The following guests were present: Vicki Schildmeyer, Paul Vanhorn, Wayne Lee, and Madeleine Leroux (News Tribune). 1. Introductions Introductions were made at this time. 2. Approval of the May 21,2015 Committee meeting minutes Councilman Henry moved and Councilwoman Ward seconded to approve the May 21, 2015 minutes, motion carried. 3. New Business 1. Water Quality Code Update (Matt Morasch) Mr. Fontana explained the proposed changes to the code have been discussed with developers. The code changes will be introduced at the July 6 City Council meeting. There was discussion among Committee members and staff regarding the EPA Consent Agreement requirements and the meetings with the development community. 2. Stadium and Jefferson, Overhead Utilities (Matt Morasch) 2 Mlnules/Jelferson City Public Works and Planning committee Juno 18, 2015 Mr. Morasch explained staff would like to make the Committee aware of a plan to have a utility pole in the center island of the roundabout currently being designed for the intersection of Stadium and Jefferson. There was discussion among Committee members and staff regarding location and aesthetics of the utility pole. 3. Basin 5 & 6 Rebid (Eric Seaman) Mr. Seaman explained the bids received were too high. The project has been split into two projects and has been sent out for rebid with the bid opening scheduled for July 7. 4. Basin 12 Bid (Eric Seaman) Mr. Seaman explained this project is currently out for bid. 5. Milling and Overlay Bid (Britt Smith) Mr. Smith referred the Committee to the bid received included in the packet and distributed the 2015 Street Overlay List. 6. Missouri Housing Development Corporation HeRO Grant Program Opportunity (Janice McMillan) Ms. McMillan explained the program to the Committee. Councilwoman Ward moved and Councilman Costales seconded to refer the resolution to the City Council with recommendation to approve, motion carried. 7. Memorandum of Understanding with Capital Area Metropolitan Planning Organization (Janice McMillan) Ms. McMillan explained the revisions to the Memorandum of Understanding with CAMPO. There was discussion among Committee members and staff regarding representation changes and funding. Councilwoman Ward moved and Councilman Henry seconded to refer the revision to the City Council with recommendation to approve, motion carried. 8. Change Orders with Bartlett & West for Basin 5 & 6 Project (Eric Seaman) Mr. Seaman explained the change orders previously done for the project have exceeded the ten percent allowed. 9. MoDOT/FTA Grant for Purchase of Three Handi-Wheels Buses (Mark Mehmert) Mlnllles/Jelferson City Public Workl and Planning Committee June 18, 2015 Mr. Mehmert explained the grant. Councilman Henry moved and Councilwoman Ward seconded to refer the resolution for the grant to the City Council with recommendation to approve, motion carried. 4. Other Topics 1. Planning & Protective Services Monthly Reports (Janice McMillan) Ms. McMillan referred Committee members to the reports included in the packet. 2. Water Main Leak Report (Britt Smith) Mr. Smith explained the street cut and right-of-way report. 5. Citizen Opportunity to address Council/Staff on Stormwater and Other Public Works Issues There was no one present to address the Committee. 6. Highclif Street is an undeveloped right of way plated as part of the Virginia Place Subdivision in the early 1900's. Given the way that the properties were re -divided and developed, over time this right of way diminished in importance. At this time there are three lots that front this right of way and all of them are owned by the same individual. If approved by the committee, these three parcels will need to be combined into a single parcel prior to the vacation moving forward to the Council. other adjoining parcel owners will also need to be notified. With the construction of the Lafayette Street interchange this section of Elm Street will be permanently cut off from Lafayette Street, and the existing box culver over the creek will be removed. If the request moves forward the vacation would likely be included in some type of intergovernmental agreement, in which LU would receive the vacated street right-of-way in consideration for ma intaining access as required by the Fire Department and /o r Po lice Department. In addition, to this vacation , staff would also recommend the agreement contain the vacation of Atchison Court. LU has acquired and cleared all the property surrounding Atchison Court and staff recommends its vacation since it rea lly just serves as a "driveway" into campus parking lots. LU has developed a sketch plan (attached) for Chestnut Street that includes gated entries to the street as well as a "drivable" plaza area to accommodate deliveries, emergency vehicles, tour buses, etc. LU officials have indicated they have funding to install the gate system at this time and once installed they will be working towards funding the plaza area . A review of the traffic data associated with the area indicates the closure of Chestnut will divert about 2000-2200 trips per day to other streets and parking lots near the campus . About 1500 +/-of those trips are likely associated with the University and the remainder of the trips (500-700 trips), are li kely from surrounding areas seeking to utilize Chestnut as a through street. The 500-700 trips not associated with LU will be diverted to Fairmount, Hill crest , Atchison , Locust, Moreau , Clark, Dunklin or Lafayette . That additional traffic can be accommodated by those streets without a significant level of service traffi c i mpa ct. However, the width and grade of Atchison and Locust would benefit from improvement. Also the intersection of Hillcrest and Moreau does have limited site distance, especially when vehicles are parked on the street. As LU continues to develop its campus around the Atchison and Locust street frontages, consideration should be given to widening/reconstruction of those streets. Provisions for that work should be included with those development plans and perhaps should be include as a condition of the vacation agreement. Other options to vacation and closure of Chestnut Street that would enhance pedestrian accommodations is turning the street back to two-way traffic along with enhanced traffic calming techniques. That could involve streetscaping, street narrowing, raised and enhanced pedestrian crossings and potentially adding a barrier to funnel pedestrians to designated crossing areas. This option could be further enhanced by providing for some on street parking in its northern sections away from the student union. This option would also help with cut-through traffic on LU's Dawson Street (300 trips per day). A second option could be closure of the street during off peak travel times. For example the street could close from 8:30 am to 4 pm each week day. Attached are two recent letters I have received from citizens requesting the street be opened to two-way traffic while the Lafayette intersection is being constructed. I have included these letters for the Committee's consideration as well. This item will be a topic on the August Public Works and Planning Committee meeting. We have a need to go to downtown Jefferson City on a frequent basis. The Clark Avenue overpass would seem to be the logical traffic pattern for us. However, the rough condition of the overpass along with the large amount of car and pedestrian traffic makes that route very difficult to use. Since we dislike bouncing our way across the Clark A venue overpass, we usually choose to go north on Chestnut to get downtown. Since Chestnut is one-way, we use Lafayette to come from downtown. It would make sense to me that while Lafayette is closed Chestnut should be open to both North and South-bound traffic. The new Chestnut street overpass is very nice to use. My wife and I both utilize th e route from Fairmount Blvd. to Ch es tnut Street several times p e r day to go to downtown je ffe rson City where our office is located. We use this route, Chestnut Street to McCa rty Street, because it is the most direct and least congested route to downtown. W e a lso use that same route in order to avoid Clark Avenue, Hi g hway 50 and the inte r section of Clark Avenue and McCarty Street as that area is generally far too congested. In addition, we also avoid the Clark Avenu e overpass because of its rough and non-vehicle friendly condition, but mainly due to the congestion. As a frequent user of Chestnut Street, I wou ld like to ask you to consider making the portion of Chestnut Street that is currently a o n e-way street into a two-way street so that it will be open to both north-and southbound t raffic while Lafayette Street is closed during construction. With this arrangement, it would be far more convenient for the residents of t his a rea to go about their daily tasks and would a ll e vi ate the increased traffi c and wear and tear to the other roads being used as altern a te routes.
