Scale of second story addition, relative to existing home and adjacent homes 2. Harmony of second -story roof lines with remainder of home 3. Single story garages are preferred in the GS- Bermuda Style Architectural Standards (ArticleVII- page 12, Design Manual) Staff Recommendation: A motion to approve, based an ARPB finding that the additions are compatible with the surrounding neighborhood and the scale of the existing home, and consistent with Section 66- 144(b)(10), and other applicable review standards, with the following conditions: 1. Any existing landscaping disturbed during construction shall be replaced with comparable plant materials. 2. The additions shall be finished with exterior materials and colors which match the existing home, including window style, roofing materials and trim. 3. Health Department approval of the septic system shall be secured prior to issuance of a building permit. Basis for Recommendation: The existing home is of the Gulf Stream - Bermuda style, a preferred architectural style Application # 97 -17, Hornberger Basis for Recommendation, Continued: in the Core District. During staff's review, careful attention was paid to all measures which could minimize the height of the addition and ensure design harmony with the existing home. The architect has employed nearly all of the common techniques to accomplish the latter. As such, the addition appears to be consistent with Section V.A.11 of the Design Manual which pertains to additions (copy attached). The addition is architecturally consistent with the existing home in terms of exterior materials, roof pitch, simplicity of lines, and window design, including shutters. Also, the architect has attempted to minimize the height of the second story addition by: 1) lowering garage ceiling height to 8', 2) using a floor structure of minimal thickness between levels, and 3) holding the 2nd story to a 8' 6" ceiling height, which is consistent with the existing home. Given the lot's size of 22,127 square feet, the Floor Area Ratio ( "FAR," or the size of the home in proportion to its lot size) is well within Gulf Stream's limitations. The proposed FAR is .22; the maximum is .33. Finally, the existing mature vegetation, both adjacent to the addition and around the perimeter of the site, should effectively buffer and soften the visual impact of the addition. Please also refer to the architect's statement, attached.
