Call to Order:
Meeting was called to order at 5:48 PM by Cindy Layton.
The Commissioners introduced themselves to help familiarize new and old commissioners with
each other.
Approval of Agenda:
Lisa moved and Taryn seconded approval of the agenda, as distributed. The motion carried on
a voice vote.
Approval of Minutes:
Casey moved and Lisa seconded approval of the June 23 minutes as published. The motion
carried on a voice vote.
New Business:
No new business was raised.
Old Business:
The Mural Ribbon Cutting. Jayme reported that the Mayor came to do introductions and more
than 30 people were present at the mural ribbon-cutting. The News/Tribune was there to cover
the event, and it was posted on Facebook.
The Foundation Report:
Cindy and Lucia reported that the Ice Cream event had 1,300 people in attendance. The event
cleared over ten thousand dollars ($14,800.00 gross). The Splash Park planning is going well,
with a lead possible location on Lafayette near the Lincoln tennis courts. Roundabout #2 is on
the horizon. It will take two years and $15,000.00 to go from planning to completion. The
Fountain of Hope project is in full swing. Cindy will go to the Administration Committee of the
City Council about fountain upkeep. Tile sales are ongoing.
Janice asked about the sidewalk space in front of City Hall. Lucia said it is not off the radar and
there will be some options for the City Administrator within 30 to 60 days.
Mini-Grant Form:
Jayme was kind enough to make and distribute in advance a mini-grant application form for the
Commission to review, tweak and approve. It could be made available as a PDF on the city
web site.
After input, Jayme summarized the following changes:
List as ineligible expenses; salaries, fund-raisers, lobbying
Include an application deadline and review time
Add suggestions/example for “Project Description.” Details could suggest—Why should
C.A.C. award this grant to you? Describe budget and in-kind contributions. Description
could include possible renderings. Add a detailed project time-line.
Suzanne moved and Lucia seconded that the Commission approve Jayme ’s application form
as amended. The motion carried on a voice vote, without dissention.
Missouri Arts Council (MAC) Grant:
Lucia reported that the MAC granted $3,900.00 and we will match that amount or more.
The Commission proposed the following disbursement list as it applies to the original proposal:
Newsletter $3,750.00
Training for local art groups $50.00
First Friday Night Art Strolls $550.00
HALO artist-in-residency $300.00
Jefferson City School District sculpture $700.00
Miller Performing Center gallery $1,000.00
Music, Art, and Dance Camp $300.00
Homeschooler’s Chorale PA system $350.00
Capital City Cinema Kid-friendly features $700.00
Capital Arts combined projects $950.00
Master Gardeners’ Fall Festival sculpture $550.00
Casey moved and Suzanne seconded that the Cultural Arts Commission approve the amended
allocation list for the Missouri Arts Council Grant. The motion passed on a voice vote without
opposition.
Committee Reports:
Education—Gara is exploring ties between the public schools fine arts and the commission.
Administration—Lucia and Zak are looking at long range planning. Zak will take the lead.
Marketing and Technology—Taryn said they are looking at tag-lines to promote the commission
and its mission.
Suzanne opted to be on the Education sub-committee and Casey opted to be on the
Administration Sub-committee.

Lucia adjourned the meeting at 7:34 PM.

2016 “Artee” Awards
Celebrating Excellence in the Arts
The Cultural Arts Commission is very pleased to invite nominations for the first annual “Artee”
Awards celebrating excellence in the arts. The Artee Awards will honor the very best in the
visual and performing arts and the humanities and those whose support through leadership,
education, and collaboration have had a significant impact on these endeavors.
Call for Nominations
Any member of the public may make nominations. Nominators are welcome to submit
nominations for all categories.
Nomination materials should consist of a completed nomination form and an accompanying
narrative in support of the nomination. In preparation of the narrative, consider the specific
criteria listed for each award. All nomination materials shall remain the property of the
Commission.

Award Criteria
Mayor’s Award for Public Art
Recognizes an individual or organization’s efforts in the development of a public art project that
contributes to the quality of life and economic development of Jefferson City.
To receive priority consideration for this award, project should be an innovative and
creative contribution.
Recipient should display exemplary commitment and leadership in the field of public art.
It can be awarded to either an individual (including an artist, an administrator, a
volunteer, a designer, or a government official) or an organization (including an arts
council, a public arts program, or a private or public entity).
Leadership in the Arts Award
Recognizes an individual or organization from the business, legal, arts, or civic sectors whose
work has had a significant impact on Jefferson City cultural landscape.
Recipient has played an important role in the advancement of the arts in the community
for a minimum of ten years.
Recipient’s vision and leadership has provided heightened visibility to the value of the
arts.
Leadership can encompass time, talent, and/or treasure aspects in providing a significant
impact.
Arts Collaboration Award
Recognizes a successful collaboration between an arts organization and a non-arts organization
that furthers the interests of both parties, to the benefit of the arts in Jefferson City.
Collaboration can be for a one-time event or an on-going project in Jefferson City.
The collaboration must result in a successfully articulated outcome for both parties as
well as the community.
Outstanding Artist Award
Recognizes an individual artist who has demonstrated exceptional innovation, boldness, and
creativity.
The definition of an artist refers to anyone involved in any of the art disciplines –
performing, visual, and the humanities.
The artist will have been active in his/her field for a minimum of five years.
Outstanding Volunteer in the Arts Award
Recognizes outstanding contributions of an active individual, organization, or business.
Recipient goes above and beyond in service to artists, arts organizations, or arts
programming initiatives.
The recipient’s work has considerably impacted the quality of the arts in the community.
Recipient is self-motivated and displays leadership either in oneself or in leading others.
Recipient serves as a role model in the arts community through volunteerism.
Recipient has worked as a volunteer for a minimum of three years.
Excellence in Arts Education Award
Honors an individual or organization in Jefferson City that has worked to implement excellence
in arts education.
Recipient can be involved with arts education in either an in-school or out-of-school
capacity.
Recipient has recognized a need or opportunity for arts education in the community and
has taken steps to implement a solution.
Youth in Arts Award
Recognizes an individual or group (through age 18) that has achieved a consistent level of
excellence in their art form.
Must have been involved in the discipline for a minimum of two years.
Level of excellence is measured by such criteria as awards won, community recognition,
or similar credits.
People’s Choice Award
Recognizes a favorite arts or cultural event selected through a public polling process.
The time period covered for the selection of the event is ….. through …….

Outstanding Greater Jefferson City Arts Award

Recipient must be involved in the arts for a minimum of five years.
Award can be recognition for a single event or a body of work.
