HomeMy Public PortalAbout03-12-2020 HPC Minutes Meeting of the Historic Preservation Commission Record of Minutes Date: March 12, 2020 Location: Village Hall CALL TO ORDER, ROLL CALL, PLEDGE Chairman Bortel called the meeting to order at 7:01 p.m. Roll call was taken: Commissioners Lucas, Barvian, Derrick, Hendricksen, Hagen, Rapp, and Chairman Bortel were present. Commissioners Olsen and Schmidt were absent. Also, in attendance: Yuchen Ding, Associate Planner. Chairman Bortel led the pledge to the flag. APPROVAL OF AGENDA Commissioner Derrick made a motion to approve the agenda. Seconded by Commissioner Hendricksen. Voice Vote. All in favor. 0 opposed. Motion carried 7-0. APPROVAL OF MINUTES CHAIR’S COMMENTS Chairman Bortel reminded the commission to complete their Statement of Economic Interests. Chairman Bortel stated the Village is looking for trees that are 100 years or older to recognize in May for Preservation Month. Commissioner Hendericksen suggested also to look for interesting species of trees. COMMISSIONERS COMMENTS No Comments. PUBLIC COMMENT Chairman Bortel asked for public comment and there was no response. OLD BUSINESS No Old Business. NEW BUSINESS 1876-030520.COA 14919 S. Bartlett Ave. Meyer Design Mr. Ding stated the applicant, Meyer Design, on behalf of the owner of 14919 S. Bartlett Avenue, wishes to modify the exterior of the building by proposing an addition under the existing second floor in the rear part of the house. Because the property is located in the East Side Historic District, this work requires approval of a Certificate of Appropriateness. Mr. Ding reviewed the staff report dated March 12, 2020. Mr. Ding concluded in advance of any public comment or discussion by the Historic Preservation Commission, staff supports the request for a Certificate of Appropriateness and believes that the restoration work is appropriate. Chairman Bortel stated the present house does not look like the historic photo because there was a fire at the house. Commissioner Derrick asked if we know the date of the fire. Commissioner Hendericksen estimated that the fire was probable 50 plus years ago. Commissioner Hendericksen explained why he supports the COA request. Commissioner Lucas stated is supports the COA request. Historic Preservation Commission Minutes March 12, 2020 Page 2 of 2 Commissioner Derrick reviewed the changes that are being add to the existing structure. Mr. Ding confirmed. Commissioner Derrick indicated she support the addition but wanted to point out the changes that will be made to the existing structure. Commissioner Derrick stated the commission needs to decide if the addition post fire achieve significance, which she does not feel they can prove. Commissioner Rapp stated any changes to the front of the home would be easily noticed. Commissioner Derrick asked if the commission has any conditions to add to the motion. Commissioner Hendericksen stated he would like to add that if the applicant makes any changes to the presented plan they will need to come back to the HPC. Commissioner Derrick suggested adding in particular, but not limited to window placement and design, siding type and color, and massing and design to the addition must stay the same. Commissioner Derrick made a motion to recommend approval of the requested Certificate of Appropriateness for 14919 S. Bartlett Avenue, subject to execution of a Letter of Agreement with the HPC, applicant, and Village staff to accept the following conditions of approval: 1. Any design changes that deviate from what was presented in the plans dated 2/21/2020 and as presented in the HPC packet must be reviewed by the chair and the staff of the Planning Department. In particular, but not limited to window placement and design, siding type and color, and massing and design to the addition must stay the same. Second by Commissioner Barvian. Vote by roll call: Lucas, yes; Hendericksen, yes; Hagen, yes; Rapp, yes; Barvian, yes; Derrick, yes; Bortel, yes. Motion carried 7-0. DISCUSSION No discussion. ADJOURN Commissioner Hendericksen made a motion to adjourn. Commissioner Lucas seconded the motion. Voice vote. All in favor; 0 opposed. Motion carried 7-0.
