4. 2007 LEGISLATIVE PRIORITIES
Comments:
The purpose of establishing legislative priorities is to focus resources for advocacy on legislative
issues. As we prepare for the upcoming 2007 State and Federal Legislative Sessions staff has
prepared a list of legislative priorities for the City Council's review and adoption. Establishing
priorities will help the City focus and drive its scarce advocacy resources to high priority issues.
Recommendation:
Staff recommends for the Members of the Lynwood Public Finance Authority to adopt the attached
resolution entitled, "A RESOLUTION OF THE MEMBERS OF THE L YNWOOD PUBLIC FINANCE
AUTHORITY OF THE CITY OF LYNWOOD ESTABLISHING THE CITY'S LEGISLATIVE
PRIORITIES FOR 2007".

Recommendation:
Staff recommends for the Members of the Lynwood Public Finance Authority to
adopt the attached resolution entitled: "A RESOLUTION OF THE MEMBERS OF
THE L YNWOOD PUBLIC FINANCE AUTHORITY OF THE CITY OF L YNWOOD
ESTABLISHING THE CITY'S LEGISLATIVE PRIORITIES FOR 2007."
Background:
The purpose of establishing legislative priorities is to focus resources for
advocacy on legislative issues. As we prepare for the upcoming 2008 State and
Federal Legislative Sessions staff has prepared a list of legislative priorities for
the Lynwood Public Finance Authority's ("Authority") review and adoption.
Establishing legislative priorities will help the City focus and drive its scarce
advocacy resources to high priority issues and eliminates the need for staff to
request review and approval from the City Councilor the Authority on each issue
as it comes up during the year. In addition, established legislative priorities can
be utilized as a guide to Councilmembers, Authority Members and staff in
carrying out intergovernmental duties.
Discussion & Analysis:
2006 Leaislative Priorities' Outcomes
When the Authority adopted the City's 2006 Legislative Priorities, the City
established the Ham Park Replacement Project as its primary priority project.
The City's Federal and State Lobbyist focused on the 2006 Legislative Priorities
as the platform in communicating with the City's state and federal legislative
representatives. Through the City's lobbying effort with Senator Diane Feinstein,
the City received a $500,000 earmark from the Senate Transportation-Treasury-

HUD Appropriations Committee for an Intermodal Transit Facility. Unfortunately,
this earmark along with all the pending earmarks in Congress were recently
eliminated in December 2006, when the Senate Appropriations Chairman and
House Appropriations Chairman announced that they intend to place a
moratorium on all FY 2007 earmarks. The City continues to work with the
Lynwood Unified School District to submit an application to the State Allocation
Board for additional funding for the Ham Park Replacement project.
2007 Leaislative Priorities
Given that the City has finite resources dedicated to lobbyists' efforts; staff has
developed the attached "Exhibit An - 2007 Legislative Priorities. There are a
myriad of worthy issues to pursue. In order to conduct advocacy for the City's
interests effectively and efficiently regarding pending legislation and
intergovernmental issues, there is a need to focus the City's limited advocacy
resources.
The 2007 Legislative Priorities, if adopted, establishes the City's 2007 legislative
platform to be used in communicating the City's priorities with the City's federal
and state legislative representatives. The 2007 Legislative Priorities includes a
list of supporting projects to advance the policies set forth in the 2007 Legislative
Priorities. Staff will draw from these supporting projects when submitting projects
for funding appropriate for the 2008 Federal Appropriations process or State
eligible funding programs. For example, staff will submit projects from the 2007
Legislative Priorities to Congreswoman Linda Sanchez in response to her recent
call for funding requests.
National Leaaue of Cities 2007 Annual Conaressional City Conference
(March 20-14. 2007J
To advance the City's interests, staff recommends that City Council members
and key staff members meet with the City's legislative representatives. Each
year the National League of Cities sponsors the 2007 Annual Congressional City
Conference in spring in Washington DC to encourage city officials to connect
with their federal legislative representatives and to join other city officials to have
an impact in Capitol Hill to address issues important to cities and towns across
America. David Turch and Associates, the City's federal advocate, recommends
that the City officials arrive early to this Conference to meet with
Congresswoman Linda Sanchez, Senators Diane Feinstein and Barbara Boxer to
discuss the City's 2007 Legislative Priorities and key projects.
Januarv 2007 Sacramento Lobbyina & Leaaue of California Cities
Leaislative Action Days (May 16-17. 2007J
Legislative Advocacy Group, Inc., the City's state lobbyist, will arrange meetings,
for the latter part of January 2007, between City officials and the City's state
legislative representatives. On May 16 and 17, during the League of California
Cities Legislative Action Days, days are set aside for California public officials to

meet with their respective representatives on their issues and to receive briefings
on the Governor's proposed budget and its impact on local governments.
Retainina Professional Federal and State Advocacv Services
Retaining professional advocacy services provides the City needed support to
advance the City's interests before state and federal representatives. This
requires special expertise that the City does not have in-house.
On October 17, 2006, the City Council extended the services of David Turch and
Associates, the City's federal advocate, to pursue the $500,000 earmark for the
Lynwood Intermodal Facility and approved to solicit proposals to retain a federal
lobbyist for the FY 2008 Federal Appropriations Cycle. On November 21, 2006,
the City Council approved to extend the services of Legislative Advocacy Group,
Inc., the City's state advocate, for the purpose of securing funds for the
completion of the Ham Park replacement project and to pursue a broader
legislative issues.
The City budgeted $60,000 to retain one advocate for FY 06/07. Since the City
retained the services of Legislative Advocacy Group, Inc. for state advocacy
services for one year, the retention of federal advocacy services for the period of
February 1, 2007-June 30, 2007 requires additional funding of $30,000 from the
City Council. Staff anticipates to bring this budget item for approval and award of
contract for a federal advocacy services at the January 16, 2007 City Council
meeting.

RESOLUTION NO.
A RESOLUTION OF THE PUBLIC FINANCE AUTHORITY OF THE CITY OF
LYNWOOD ESTABLISHING THE 2007 LEGISLATIVE PRIORITIES
WHEREAS, it is vital to the City to maintain and provide critical and basic
services to Lynwood residents such as, but not limited to, law enforcement, fire,
paramedic, road and street maintenance, recreation and parks; and
WHEREAS, the City has limited authority to raise revenues and further
erosion of that authority is detrimental to the delivery of critical and basic services
to Lynwood residents; and
WHEREAS, diversion of local tax dollars harms the City in the delivery of
such services; and
WHEREAS, advocacy of the City's interests at the county, regional, state
and federal level is needed to stop legislations and elected officials' actions that
would harm the City's ability to deliver services and to advance legislations and
elected officials' actions that would enhance the City's ability to deliver services;
and
WHEREAS, the City has limited advocacy resources; and
WHEREAS, to effectively and efficiently focus the City's advocacy
resources, the Lynwood Public Finance Authority has established the 2007
Legislative Priorities.
NOW, THEREFORE the Members of the Lynwood Public Finance
Authority of the City of Lynwood does hereby find, determine, order and resolve
as follows:
Section 1: That the Members of the Lynwood Public Finance Authority
authorize the adoption of "Exhibit A" 2007 Legislative Priorities as part of this
resolution.
Section 2: The Secretary shall certify to the passage and adoption of this
resolution.
