Christy Municipal Building 320 East McCarty Street June 18, 2015 Committee Members Present: Attendance Glen Costales 3 of 4 Larry Henry 4 of 4 Bob Scrivner, Chairman 4 of 4 Laura Ward 4 of 4 Committee Members Absent: Rick Prather 3 of 4 Staff Present: Matt Morasch, PE, Director of Public Works Britt Smith, PE, Operations Division Director Mark Mehmert, Transit Division Director Shane Wade, Civil Engineer Don Fontana, Stormwater Engineer Eric Seaman, Wastewater Division Director Janice McMillan, Director of Planning & Protective Services Steve Crowell, City Administrator Drew Hilpert, City Counselor Brenda Wunderlich, Administrative Assistant Chairman Scrivner called the meeting to order at 7:30 a.m. A quorum was present at this time. The following guests were present: Vicki Schildmeyer, Paul Vanhorn, Wayne Lee, and Madeleine Leroux (News Tribune). 1. Introductions Introductions were made at this time. 2. Approval of the May 21, 2015 Committee meeting minutes Councilman Henry moved and Councilwoman Ward seconded to approve the May 21, 2015 minutes, motion carried. 3. New Business 1. Water Quality Code Update (Matt Morasch) Mr. Fontana explained the proposed changes to the code have been discussed with developers. The code changes will be introduced at the July 6 City Council meeting. There was discussion among Committee members and staff regarding the EPA Consent Agreement requirements and the meetings with the development community. 2. Stadium and Jefferson, Overhead Utilities (Matt Morasch) Minutes/Jefferson City Public Works and Planning Committee June 18, 2015 2 Mr. Morasch explained staff would like to make the Committee aware of a plan to have a utility pole in the center island of the roundabout currently being designed for the intersection of Stadium and Jefferson. There was discussion among Committee members and staff regarding location and aesthetics of the utility pole. 3. Basin 5 & 6 Rebid (Eric Seaman) Mr. Seaman explained the bids received were too high. The project has been split into two projects and has been sent out for rebid with the bid opening scheduled for July 7. 4. Basin 12 Bid (Eric Seaman) Mr. Seaman explained this project is currently out for bid. 5. Milling and Overlay Bid (Britt Smith) Mr. Smith referred the Committee to the bid received included in the packet and distributed the 2015 Street Overlay List. 6. Missouri Housing Development Corporation HeRO Grant Program Opportunity (Janice McMillan) Ms. McMillan explained the program to the Committee. Councilwoman Ward moved and Councilman Costales seconded to refer the resolution to the City Council with recommendation to approve, motion carried. 7. Memorandum of Understanding with Capital Area Metropolitan Planning Organization (Janice McMillan) Ms. McMillan explained the revisions to the Memorandum of Understanding with CAMPO. There was discussion among Committee members and staff regarding representation changes and funding. Councilwoman Ward moved and Councilman Henry seconded to refer the revision to the City Council with recommendation to approve, motion carried. 8. Change Orders with Bartlett & West for Basin 5 & 6 Project (Eric Seaman) Mr. Seaman explained the change orders previously done for the project have exceeded the ten percent allowed. 9. MoDOT/FTA Grant for Purchase of Three Handi-Wheels Buses (Mark Mehmert) Minutes/Jefferson City Public Works and Planning Committee June 18, 2015 3 Mr. Mehmert explained the grant. Councilman Henry moved and Councilwoman Ward seconded to refer the resolution for the grant to the City Council with recommendation to approve, motion carried. 4. Other Topics 1. Planning & Protective Services Monthly Reports (Janice McMillan) Ms. McMillan referred Committee members to the reports included in the packet. 2. Water Main Leak Report (Britt Smith) Mr. Smith explained the street cut and right-of-way report. 5. Citizen Opportunity to address Council/Staff on Stormwater and Other Public Works Issues There was no one present to address the Committee. 6. Adjourn Councilman Costales moved and Councilman Henry seconded to adjourn the meeting at this time (8:46 a.m.), motion carried.
