Personnel Present: Herbert Grench, Anne Crosley, Craig Britton
Charlotte MacDonald and Eric Mart.
Also Present: Board and staff members of East Bay Regional Park
District, Marin County Open Space District and Monterey Peninsula
Regional Park District.
SPECIAL ORDERS OF THE DAY
Board and staff members of the four regional park and open space
districts of California met at the Audubon Society building by
Richardson Bay in Tiburon, California to hold the 1979 Not-so-
Annual Regional Park and Open Space District Conference. The
main topics of discussion were ongoing and proposed legislation
and possible methods of gaining stable, long-term sources of
funding for these districts. The current financial situations
of the multi-county districts (EBRPD and MROSD) and the single-
county districts (MCOSD and MPRPD)were described the the general
managers of each district. The efforts of each agency to keep
track of pending State legislation regarding public agency fund-
ing were discussed, including the most likely solutions, such as
receiving a portion of the sales tax. Long-term financing pos-
sibilities were considered, such as special assessment districts ,
project commitments from private companies and non-profit fund-
raising organizations. Special programs such as volunteer docents
and patrol groups, adopt-a-park, and intergovernmental projects
were described by participants.
