HomeMy Public PortalAbout20161207 - Upper Charles Trail Committee - Meeting Minutes1 UPPER CHARLES TRAIL COMMITTEE Wednesday, December 7, 2016 7:02 PM Room 211, Town Hall, 18 Main St., Hopkinton, MA MINUTES Members present: Bob Snyder, Barry Rosenbloom, Jane Moran, Eli Post, Eric Sonnett, Ken Parker, Jeff Barnes Members absent: John Coutinho, Kelly Karp Associate member present: Brian Fitzgerald Trail wardens present: Mike Boelsen, John Gardner Citizens present: Norton Kaplan, Peter Herbert 1. FY17-18 Budget discussion: Barry presented a draft budget that was discussed at some length. Several adjustments were made, resulting in a final “ask” of $51,440.00. This amount includes $400.00 for security cameras. HUCTC members voted unanimously to support this budget request. 2. Town Manager meeting follow-up: Jane will present the above-cited budget to the Town Manager next week. 3. Goals update: The HUCTC Goals document was revisited. The title was changed to “Goals” from “FY17-Goals”. Goal #2 was reworded to “Evaluation of project considering connection route from Center Trail to the Milford town line using the east side or the west side of Rte. 85.” $30K will be budgeted toward this project for next year. 4. Milford north, next steps discussion: Eli walked the committee through his “Milford North Explorations” handout. Eli will contact the property owners listed on his handout. Eli will be assisted by other HUCTC members to make these contacts. 5. VHB Feasibility Reports discussion: This discussion was generally moved out to the next meeting. Norton Kaplan, apparently speaking on behalf of Mr. Gorman, declared that Mr. Gorman had not been contacted about these studies. Peter Herbert spoke about his concerns about bike routes going through Teresa Road and then added a concern about privacy rights, should cameras be deployed on Center Trail. 6.
