HomeMy Public PortalAbout1977_11_23_R211 TOWN OF LEESBURG IN LOUDOUN COUNTY, VIRGINIA RESOLUTION NO. 77-211 PRESENTED NoVember 23, 1977 ADOPTED November ~, 1977 A RESOLUTION: APPROVING A PLAN FOR THE POTOMAC RIVER WATER SUPPLY PLANT RESOLVED by the Council of the Town of Leesburg, Virginia, as follows: SECTION I. A town-owned water treatment plant on the Potomac River as described in the September 28, 1977 "Potomac River Water Supply Cost Analysis", part 1 of a feasibility study of water supply sources prePared by the Manager, is found to be the most effective plan for meeting Leesburg's long run water supply needs. SECTION II. The Manager is directed to: (a) Prepare a detailed plan leading to construction and operation of the Potomac River Water Supply plant for Council approval by December 31, 1977. (b) Prepare necessary legislation for issuance of bonds in the amount of $5,000,000 for Council approval by December 31, 1977. (c) Secure proposals for project management services for the project for Council approval by March 1, 1978. Secure proposals for engineering review of the existing construction plans for Council approval by February 1, 1978. (e) Secure a proposal from Betz-Converse-Murdock, Potomac Group, Inc. (formerly Johnson and Williams, Consulting Engineers) for engineering services related to final plan revision to add fluoridation facilities and otherwise as necessary, construction engineering and start up of the Potomac River Water Supply plant for Council approval by February 1, 1978. -2- (f> Secure proposals for engineering services related to design and construction of water transmission facilities to connect the Lees- burg and Loudoun County Sanitation Authority systems. (g) Secure a proposal from Betz-Converse-Murdock for engineering and related services necessary for negotiations with the Loudoun County Sani- tation Authority and the City of Fairfax over interconnection of the systems and the bulk sale of water to and from the Loudoun County Sanitation Authority and the City of Fairfax systems. (h) Make and advance applications, when timely, for necessary federal, state and county permits. (i) Secure proposals from persons and firms compe- tent to provide advice and services related to the issuance of bonds for the project. (j) Prepare legislation for revision of water rates necessary to finance the water supply and dis- tribution system for fiscal year 1978 and for the period fiscal years 1979 through 1983 for Council by April 1, 1978. Continue with efforts to add approximately 400,000 gallons per day to the average sub- surface water supplies of the town by July 1, 1978. (1) Prepare for Council approval by December 31, 1977 a description of the plan and the reasons for its selection for publication in the Lamp- lighter. (m) Review available federal grant-in-aid programs and advise Council of possible applications. PASSED this 23rd day of November , 1977.
